George Glass our Cable TV Consortium contact stated this was the third meeting with Yorkville
in the process for working out a franchise with AT& T. He spoke of the needs of the
community and stated they had talked to gain information. Mayor Prochaska had asked them to
come back and give and receive more input.
Mayor Prochaska stated that he wanted as many questions answered as possible before we cone
to contract time. Lots of the questions we had last time were related to the School District. The
City is still interested to a possible link to the School District and to the Kendall County
Courthouse, or at least to some area of Kendall County.
Mr. Austin stated this might be through the internet as they have this now and expect it to be
enhanced in the near future. It is in use at the Public Safety Center, Sheriffs Department , and
Courthouse and they plan to add the Kendall County Office Building.
Mayor Prochaska stated the City has internet access and is not sure how close of a connection to
Kendall County is needed.
Mr.. Glass mentioned the over-riding emergency messages.
Mr. Austin stated those are in operation at the Sheriffs Office.
Mr. Greg Capranica from AT & T stated you don't need the connection for emergencies,there
are other means. 1. a telephone emergency phone. 2. There are triggers at the National Weather
Service, and non-weather, but urgent. He said there are other ways to message residents also,
and asked how the City messages the residents now for emergencies.
Mayor Prochaska stated the franchise area will cover Plano, Oswego and Yorkville. Can
messaging come to Kendall County and then to us?
Mr. Capranica stated that it depends on the foot print.
Mr. Glass stated that is not a detriment, and asked if Kendall County has an automatic phone
system.
Mr. Austin stated he didn't think so.
Mr. Chapman stated it is an interesting system that he hasn't seen yet.

Mr. Capranica stated there is a system that makes your TV blink and tells you to turn to a certain
channel. You turn the channel and receive the message.
Mr. Glass stated that at the last meeting educational aspect was the priority.
Mayor Prochaska stated that on the internet, frequently personal lines are busy and you get
knocked out also.
Mr. Capranica stated this doesn't require phone lines and are on 24 hours a day.
Mr. Glass stated this would be available once the rebuild is complete.
Mayor Prochaska stated they want technology to attract new business.
Mr. Capranica stated the goal is to have the re-build complete by the end of 2001. High speed
internet connection. 750 megawatts. Each node has to be checked to be good working before
product will be offered after the rebuild is complete.
Alderman Sticka asked about fixed wireless.
Mr. Capranica stated this will not be offered through cable.
Mr. Connor stated that this is primarily offered to businesses. Fiber optics trunk lines to
Industrial parks.
Alderman Sticka asked who has the service we will have.
Mr. Capranica stated Plainfield, Frankfort 7 Joliet.
Mayor Prochaska asked about availability to industrial parks.
Mr. Capranica stated it is currently directed to residential, in the future the focus will be to
business. It is based on the cost, availability and those type of factors. You won't find much of
that yet, but in the future.
Mr. Glass asked, what are the options with fiber optics.
Mr. Capranica stated they can tie into all kinds of lines.
Alderwoman Burd stated she had read about the new lines in Aurora, and asked if they were
upscaled for business also.
Mr. Connor stated the City buildings were connected, but this cable is residential and is not
available yet, but it will be. The next 18 months are dedicated to the re-building process.

Mayor Prochaska asked if the main feeder lines have future capability, and will it run above or
below ground.
Mr. Capranica stated, yes, fiber lines will carry high capacity, and it will run above where it is
currently above ground, and below where it is currently below ground.
Mr. Glass stated that AT& T was advertising high speed interne. They are building high
expectations, and are getting ready for the demand.
Mr. Capranica stated AT& T is making a significant investment. They want to be able to offer
as much product as possible and as soon as possible. And, installers are being trained for all of
it.
Mr. Chapman stated that the franchise agreement will deal primarily with#1,programming. The
types of programming and customer service. #2 is construction standards and notifications. #3
is the legal boiler plate (indemnifications, insurance, etc.).
Mayor Prochaska stated that tonight they have touched on the issues, and now they can continue
to communicate perhaps through memos on each of these issues.
Mr. Chapman stated they would do a supplemental report based on the five meetings held, and
will also draft an ordinance for review, and there will be ample time for each of the 5
communities to do so.
Mr. Glass stated that after the ordinance is drafted Mr. Chapman will start to draft the franchise
agreement. They will meet with the Mayor of each community to help keep everyone get up to
speed since there is one ordinance and 5 communities involved. Then there will be time for
comments and changes. This needs to be kept among the Consortium members and not out to
the public yet to avoid distortion.
Mr. Chapman stated that the negotiations should start in late September or early October to be
done before March 31, 2001, and they expect smooth negotiations.
Mr. Glass stated the goal is to be completed by the end of February.
Mr. Chapman stated that if A T& T needs more time, the Consortium should be patient, as they
could do a 6 month extension and re-write so there is no gap between service dates.
Mayor Prochaska stated that then that would be the City's goal, but they do have a list of
concerns that have been requested.
Mr. Glass stated they would address issues and re-address all issues for each of the communities.

Mayor Prochaska stated they would like to take a list to the school & community to ask for any
additions before reaching a deadline and signing. Let everyone know it is their last chance so to
speak to look it over and have input.
Mr. Chapman stated they should be memo'd on those items so they can be addressed and
incorporated.
Mayor Prochaska stated we would ask for comments by a certain date and forward additional last
call comments.
Mr. Chapman stated they would share their comments with A T & T.
Mayor Prochaska stated that they could put a request for last comments in writing to the City
making July 31st the cut-off deadline, and get to Mr., Glass within 7 days. Also all reports will
be made available to the public at City Hall.
Mr. Glass stated that on the Consortium Agenda for the 20th they will have acceptance of both
reports, or at least accept the first one, and then get the second.
Mayor Prochaska stated the message in the newsletter would request response be in by July 31,
2000 at City Hall.
Mr. Glass asked for comments, and thanked everyone for attending.
Mr. Chapman thanked everyone for coming out, and for the direction given, and the valuable
input on where we are going.
