YORKVILLE PUBLIC LIBRARY BOARD
JULY 10 , 1989
The regular meeting of the Yorkville Public Library Board on July
10, 1989 was brought to order at 7 . 03 p.m. by Bown.
Roll call was taken. Bown welcomed new Board Member Dick Munson,
and acknowledged Bob Davidson and Dick Huston.
Olson motioned to accept the Minutes of June 12th Board Meeting,
as corrected, Radke seconded.
Huston, advised the Board of a change in the City ' s Payroll
structure . New system will be on a 5 weekly system, payday will
be every other Friday. Starting on July 21st the first Payday of
this system, employees will be paid from June 30th to July 14th.
On this System the employees will always have one week ' s pay owing
to them, which will be paid upon termination of their employment .
Davidson advised that the City will pay the two full time
employees , Mary Thomas and Mike Pfister, one week ' s salary
to help during the transition.
Radke motioned to adopt a bi-weekly payroll starting July 1st
1989 , contingent upon employees consent, with City paying 1 week ' s
pay for 2 full time employees in addition to their regular salary .
Seconded Lucietto Scheffrahn - all in favour - motion carried.
Davidson also advised that the first paycheck of the month $1 . 00
will be deducted from the Full Time Employees check for a share
cost of their Health Insurance .
IMPACT FEE: Huston advised that as of 7 . 10 . 89 the Library had
150 balance . Huston will remit every month the whole amount that
he has received for the Library ' s Impact Fees . Half of that
amount can be spent on Books , only if it does not exceed the
amount budgeted for . Any amount that is received over the amount
budgeted for has to be held over for the next fiscal year . The
other half of the IMpact Fee has to be banked in a separate
account and invested and this money to be used for new addition
expenses only.
Davidson advised Board that it will not be receiving the amount of
Distribution of Funds that it had originally budgeted for. The
TOTAL amount that the Board will be eligible for this fiscal year
is $41 , 732 . 28 . Davidson advised that the City will reimburse the
Library for monies not received due to the error . He advised that
basically we will be reimbursed at least $3000 , but until the
Lib. Board can determine the exact amount of money it will be short
he cannot mention a definite figure . He also advised to witrihold
payment of the monies borrowed from City during fiscal year 88-89
until the Lib. Board can revises its budget.
Davidson also advised Board that any problems with Mike Price , our
custodian, be directed to Fran Klauss . Librarian to keep a check
on Mike ' s hours , and make sure Fran is aware when he shorts the
Library hours .

Mike Price is to fill out a time sheet and the Library will
reimburse the City $100 per month starting July 1989 for Mike ' s
services . This will be included on the monthly paycheck that the
Library reimburses the City for the salaries for Library
Personnel .
TREASURER' S REPORT: Radke motioned to accept the Treasurer ' s
Report and Olson seconded. Motion carried. Radke motioned to
Pay the Bills , Olson seconded, roll call motion carried.
LIBRARIAN' s REPORT: Jean Stewart presented the Librarians Report .
BUR OAK: Bown presented the Bur Oak report on behalf of Ellis .
CITY COUNCIL: Jahp advised the Electic timer has been changed so
the outside lighting will be on from twilight to twilight . The
City will reimburse Library for the cost of the repairs to air
conditioning. Hayden asked if City would pay the bill directly to
save paperwork. Jahp will take back to Council .
COMMITTEE: There were no committee reports .
One of the volunteers at the Library is to maintain a file of
travel fliers . Pub. Comm. to prepare an article for Record and a
Bulletin Board display could also to be done by Diane.
Mary Thomas and Cathy Ekwinski are to type up the new Policy
Manual as soon as possible .
ADOPT A MAGAZINE: Have received $399 in checks and pledges
towards the Magazine Subs . Total bill $869 . Bown motioned to
approve Magazine order of $869 from Ebsco. Munson seconded.
Motion carried. Article for Record re. mag. subscriptions .
Publicity Committee to meet.
REQUEST SUPPLIES : Hayden motioned to approve $913 .75 for supplies
Radke seconded. Motion carried.
Bown made a request of the Publicity Committee to consider that
the Library' s 25th Anniversary is coming up and some special
events could be considered: Library displayed on City Vehicle
Sticker for 1990 : an entry in 4th July parade : reception for
former employees and board members ; a past and present photo
display on bulletin board.
FUTURE PLANNING: Bown has formed a SPECIAL COMMITTEE : Lucietto
Scheffrahn Chairperson: Sanders and Radke
Bown read a letter from Thomas regarding her sick pay, and a
request to "work" at home and receive credit for hours worked, or
come in some evenings and work at Library. Board noted that
Thomas as accumulated 7 weeks sick pay. Board would only consider
Thomas ' s request after they received a work release from her
Doctor . Board authorized letter to be sent to Thomas written by
Secretary and signed by President .
It was noted that there was no one left officially in charge of
Library in Librarian ' s absence, and Board requests that Michelle
Pfister accept the position of Acting Librarian and be reimbursed
at $25 per week, until such time as Librarian can resume her
duties . Roll call vote carried.
Secretary to send letter to Yorkville National Bank advising them
that the safety deposit box is no longer required, and when
Librarian returns from sick leave , the question of keys etc . will
be taken care of .
Question of Librarian working 3 hours on Thursday June 14th was
tabled until next meeting.
Hayden motioned to adjourn Meeting at 9 . 35 p.m. , Munson seconded.
