YORKVILLE PUBLIC LIBRARY BOARD
At 7:03 p. m. the Yorkville Public Library Board meeting was
called to order by Carolyn Bown.
Roll call was taken by Lucietto Scheffrahn, this is attached.
Minutes from October 11, 1988 were revised and approved as
amended, motion made by Ellis and seconded by Mann. Motion
carried.
A letter of resignation was read by Bown from Hayden, effective
October 26, 1988.
Motion by Ellis, Kathy and Milly to work out accounting program
for a two month trial period, to be evaluated in January.
Seconded by Sanders. A vote was taken, all voted for , motion
carried.
Motion by Manthai , Kathy purchase special software program for
the Library financial statement not to exceed $150, by the end of
November, funds to be taken out of the Memorial fund. Seconded
by Lucietto Scheffrahn. A vote was taken, all voted for, motion
carried.
The treasurer ' s report was reviewed, Ellis motioned to approve
as presented, Sanders seconded. Motion carried.
Ellis motioned to pay bills, Olson seconded. A vote was taken
all voted for , motion carried.
Insurance payment checks needed to be in by November 15, 1988,
Lucietto Scheffrahn volunteered to take them in.
Mary Thomas presented the Librarian's report .
Ellis presented Bur Oak report.
Jahp stated that the handicapped signs are in and up. City may
cover group health insurance, bid and vote in December .
A letter from Mary Thomas was presented to the board. Contents
included that the board is responsible for the full time
employees not receiving extra reimbursement for insurance and
that Thomas has not received a salary increase for 3 years and
that these matters need to be considered at the next finance
committee meeting.
Response to insurance reimbursement was that the city has the
money and if it is not used it is not kept by the library, so
there is no money to give.
PERSONNEL COMMITTEE
It was suggested that the following occur for annual review of
personnel :
Presents recommendations at December meeting
Whole board discusses at December meeting
Approve final draft at January meeting
Presented to Mary prior to February meeting
From p. 10-11 , notes a continuation on minutes of Personnel . .
This meeting will take place after the yearly evaluation
between the January and February meetings.
Motion by Sanders, Radke seconded. Motion carried.
Policies were discussed, motions were made in August and it
was decided to leave G as is.
Page 8 #4. Motion made to accept sick pay policy as written
by Radke, seconded by Ellis. Vote taken, all voted for , motion
carried. This motion must again be approved at the December
meeting.
Page 8 #1 . Policy voted on at October meeting, Radke motioned
to accept it as voted on in October, Lucietto Scheffrahn
seconded. Motion carried, this is now a bonafide policy.
Summary of Remaining Old Business
Mini-Grant denied
Schwendau did presentation, 3 in attendance.
The new page is Stewart .
NEW BUSINESS
Motion made by Mann that,
Video' s will be checked out at a rate deemed appropriate by
the Library Board.
Seconded by Olson, motion carried.
Notification was received that a gift from Alverda Kilts will
be recieved upon the dissolution of her estate.
Ellis motioned that authorization be given to Thomas to purchase
books and duplicate copies for the library to be given as gifts
to past board members, Sue and Joyce. Lucietto Scheffrahn
seconded, roll call vote taken, all voted for, motion carried.
Invitation from the Mayor via Jahp to the Mayor 's Holiday Party
was given.

BowR appointed Manthai treasurer for the remainder of the
fiscal year.
Olson motioned to adjourn the meeting at 9: 46 p.m. , Lucietto
Scheffrahn seconded.
