Fire and Police Commission Minutes 2002 01-07-02YORKVILLE POLICEANDIIRE.COMMISSION MEETING MINUTES JANUARY 7, 2002 Meeting Called to order 1900hrs Roll Call: Chairman Johnson JE[ )Q 0 o D Commissioner Jensen Commissioner Putzler a3•c-a Also present: Chief Martin Communications: None Bills: None Unfinished Business: Commissioner Johnson provided some feedback to questions in reference to Military, Education and Prior Experience..points. 5points for military, 5 points for education,5 points for prior experience.. 5 points cumulative cannot be subdivided. Both Powers and Broihier agree. Commissioner Johnson stated we need to find out what education qualifies for the 5 points. Is it Bachelors degree? Chief Martin said he would call Powers.. Commissioner Johnson asked about past experience. Chief Martin said the candidate needs to be a state certified officer. Commissioner Johnson verified that they have to.graduate from the police academy for previous points, police academy for experience points,Bachelors degree for education points and one-sear active duty with honorable discharge or still in military. Commissioner Johnson asked if the letters have gone out_to current applicants. Chief Martin said yes, exce_.pt letter to candidate who did not qualify. See attached copy of letter. A lengthy discussion took place about the acceptable answers. See attached rating questions sheets attached for changes. All changes were agreed upon and approved. Commissioner Putzler made a_mation_to accept minutes from January 2,2.002 as corrected,seconded by Jensen_ Motion carried. Chief Martin passed out a copy of the budget, see attached. A lengthy discussion ensued regarding the budget and the number of officers to be hired-and promoted. Commissioner Jensen moved to recommend the.proposed fiscal year budget 2002- 2003 to the city,seconded by Putzler_ Motion.carried. The Commission reviewed the agenda for the orientation session and the written examinations_ We also verified that&script comes with the written test. Our next scheduled meeting is Wednesday January 23, 2002 at 1830hrs. Chief Martin agreed to order theoralquestions andwritten exam_for Sergeant! and Lieutenants promotion. The commission authorizes the posting of the vacancy ofLieutenant and Sergeant positions. We further set the date of February 18, 2002 as the written examination date, 1800hrs atYHS_ Letters of intent need to be turned in by January 23,.1002 at 1830hrs. Motions Carried. A note.was leftfor future_reference that we need to gobark review the_rules and regulation and potentially amend the guidelines surrounding eligibility for promotion_ At a later date we need to discuss eligibility if a patrolman is on probation and length of experience. A lengthy discussion ensued about the length of e=perience. It is not a factor for the current process_ We will come back to this item. We also need to add in our rules and regulations that an applicant for patrol officer must have a current and valid drivers license. Commissioner Putzler moved to adjourn, seconded by Jensen. Motion carried.
