FACADE Committee Minutes 2000 03-22-00YORKVILLE FACADE COMMITTEE UNITED CITY OF YORKVILLE MINUTES OF MARCH 22, 2000 The second meeting of the Facade Committee convened at 7:00 PM. In the absence of Chairman, Richard Scheffrahn, Joyce Barrett was elected to chair this meeting. ST. JOSEPH CAFE 220 S. Bridge Street Greg Millen, owner, explained that this is a spin-off of the St. Joseph Cabinet Company which has experienced 460% growth. He has recently purchased this property and has been working inside to remodel, and is planning to re-do the front see plans) and is hoping to have some Facade Program Funds to assist in this effort. Additionally, he currently plans to expand into part of the adjacent hardware store as well. Along with the cafe, this will become a major showroom for the cabinet business. Carolyn, of St. Joseph presents the design idea and states the colors will be burgundy, forest green and butter-cream. They will have a lighted sign designed like the coffee cup drawing included in the plans. The back of the building is also going to be improved, but they are waiting to see what happens with the widening of route #47. Additionally, she adds the hardware store is also interested in re-doing their front facade. Ms. Barrett asks about the lettering on the front of the skirt. Carolyn explains this will eventually be a full showroom for the cabinet company. There is a discussion on the shape of the canopy which has been presented as dome shaped. The committee agreed that this shape is not in keeping with the look the Facade Program is supporting. Mr. Millen states he is flexible to the 1850's look and is not opposed to a straight canopy. Mr. Cordogan thanked them on behalf of the committee stating that they have done a nice job and an excellent presentation. Mr. Millen thanked the committee stating that they are not fearful of new business (Menards) coming in. They want a good presentation here and are excited t see Menards coming Continuing he stated they do quality cabinets and expect that this store front will be the same way. FREEMAN SPORTS 129 E Hydraulic Greg Freeman explained that they had begun this project prior to learning about the Facade Program. Their design was based on the idea that every old fashioned general store had a front porch and that was the look they were after. They still have a handicapped ramp to complete and a sign to put up. He continued stating that they have been here since 1972 and understand what they represent in Yorkville and that many visitors come to them, making them the first thing those visitors see in Yorkville. They have lots of corporate groups who come to canoe. Ms. Barrett asked the committee for questions or comments. Mr. Cordogan stated he felt they were within the guidelines of what the program is looking for. There was a discussion about window replacement, as the current windows are glass block. Greg Freeman stated they still had landscaping to complete along with a lighted sign. The committee thanked them for coming in with their presentation. The Freemans thanked the Committee. BRIDGE STREET CAFE 213 S. Bidge Street Bob Dearborn explained he purchased this building in 1991, and plans to bring this back to the brick facade underneath, tuck point damaged brick and add a new canvas canopy. This work will address only the area above the canopy at this time, due to the widening of route #47. The widening could change everything including where the parking and entrances need to be located. The upper windows are original and only the casements have been replaced . The aluminum covering over the crown molding at the top of the building will be removed. This will probably reveal crown molding similar to that of the building next door to the north. Plans are to start in April. There was discussion about 4 colors being outlined in his plan, and the program limit of 3 colors. Mr. Dearborn stated he had no problem with 3 colors and would submit color swatches. They expect this to be a painted lady when complete. The committee thanked him for his presentation. ADDITIONAL BUSINESS Ms. Barrett moved to approve the minutes of the Facade Committee meeting of February 29, 2000. Mr. Cordogan asked that the spelling of his name be corrected for the future. The committee discussed the next step in the process of awarding the funds. Everyone agreed that all 3 applicants meet the guidelines, and they will have to determine how to divide the $20,000. Mayor Prochaska stated he expected that they will award the majority of the funds and roll over the rest into next years allocation which could be increased. Mayor Prochaska cautioned the committee to be sure the amount is not more than the allowed 50%. This is a promise of funds that the committee is awarding, but no funds will be distributed until the work is completed. Liaison to the committee, Alderwoman Burd stated that the funds should first go to the applicant who will have the greatest effect on Yorkville. The committee agreed the order of award should be as follows: 1. St. Joseph Cafe 2. Freeman's Sports 3. Bridge Street Cafe Mayor Prochaska stated that Freeman's brings more outsiders into Yorkville than any other business. Mr. Dettmer, City Building Official stated the Freemans have followed the code and worked with the City on the work they have done to date. Mayor Prochaska stated they have really embraced the river front improvements. Alderwoman Burd asked if landscaping was a part of the program. Mayor Prochaska stated is was. Mayor Prochaska stated he hopes the City will be able to seal coat the parking area this spring, and there are plans to design a stairway and ramp to come down from Van Emmon into the parking lot. Mr. Dettmer stated the Farm Bureau is improving their property...the fire escape is coming down and they are cleaning up the area. Mayor Prochaska stated the Aurora Area Tourism Commission, to which we belong, has packages for canoeing that include lodging at our Super 8 Motel. Additionally, Yorkville is getting a kiosk which will hold maps and information. This will be located at the corner of route #47 and Hydraulic. Mayor Prochaska stated that procedures need to be established, continuing that applications would first go to Mr. Dettmer who will decide what charges are and are not eligible, and of course the maximum payment cannot exceed 50% of the total eligible cost, and doesn't have to be 50%, it can be less. Mayor Prochaska stated procedures will be put in place for staff to process the payment of those awards. Mr. Dettmer stated that at the next meeting the committee should decide how much and to whom the funds should be awarded. Each applicant's project should be brought up, discussed and then a motion for approval should be presented including the amount of the award. Adjourned 8:55 P.M.
