YORKVILLE PUBLIC LIBRARY BOARD SPECIAL MEETING
Carolyn Sown called to order the special meeting of the Yorkville
Public Library Board at 7:34 p.m.
A call for the agenda for this meeting was made by Bown and
provided by Hayden as follows:
1. Shoe String Park
2. GED
3. Personnel Matters
SHOE STRING PARK
Cliff Jahp provided a letter from Esther Riley concerning the moving
of Shoe String Park and the disapproval of the Yorkville Women's Club.
Jahp requested that copies of this letter be sent to members of the
board not present at this meeting.
Mayor Davidson provided a clarification of the proposed location for
Shoe String Park, as requested by Bown and Hayden.
Manthei motioned that Lucietto Scheffrahn go to the August 2 meeting of
the Park Board to present the Library Board's view on the matter.
Radke seconded the motion.
A motion was made by Manthei, not to move Shoe String Park to the
Library Property. Radke seconded the motion. A vote was taken and the
motion was carried.
Lucietto Scheffrahn asked for the reasons when the Library Board voted
not to move Shoe String Park, so to provide accurate representation to
the Park Board. The reasons provided, not to move the Park are as
follows :
1. Two (2) streets converge in the area and during
high usage times there is a lot of traffic which
is dangerous for children playing in the area.
2. When a mother (or father) bring a child to the
library, the purpose of the library is to provide
a service for the adults as well as the children.
In addition, this area is not visible from the
library and the children will be left unattended .
Radke asked for a clarification on who can call a board meeting.
Kramer stated that the press needs 24 hours notice, therefore a
meeting held by the Library Board needs to be posted at city hall
24 hours in advance of the meeting. It vas also discussed that
a special meeting should be called when there are genuine
concerns, and to avoid crossing one another 's paths, it should be
cleared through Bown or the Presiding Officer at that point in
time .

Thomas asked about the Executive Session of the Library Board,
and it was agreed that she could be in attendance, except when
the Librarian's salary is discussed, as advised by Atty. Dan
Kramer .
At 8 :05 p.m. , Manthei motioned to go into Executive Session. Radke
seconded the motion. Motion carried .
The regular session of the Library Board 's Special Meeting was
reconvened by Bown at 9 :00 p.m. GED and Personnel Matters were
discussed.
Thomas expressed that she had a difficult year and that she was
not pleased with the criticism that the Board gave her and the
letter that she was to receive. Manthei asked who told her that
she was getting a letter. Bown said she did because Thomas had
the right to know. Manthei said that the board discussed the
letter going to Thomas in the mail and that is how the decision
should hold. Manthei also stated that by this action Bown came
close to compromising the Board .
Thomas suggested that the 5 - 10 year plans (goals & objectives) that
are sent to the State Library should take focus over meetings.
Sanders made a motion to adjourn the regular session of the Special
Meeting of the Library Board. Lucietto Scheffrahn seconded. Meeting
was adjourned at 9:24 p.m.
