HOLIDAY PAY PROCEDURE
discussed @ Finance Committee meeting held on 12/29/83)
Following is a proposed method of payment for holiday benefits
to become effective @ the beginning of the next negotiated
wage year starting May 1 , 1984.
Background
The current holiday pay procedure has existed for at
least 10 years and there is reason to believe that it may have
been a negotiated practice. Regardless whether it was negotiated
or not, the employees, from their side of the negotiation table,
understood their holiday benefits to be as such. Therefore,
to preserve the integrity of both past and future wage negotiation ,
the present practice should continue until the beginning of the
next fiscal year (May 1 , 1984) .
First of all, the distinct difference between the tour
of duty for police officers and all other employees must be
understood.
Police officers do not receive time off for holidays.
Their regular tour of duty consists of 40 hour shifts throughout
the year excluding scheduled vacations. The granting of holidays
to police officers does two things:
1 ) It recognizes a benefit which other employees receive
who work a regular tour of duty.
2) It increases the yearly salery of the officer to compensate
for the fact they do not receive time off for the holiday.
Other employees (Public Works, Secretaries, and also the
Police Cheif) AQ receive time off for holidays. If a holiday
falls on a non-workday, they receive the following Monday off
or other' day ,agreed to during yearly negotiations) .
All employees (except those in management positions,
namely the Police Cheif, Public Works Director, and others which
may be established such as city engineer, and Administrative
Assistant to the Mayor) are eligible to receive overtime pay
for work in excess of 40 hours per week at the rate of time and
a half ( 1*) .

Following are f`examples of the method of payment for holidays
for city employees involving an 8 hour day:
Police Z.-
yearly salary of $20,800
tour of duty 40 hrs per week x 52 weeks/yr = 2080 hrs/yr
hourly pay = $20,800 + 2080 hrs = $10 per hour
Additional compensation for holidays
9 paid holidays x 8 hrs x $10 per hour = $720
Grand tonal yearly salary = 20,800 + 720 = $21 ,520 + any
additional earnings due to ovgrtime work.

All officers receive an additional 8 hours (straight time)
pay for the holiday. This officer also receives an add-
tional 12 hours ( 1i) for the overtime earnings for time
worked ,in excess of his normal 40 hour shift.

Other employees receive time off with straight-time pay
for the holiday.
Any employee called in to work on a holiday will receive
additional overtime pay at the rate of time and a half ( 1i)
even though he may not be working in excess of 40 hours.

Dear Larry:
As per our phone conversation of the 22nd, I submit
the following:
I have been the agent of record for the city insurance
since 1977. The coverages have been brokered thru the Bliss
Agency in Bloomington, Illinois, who have farmed the policies
out thru several different companies. The premium for the
Fire, Automobile, Liability and Inland Marine policies total
25,126 during 1983 .
Country Mutual Insurance Company has developed the special
coverages needed by a municipality during the past year, and is
willing to write the coverage needed for $20,928. A savings of
over $4,000.00. In addition, we offer a semi-annual payment
plan tf"°'fh"ir-Vould help your cash flow at all. We would leave
the Workmen's Compensation with Hartford at $15,243.00.
The big advantage is that we have the opportunity to have
some control over changes that may be needed during the p8licy
year and also offer local claims service, which normally pro-
vides faster payment of claims.
I need verbal agreement of this plan from a spokesman for
the city as soon as possible to bind coverage past the 1/1/84
date, which is the normal renewal date of all policies.
