Library Board Minutes 1988 09-12-88September 12, 1988 YORKVILLE PUBLIC LIBRARY BOARD MEETING Carolyn Bown, President called the meeting to order at 7:10 p.m. Roll call attendance. There were no minutes from the last board meeting. Mann moved that the Financial Statement be filed for audit. Seconded by Radke. Motion carried. Discussion was had on the Blue Cross and Blue Shield premiums being 3,960.00 per year that was approved and now the bill is $4,694.40 per year, a difference of $734.40. A small life insurance policy is included with an additional $10.20 premium per month. Hayden presented a letter to Mary Thomas stating that Bill Thomas would not be covered under this health insurance policy. Sanders made a motion to pay all bills excluding the PEG IT (life ins.) . Radke seconded. Motion carried by roll call vote. Attorney Kramer will look into the life insurance policy requirements. Manthei arrived at 7:35 p.m. LIBRARIAN'S REPORT: Michelle Pfister presented a Trustee Checklist that Mary Thomas had prepared. Michelle Pfister also presented a list of all meetings that Mary Thomas has attended since 1984. Cathy Ekwinski is working on a grant from the Illinois State Library with a potential of $9,997.07. Mary Thomas will work on the Federal Literacy grant Mary Thomas is on vacation for her fourth week. PUBLICITY: Bookmarks on the computer. Thank you from 4-H group was read. DuPage Library System Thank you from the Librarian was read congratulating Mary Thomas on the Humanitarian Award. BUR OAK LIBRARY SYSTEM: No report. Next month Mary Ellen Ellis will give both reports. CITY COUNCIL: No answer yet on bi-weekly payroll questions. The City Council passed the impact fees and the first subdivision will be White Oak Subdivision, and probably won't be until Spring. The dead pine tree has been removed. 4110 POLICY: Attorney Kramer will write the letter regarding overdue library materials and give to Radke. Page 2 September 12, 1988 Attorney Kramer informed the board that there is an amendment recently passed that could effect the Library Board. 1. A meeting should be called once a year to determine if the Executive Session minutes should remained sealed from the previous year, if not, they are to be placed with the original Minutes kept by the Secretary. Attorney Kramer also informed the Board that Executive Sessions are closed meetings which means that the press and employee can both be excluded from these sessions. Salaries, disciplinary actions and third party complaints qualify for Executive Session meetings. Attorney Kramer will call Mary Thomas to discuss Executive Session rulings with her. Hayden made a motion to direct the President to talk to Mary Thomas regarding the fact that there is no policy at this time regarding Compensation time. Mann seconded. Motion carried. OLD BUSINESS: There is a Trustee Fact File in the Library at all time. New Employee-Lisa Wagner started September 3, 1988. NEW BUSINESS: The ILTA Conference will be October 1 in Mt. Vernon and October 1S in Naperville. Reservations are due by September 19, 1988, at $20.00 per person with the third member free. The next Regular Board meeting will be October 11, 1988 at 7:00 at City Hall. The Policy Committee to discuss changing the meeting time to 7:30p.m. A copy of the original Evaluation of Mary Thomas was distributed to Board members with Hayden stating that she received it in the mail from Jan Tronc. A letter from Attorney Kramer to Hayden was distributed to the Board members regarding the legality of Hayden being on the Board since she is not an American citizen. The Secretary will get the City Council representative and all absent Board members a copy of the packet from any meetings that they have missed. Mann moved to adjourn the meeting at 10:10 p.m. Sanders seconded. Main Yorkville, IL 60560 Dear Sue: I did have a chance to look at your request of July 20, 1988 concerning the citizenship issue before I went on vacation. I talked with both Carolyn Bown and Mary Radke who I am sure relayed the message. Sorry I could not get back to you in writing before leaving town. I took a brief look at the statutes once again since the Mayor had asked me to do this originally. The qualification for a library board member talk. in terms of being a resident of the District for more than a one year period of time prior to being placed on the board. You obviously fulfill that qualification. Although all United States Governmental offices refer to citizenship, I could find nothing in the Illinois section that says you must be a citizen. There are no cases under the law which were any guidance to me either. There are other sections of the statute and other appointments which call specifically for a person to be a citizen of the United States.
