ADHOC City Council & Park Board Minutes 2002 06-12-021 1 UNITED CITY OF YORKVILLE CITY COUNCIL/PARK BOARD AD-HOC COMMITTEE MEETING WEDNESDAY,JUNE 12,2002 6:00 P.M. G to.pa IN ATTENDANCE: Administration Committee:Park Board: Alderwoman Rose Spears Lisa Scherer Alderman Paul James Bill Wedge Guests: Mayor Art Prochaska(until 7:15 P.M. ) Salary Surveys Alderwoman Spears distributed copies of the salary survey she conducted. She reported that she sent a salary survey to communities similar in population and budget. The Committee went over Survey"A"Parks and Recreation Department/District Summary(see attached). The items surveyed were: Participants-nine Illinois communities responded Average population-broken down into districts versus departments Average annual revenue-no response from Riverside Annual revenue allocated to parks-Romeoville combined parks and recreation and Joliet and Sugar Grove did not provide information Annual revenue allocated to recreation-Romeoville combined parks and recreation and Joliet and Sugar Grove did not provide information Average number of annual recreational programs-average responses Average number of parks-Yorkville has eight parks with five more pending Alderman James asked if there was one particular community that alderwoman Spears identified as being very comparable to Yorkville and she indicated that Riverside was very close but they did not supply a budget she could compare with. Willowbrook was also close but had a higher budget and Sugar Grove was close in population. Alderwoman Spears indicated that Survey"F"Parks&Recreation Departments/Districts Employee Salaries/Requirements(see attached)was a list of qualifications for the positions but some communities did not respond to this. This survey breaks down how many positions each municipality has. The Committee then went over Survey"B"Parks&Recreation Department/District Salary Summary(see attached). This survey addressed: Participating Municipalities-nine Illinois communities responded Average Population-broken down into districts versus departments Average Annual Revenue-no response from Riverside Annual revenue allocated to parks-Romeoville combined parks and recreation and Joliet and Sugar Grove did not provide information Average Number of Parks Annual revenue allocated to recreation-Romeoville combined parks and recreation and Joliet and Sugar Grove did not provide information 2 Average number of annual recreational programs Director of Parks Average Annual Salary-average of nine responses$69,280.00-average of seven responses deleted high and low responses)$65,208.00 Educational Requirements Years of Experience Required Superintendent of Recreation Average Annual Salary-average of six responses$39,371.00(three communities did not complete section of survey-average of four responses(deleted high and low responses) 42,307.00 Educational Requirements Years of Experience Required Also similarly listed in the survey were Superintendent of Parks,Program Supervisor,Office Manager, Secretary,Parks Foreman and Laborer positions. In addition to the survey, Alderwoman Spears distributed handouts from the Illinois Park& Recreation Association's(IPRA)website from May 16 and June 12,2002,which listed job opportunities available(see attached). She recommended that the committee review this to see what positions and salaries are being offered in other communities. They discussed some of the jobs offered and compared them to what is needed in Yorkville. The Committee discussed the salary ranges and how Yorkville compared to other communities. The positions where Yorkville salaries were high were Parks Foreman and Laborer. It was discussed that if Yorkville salaries were much higher than those surveyed the salaries could be frozen with just a cost of living adjustment(COLA)being given but no merit raises. Alderwoman Spears commented that quite a few communities do not give COLA or merit raises. Mayor Prochaska stated that some communities give raises based on a straight percentage Yorkville used to do this)but there is a problem with this because individuals with a larger income get a larger raise. Individuals are not rewarded for their knowledge or experience. They discussed other communities such as Romeoville and South Elgin and their positions of Laborer and Superintendent of Park&Recreation. Alderwoman Spears stated that she could do a follow up call to these communities and try and get more specifics on the job descriptions and salaries. They discussed Yorkville competing with other communities for these positions. Ms. Scherer noted that the Northern Illinois University(NIU)job posting board was full ofjob openings for these types ofjobs. She felt that Yorkville might want to consider paying a higher salary than most in order to attract and keep employees. Mayor Prochaska suggested that Yorkville be middle to upper middle with salaries. Ms. Scherer asked a NIU teacher which was seen as most favorable for employment municipalities versus park districts and was told that districts are more favorable. Job Descriptions The Committee discussed a memo from Administrator's Assistant Holly Baker to Alderwoman Spears dated June 12,2002. The memo concerned Labor Attorney Bob Smith's recommendation regarding the Program Supervisor Job Description. Alderwoman Spears noted that Mr. Smith reviews the descriptions to make sure they are compatible with any union position in the event a union would come in to the area. She noted that he had problems with the Program Supervisor job descriptions. Concerns he had included confusing job functions,overtime eligibility and 3 punctuation errors. Mrs. Baker made notes on the job description as she spoke with Mr. Smith. Mr. Smith indicated that he would send a written follow-up. Mayor Prochaska noted that when the written recommendation is received, it be forwarded to Mr. Wedge and Ms. Scherer. Alderwoman Spears said she would do this as soon as she receives it. Alderwoman Spears noted that Mr. Smith had a comment on the Administrative Assistant description regarding the employee being a"confidential employee". He attached the definition of a confidential employee(one dealing with labor relations or collective bargaining). If this applied to the position,it needs to be added to the description.They discussed adding this into the description as a precaution. They also discussed that this position would be taking credit card numbers from individuals and Mayor Prochaska recommended asking Mr. Smith if verbiage should be added to the description to cover the fact that the individual would be handling this type of information. Alderwoman Spears stated she would have Mrs. Baker discuss this with Mr. Smith and get back to everyone with his suggestion. Alderwoman Spears noted that Mr. Smith recommended some grammar changes to the Superintendent of Recreation job description. Mr. Wedge and Ms. Scherer both noted that the changes looked fine. Mayor Prochaska asked if the job descriptions should be taken back to the Park Board and Ms. Scherer noted that the Park Board authorized her and Mr. Wedge to make minor changes. This description and the Administrative Assistant description, with Mr. Smith's clarifications on confidentiality,could be sent on the Administration Committee Meeting on June 13,2002. They would then go to the COW meeting on June 18,2002 and the City Council meeting on June 25,2002. Mayor Prochaska noted that if Mr. Smith's written recommendations regarding the Program Supervisor description were received in the next day and the Park Board reviewed and approved it,it could be sent to the June 18th COW along with the other descriptions. Alderwoman Spears stated she would discuss this with the Administration Committee at their meeting the next evening. Ball Diamond Agreement Alderwoman Spears asked if the Ball Diamond Agreement was signed and Ms. Scherer stated it hadn't been. Mr. Wedge stated that it was discussed that there wouldn't be an agreement. The City would take care of the parks and then there would be a fee to use the fields. City Employee Discounts Alderwoman Spears stated that it was brought to her attention that some City employees were receiving discounts on programs and some were not. She asked if the Park Board had a policy regarding this. Ms. Scherer stated that she understood that Board members received a 50% discount but she was not aware of anything regarding City employees. Mayor Prochaska noted that legally the Park Board should not receive a discount because that is compensating them for their duties and this is against state statute. Alderwoman Spears asked Ms. Scherer and Mr. Wedge to discuss this with the Park Board and make a recommendation. The Committee scheduled their next meeting for July 10,2002 at 6:00 P.M.
