ADHOC City Council & Park Board Minutes 2002 04-24-02UNITED CITY OF YORKVILLE CITY COUNCIL/PARK BOARD AD-HOC COMMITTEE MEETING 1 ,` !` ' '!ki s Wednesday April 24, 2002 64." 6:00 p.m.—7:30 p.m. City Hall Conference Room Attendance: Rose Spears—City Council Bill Wedge—Parks Department Lisa Scherer—Parks Department Art Prochaska—Mayor The Mayor thinks the best thing to do tonight is to get all issues that need to be addressed out on the table rather than trying to come up with solutions for everything. This will hopefully be the step to make everything fall into place. One of the main problems that has been around for the make up of the park board is the actual size of the clues. The state statute does allow the recreational system to have up to nine members. —es" Lisa Scherer feels nine people would be an adequate number to have on the board. Members need a desire and have must have the ability to communicate. A lengthy discussion took place on the qualifications a member of the committee shall obtain. The following is a list of what the committee suggested: 1) Communication and feedback—very important 2) Members need to be present; if not they need to have a point person they can go to with what was talked about. What needs to be determined are the responsibilities that these people will have. 3) Establish when the park board will be the directive body or the recommending body. This will be very hard to write out as it is a very gray area. Lisa Scherer feels that increasing the number of members would be a great idea. The more the merrier. Members have to have an interest in the park board. A wide variety of people would be great as well. Another issue the Mayor feels that needs to be established is a little sensitive and will probably take some more time is determining how our park department is going to work with the rest of the city. Lisa Scherer feels this will be a sticky situation because of the power chain. It is not 100% beneficial for the parks. The Mayor stated the one thing that everyone needs to understand is we are all the city. We may have to look at this when establishing salary when employees work on issues outside of their areas. One of the things that may help the city would be to have detailed reports from both parks and recreation. This would help the park board to know what is going on. The park board needs to determine what information is necessary on a monthly basis. The Mayor suggested that the park board have a recommendation for an acceptance policy for accepting a park. This was brought up because of a recent park that was accepted without the knowledge of the park board. Another issue that was discussed was the pay schedule. The Mayor suggested that we look and compare what is on the city dockets right now. Bill Wedge handed out the job description and noted that a little of the verbiage was changed and the title due to the fact that it is not a secretarial position. The Mayor and Rose Spears stated that they already have a job description for an administrative assistant. They want to make sure that this is the same job description for every department. Labor attorneys have cautioned heavily that if it is a like job you have to make sure that you recognize it as such. For example, the different types of software. This can be covered by simply stating that applicant must have knowledge in the specific software or be willing to be trained. Rose Spears will get a copy so the committee can compare. Lisa Scherer brought up the fact that the park board has issues with Youth Baseball and the sign policy. It has been stated several times that Youth Baseball cannot have signs. The park board knows they are a fund raising organization and they are very grateful of this but every year they come back with the same issues. The park board has requested their presence at the next board meeting. The Mayor feels we all have to sit down and have a discussion on the policies. May have to hammer out this policy and seek guidance from council.
