Fire and Police Commission Minutes 2001 11-14-01UNITED CITY OF YORKVILLE App,40FIRE& POLICE COMMISSION MEETING Wednesday November 14, 2001 The meeting was called to order by Commissioner Bob Johnson at 7:05 PM. Roll Call: Margie Putzler, present Jim Jensen, present Bob Johnson, present A quorum was established. Others present: Atty. Dean Klemamos Police Chief Martin Previous meeting minutes:The minutes for October 29 were tabled for additional review. Communications: None Bills for Payment: None Unfinished Business: It was decided that the name of Police and Fire Commission would be kept as is, even though there are no paid fire staff. Discussion was held with regards to changing the education requirements. Chief Martin noted that the requirements as stated would diminish the range of applicants. Chief Martin would like to maintain the requirement of 2 years of higher education, possibly an associated degree, but not a bachelor's degree. Mr.Jensen stated that he felt some additional education is important. It was noted that Chapt. 2, Section 3, Item K with regards to education would state that an associate's degree was required or comparable equivalent. In Chapt. 2, Section 6,with regards to vision. It was noted that the vision and validation points were also listed in the medical requirement section and are,therefore not needed in this area also. There was much discussion with regards to Physical Agility Testing. Chief Martin noted that many departments have adopted the use of the Power Test. A specified testing program allows good guidance to applicants. It also allows equal testing procedures and academy entrance based on an even foundation. There was a notation with regards to the separation of male and female in the Power Test requirements. Mr. Jensen had concern with liability in the testing procedures. There was also discussion with regards to Pass/Fail verbiage. When an applicant is engaged in the Physical Aptitude Testing, are they graded as Pass/Fail or Completion/Non- Completion? It was very important to the commission that no one be held back and that all applicants have an equal chance. After much discussion it was decided to keep the pass/fail verbiage. It was noted that the cost is$750 to test 11 applicants with the Cops testing service. It was noted by Ms. Putzler that the polygraph notice be kept in the examination section. Mr. Johnson showed concern with the verbiage of pass/fail. Mr.Jensen also stated that the polygraph is inconclusive testing and that the polygraph is used in background testing. It was noted that the verbiage would further define background investigation to include polygraph testing. The question was also raised it there should be a nominal fee for examination. In section 10 it was noted that the final eligibility register should state, ...satisfactorily passing background investigation including polygraph. Chapt. 4, Promotion Examinations: It was noted that the exam would be broken down and would include a written, oral, and merit scoring. Written would count for 55%, oral 35% and merit 10%. Mr. Jensen showed concern with the high percentage with the written exam. Mr. Johnson raised the questions as to what other departments do and where the figures were initially found. Chief Martin raised the question of military preference. He also stated that he felt the oral section should be stronger and would also include Board interview. The scoring was changed to written 40%, oral 50% and merit 10%. The Commission agreed upon these figures. Mr. Johnson noted that the oral questions would need to be standardized. Chief Martin has questions coming to him that will need review and validation. It was felt that there should approximately 20 questions. The next meeting will held on Monday, November 20 at 7:00 PM, where the Commission hopes to vote on the Rules and Regulations. Ms. Putzler made a motion to adjourn the meeting at 8:40 PM.
