Human Resource Commission Minutes 2000 10-12-00UNITED CITY OF YORKVILLE HUMAN RESOURCE COMMISSION COMMITTEE MEETING MINUTES OCTOBER 12, 2000 5:45 P.M. Location: City of Yorkville- Conference Room 800 Game Farm Road - Yorkville Attendees: Doug Trumble LuAnne Peters Wanda Ohare Bob James Mayor Art Prochaska Guest : Gerald Fritsen(Verdin, Deerfield, IL) The meeting was called to order at 5:55 p.m. by Co-Chairman Doug Trumble. A quorum was present. Mr. Gerald Fritsen was introduced to the Commission. Approval for the August 10, 2000 and the September 7, 2000 meeting minutes was discussed. A motion was made by Wanda Ohare and seconded by LuAnne Peters to approve both sets of minutes. Approved. There were no Citizen Comments. Committee Reports: 1. Census 2000 Update. No information available. 2. Library Board liaison report. No information available. 3. Parks and Recreation liaison report. No information available. Old Business: Millennium Project: Mr. Gerald Fritsen from the Verdin Company did a presentation about a Millennium Clock Tower for Yorkville. Bob James had contacted him and asked if he could attend the Human Resource Commission meeting and bring information for our perusal. A 4ft. clock face will be 38 40 feet, and will start at $54,000 and up. (Please see the brochure for more information). The price is guaranteed just until 12-31-00. They can come to Yorkville and draw up some potential plans for our perusal. Mr. Fritsen stated the foundation and the electricity can be done locally. The project would take about 90 days from the beginning to end. Mayor Prochaska asked if it would be possible to have Yorkville have a mason do the base and we just purchased the clock from them. Mr. Fritsen stated he would have to work with an architect and an engineering firm to negotiate the project. We can have a maintenance contract if we want one but he recommends we do our own maintenance. There is a guarantee of three years but there is a lifetime one for"new bells". Wanda Ohare asked about the cost of the flat Forth Worth Botanical Gardens clock (page 17) and he stated it would be about $50,000 as well. A long discussion ensued. The amplifier starts at 150, a medium. We can also program the computer chip to play specific tunes at specific times or it can just chime. Payment was discussed with 50% due with the signing of the contract. Another 40% is due after installation and 10% is due up to a month after installation. Mr. Fritsen suggested we go to Palatine and Countryside to see samples. There is no obligation until the contract is signed. All thanked Mr. Fritsen for his presentation and he left the meeting. Discussion continued with Doug Trumble asking if we can afford $50,000 and up it will cost. IDOT was discussed as well as funding and grants possible such as Build Illinois. The Mayor stated we may be able to access Illinois First monies. The project will be tabled until the next HRC meeting. 2. Red Ribbon Week Activities: HRC will be planting red tulips on Thursday, October 26th at 6:00 p.m. at the Police Department as our part of the Community event. Sylvia Kurtz talked with Scott Sleezer of Yorkville's Building and Grounds Department and the information was drawn up for our discussion. All approved of the plan that Molly of Yorkville Police Department drew up for our perusal. LuAnne Peters passed out a Red Ribbon Week tri-fold that will be handed out through the local banks. LuAnne also discussed doing the red ribbons stapled to the 3 x 5 cards and distributed to the children at the local schools. The ribbons are to be tied to citizen's mailboxes during the week. Wanda Ohare stated that the Citizen's Police Academy Alumni is doing this project. HRC decided we will not do this project. LuAnne will re-contact the school principals to explain the change. New Business: 1. Doug Trumble discussed the Ameritech/SDC community-oriented grant that he is working on. It will create an Ameritech Technology Center housed at the Yorkville High School Library. It can be accessed through the double-doors from outside the school. It will house 16-18 computers and the public can utilize them as needed. The Economic Corporation and Park District can use them as well. There will be a paid staff person to run the Program. Doug applied for the grant and received letters of support from area groups (HRC, Mayor, Police, Economic Corporation, and KCCHS). He will keep us posted.
