Human Resource Commission Minutes 1999 05-06-99CITY OF YORKVILLE HUMAN RESOURCE COMMISSION 111 West Fox Street Yorkville, IL 60560 Minutes for the May 6, 1999 Meeting The meeting was called to order by Co-Chairman Doug Trumble at 5: 55 p.m. Members present: Co-Chairman Doug Trumble, Co-Chairman LuAnne Peters, Rose Kahle, Wanda Ohare, Robert James, Diana Lento-Reidy, Chief Graff, and Mayor Art Prochaska. A quorum was present. Introduction of guests: Pat Auberry, President of the Citizens Police Academy Alumni and Illinois Dare Educator of the Year and Officer Dan Pleckum, the new COPS officer A motion was made by Wanda Ohare and seconded by Diana Lento- Reidy to approve the February 18, 1999 minutes as verbally presented by Tony Graff and written by LuAnne Peters. Approved. COMMITTEE REPORTS: Ron Dietrich' s written report re: Census 20000 was discussed by Tony Graff. All will get a copy to peruse. We don't have to worry about the promotional information until late Summer or early Fall. There are no funds from the City of Yorkville but Census 2000 will provide some money. We may have to use money in miscellaneous funds for refreshments for group meetings. Tony Graff explained the flow chart. As per Tony, "We're in great shape. In Jan-Feb 2000 we, as the Steering Committee for the Census 2000, will be needed. Old Business: The Pinewood Resource Center. received $4, 000 out of the $4, 600 we asked for from the Youth Services Board. The HRC Chairpeople will have to sign off on the Pinewood Center' s report. We discussed having the June meeting at the Center. Tony Graff will check and let us know via the next mailed agenda. NEW BUSINESS: Mayor Prochaska read the Kendall County Health and Human Services letter re: The Steering Committee called Kendall CountyCommunityCoalition. He asked if anyone would like to attend their first meeting May 25th at 7 : 00 a.m. LuAnne Peters asked if this new committee will take the place of the Kendall CountyCoalitiononWellness. Tony Graff stated that it would. He will be attending the meeting and will go on our behalf since no one on the committee could attend. Mayor Prochaska asked about our terms and when they willexpire. We updated him. He will have a form for use when people are appointed to committees . They will fill it out and say they have accepted the position. Mayor Prochaska will have a City Liaison attend our meetings and report back to the City Council. Sylvia Kurtz, the potential new HRC member, came to meeting at6:30 p.m. and was introduced to all. Pat Auberry, President of the Citizens Police Academy AlumnigaveaveryinformativepresentationaboutTheAlumni. She passed around an application and encouraged all who haven't attended the Academy to do so. She gave an overview of the 13 weeks. Speakers come in and roleplays are also done re: how the police would respond. They are taught the "nuts and bolts of police work" . They learn how to make Yorkville crime-free. Theyaregivenajailtourandacanineunitvisitstheclass. Todatealmost100peoplehavetakentheclasses. The next Graduation is May 26th. After Graduation, people can join the Alumni group. There are currently 36 Alumni members . Their meetings are the 3rd Wednesday of each month and the Executive meeting is the 1st Wednesday of each month. They officiallystartedSeptember1998. The Alumni group does a lot of volunteering. They are the "eyes and ears of the police department". As per Tony Graff, "The crime rate has dropped by 7%this year for burglaries and thefts" . He feels that the Alumni has had an positive impact on the City and appreciates their efforts: He and Pat encouraged Commission members to attend the next Class in the Summer. Dan Pleckum, The new COPS (Community Oriented Policing System)Officer discussed his new role. He is from Harvey, IL and states he is thankful he is the new COPS Officer. He alsodiscussedfutureprojectsheisinterestedindoing, specificallytheCanineUnit. This Unit could be used to search the local schools and other buildings. It can search out the "fruits ofthecrime" (drugs, guns, persons, keys) . The Unit would cost11, 000. . .$7, 500 for the dog and $3, 500 for equipment and maintenance. Dr. Schlapp has already donated services (shots and checkups) and will only charge 50% for surgery if needed. We discussed fundraising in the future. Dan stated that the COPS Unit consists of Barry Groesch, MattFletcher, Terry Klingel, and him. They meet together and also with the Citizens Police Academy and Alumni. Dan offered to do a written report for us. The Commission members accepted his offer and thought it would be good forincreasedcommunication. (which is on of our Objectives) . All members thanked both presenters and invited them to stayfortherestofthemeetingiftheychosetodoso. Yorkville Recreation Department Role discussed. Wanda Ohare moved to request a member of the Recreation Department/Boardtobecomeanex-officio member of the HRC. Robert James seconded.Discussion ensued. LuAnne Peters asked who the letter willbewrittento. Tony Graff stated he will write the letter toJohnBradstreet, the President of the Recreation Board. Approved. Sylvia Kurtz was presented as a potential newCommissionmember. Robert James made a motion that Sylvia be the 7thmemberoftheHRCandDianaLento-Riedy seconded. Approved. Sylvia will write a letter to the Mayor re:her interest intheappointment. ADDITIONAL BUSINESS: Tony Graff presented the Ameritech letter re: thePrestigiousAward. . . "Take the bite out of crime campaign" . He discussed recommending a local person or group for doing good work incrimepreventionefforts. Diana Lento-Riedy and Rose Kahle recommended nominating the Citizen Police Academy Alumni and/or PatAuberryastheirPresident. Discussion ensued. LuAnne Peters moved to submit a nomination of the Citizens Police Academy AlumniBoardandDianaLento-Riedy seconded. Tony Graff will getinformationforus. Approved. LuAnne and Diana will work ontheapplication. Web Page was discussed by Doug Trumble and Tony Graff. TheywillbepresentingtheproposalattheCityCouncilmeetingtonight. LuAnne Peters moved that we send a letter on HRC'sbehalftotheMayorandSuperintendentEnglerrecommendingtheysupporttheIntergovernmentalagreement. Wanda Ohare seconded.Approved. LuAnne will send the letter this weekend. Doug Trumble and Tony Graff will work on a Yorkvilleareacoalitionforschooldistrictandcityissues (i.e. safetyinneighborhoods, health and safety in schools) .
