Commissioner Putzler moved to approve minutes from 10-29-01, second by
Commissioner Jensen.

Reviewed with Jim Powers the draft of Rules and Regulations. Powers
recommended we validate physical aptitude test as soon as we can afford it. Powers
suggested that if the test is not validated, don't use it to disqualify people. Money
may be saved in the long run if we spend the money now to validate physical
aptitude test.
In case of tie for promotion merit and oral interview both are subjective. This can
be amended if necessary.
Commissioner Jensen opened the discussion as to who picks out of the top three for
promotion. Statute indicates the commission selects the candidate out of the top
three per Powers. Copies of the exact statute were made and passed out. The input
from the chief falls under merit.
Commissioner Johnson added the board could solicit chiefs recommendation for
the best candidate.
Powers agreed.
Rules and regulations are effective 10 days after publication.
Commissioner Putzler made the motion: It is hereby moved that the Board of Fire
and Police Commissioners of the United City of Yorkville, Illinois adopt its Rules
and Regulations as of November 19, 2001.

Chief Martin was directed to see that public notice is filed with the Kendall County
Record. Ten days puts us to December 1, 2001 as the effective date. A copy will be
kept with the City Clerk's office.
Commissioner Johnson asked what the commissions next step was. Putting out
notice for applicants was mentioned. Powers advised we do not need test in order to
put out notice.
Need testing dates and test questions solidified by the commission.
Chief Martin says questions should be validated by next week. Cops testing service
has oral questions for initial and promotional exams. They will supply the questions
if we use them for the written. Standard and Assoc. gives range of acceptable
answers. COPS have a number of questions available we can choose from. Powers
believes they will have a range. Powers would expect we would be given a range of
acceptable answers.
Chief Martin asked if it was okay with the commission he would like to go ahead
and use COPS. Cost for promotional written $900 for Sergeant and Lieutenant
total based on three Sergeants for Lieutenant test and eight taking test for Sergeant.
Commissioner Jensen asked if the validation was a one-time validation.
Powers asked if they have our job description. Powers believes that if the job
description does not change,written exam and orals shouldn't change.
Chief Martin stated would o oral interviews for entrance $1700,
promotional is $2100 including assessment center. Have people with more expertise,
i.e.: other chiefs to do orals if we choose to have them do instead of us. No charge
for oral applicants for patrolman if we use them for promotional orals. Standard
and Associates will be used for written test for patrolman.
Commissioner Johnson asked if there were inconsistency if we use Standard for
written and COPS for oral.
Powers said no.
Chief Martin said COPS would not charge us for orals for patrolman if we use them
for the written exam and oral questions for promotion. Standard and Associates
charge will be $28.50 per test if they grade it. We could grade it.
National Vision Consultants $2500 to validate vision. Chief should have a contract
by next Monday. The contract needs to be signed by the commission.
Powers stated the contract would be signed by the United City of Yorkville.
Commissioner Johnson asked if the City Council needs to approve it.
Powers advised we should check with the city.
Chief Martin agreed to check it out. COPS will need to provide proof of validation.
Powers asked if it was a formal contract, advising he will review it when it comes in.
Chief Martin said he could approve with the chairman anything under$500.
Commissioner Johnson verified that we do not have a commitment with COPS yet.
Chief Martin said no.
Commissioner Johnson said there was no need to discuss money tonight, however
asked when we need to make money decisions
Chief Martin said once we have contracts we would know. We need National Vision
contract for review. We need information from COPS,written validation. Did not
indicate we needed to sign contract.
Commissioner Johnson said technically the commission doesn't have a budget yet.
Chief Martin said that once funds are appropriated for we don't need outside
authority.
Powers said that typically City Councils allocate funds however,we are in the
middle of the fiscal year. Powers asked if there was a committee that overseas us.
Commissioner Johnson asked to clarify our financial issues. Do we clear everything
through Public Safety?
Chief Martin said that he has up to $1000 before it has to go to the chairman.
Commissioner Johnson asked where we get authority for money and how much.
This needs to be taken into account for our budget.
Chief Martin said the vision test has $1200 renewal fee each year.
Dr. Alford 250 for vision test
Polygraph 100 Theodore and Assoc.
Pre employment physical $150 Yorkville family practice
Blood screening at Copley $142
Background investigation will be done in house.
Brenart Eye Care $40 for vision
Physical Aptitude Special response team $0 done at high school or track
We can pay COPS for questions and answers and conduct our own interviews. If
we are uncomfortable we can use assessment center.
Commissioner Johnson said the commitment is to written and oral questions not
assessment center
Chief Martin agreed then said he needs an okay from us to use people named above
for hiring and promotion process. Waiting for contract for vision test. Additional
1200 each year for validation in case we go to court. Chief Martin will get
clarification when the contract comes in.
Standard and Associates Lieutenants and Sergeants test written $6000-$7000 or
each test is $4000-$12,000
Powers said Standard gives good service, none of their clients have been sued.
Chief Martin will be looking into costs of other companies for written.
Commissioner Johnson verified the following information:

Theodore and Assoc.$100 Polygraph
Copley 142 Blood Screen
Yorkville Family Practice $150 Pre employment physical.
In house background and physical aptitude.
Commission gives consensus.
Chief Martin asked about original entrance exam as used by Illinois Assoc. Chiefs of
Police written by Standard and Associates.
Commission gives consensus to go forward with this.
All of these tests will come out of Chiefs budget.
Commissioner Johnson asked about the time frame for receipt of information.
Chief Martin said the vision should be here this week from National Vision
Consultants Inc.
Next meeting Monday December 3, 2001 at 6:30 PM.
Copies of Rules and Regulations distributed to everyone present.
Copy of newspaper ad reviewed by Powers and okayed.
Commissioner Putzler moved to authorized Chief Martin to Publish an
advertisement in the Kendall County Record soliciting applications for police
officers for the United City of Yorkville.
