Minutes for Approval:
Minutes from 12-12-01. Motion to approve by Putzler, Jensen second, motion carried.
Communications:
All moved that there is an established quorum.
Chief Martin had communications from Jeff Adkins from Plano. He just wanted to let us
know that he will be going on vacation the middle of March to the 1st of April. This
won't affect anything because we are not going to be able to do the final part of the
applicants until he gets back. So when he returns they will work this out.
Bills:
Chief Martin sent out the bill for COPS testing service. They did not charge us for Jerry
not showing up. Also recently sent out the $2500.00 for the vision revelation.
Unfinished Business:
Continuation of the preliminary list for applicants and the Chief has a report on some of
the questions from the last meeting. One of the questions was whether or not we should
notify the applicants as far as the points they can use towards their scores. When talking
with John, he suggested in our correspondence to them we should let them know that
what the preliminary list is and they are required to contact us by statute with whatever
points they feel that they deserve. This should be ten days from the date that the initial
list goes out.
The commission decided that they needed to have Molly type up the preliminary list.
They debated on how they should set this up because of a privacy issue. The commission
decided that the list should be typed up by name and scores.

The commission drafted a letter that would be sent out to each initial eligibility applicant
letting them know how they can receive credit for their points. A lot of brainstorming
took place on how exactly the letter should be done. A letter was finally drafted and it
will be given to Molly to type up. These letters will go out in the mail Wednesday March
6, 2002.
Next meeting is scheduled for Monday March 18, 2002 at 6:30 p.m.
Lieutenants' interviews will be held on Sunday March 10, 2002. The commission will
need to be present at 12:45 p.m. Three times are set for 1:00 p.m., 1:45 p.m., and 2:30
p.m. We are advising the lieutenants that these interviews are being videotaped because
the new hires were not aware that this was something that they had to do. This was
mentioned in the initial orientation. The commission will be checking into the legality of
the interviewees having to comply with this part of the interview.
The commission looked over the oral interview questions. Chairman Johnson was a little
bothered by the responses to question#2 as he feels that a Master's degree should hold a
higher value than a Bachelor's degree. The commission decided that this is not relevant
because there were no interviews that had a Master's. The commission approved the
questionnaire and agreed that they should post the list the next day.
Last Item:
The commission needs to look at establishing interview dates for the ten sergeants. This
will be broken up into two days again. The commission decided on April 1
st
to handle
the first four applicants starting at 6:00 p.m. and then the remaining six will be scheduled
for April
6th
starting at 8:00 a.m.

Chief Martin will be handling the times for sergeant interviews.
The commission agrees that they do not want to see the evaluations prior to the
interviews. This is somethingoethmg that might change on Sunday but they wanted to remain
flexible on this.
Chief Martin will be asking the labor attorney about the personnel files. For a promotion
we can pick from the top 3 but for the applicants you have to go in order with the
exception of police.
Chairman Johnson entertained a motion to adjourn, Commissioner Putzler so moved,
Chairman Jensen second, all in favor signified by saying Aye. Meeting adjourned
6:33 p.m.
