YORKVILLE PUBLIC LIBRARY
DECEMBER 11, 1989
Meeting called to order by Bown at 7 . 00pm. Roll call was taken.
Bown welcomed Jim McElhinney from Bur Oak Library System.
MINUTES: Clarify 8th paragraph on page 2 Minutes November 14 .
Secretary to write letter thanking Servicemaster of Kendall County
for discount they gave Library on carpet cleaning invoice . Also
write letter to Richard Huston informing City of Mary Thomas ' s
resignation and appointment of Michelle Pfister. Motion Ellis -
accept Minutes _November 14 - seconded Radke - motion carried.
Addition to Minutes Special Board Meeting November 20 .
After "adjourned Executive session at 9p.m. " add :
Bown to contact Kramer re Librarians evaluation .
Motion Sanders .- accept Minutes November 20 as corrected -
seconded Radke - motion carried .
McElhinney recommendations : Cataloging - order books from Bur Oak
and other companies that catalog books prior to delivery. Bur Oak
will catalog other books only when they have time . Weeding Out -
anything not checked out for 5 years to be taken off shelf .
Hiring New Librarian - advertise newspapers , and Library Job Line .
Raise non resident fee to $50 and tax rate to 20 cents .
Bown reported Kramer ' s response to questions raised at November 20
meeting: Is evaluation for former Librarian necessary for 1989 .
Kramer advises - no.
As no evaluation will be done for work performance from January
to November of 1989 , could a letter be placed in file stating
whether employee would or would not be .considered for future
employment?- Kramer advises no.
Are. Minutes enough to substantiate any future enquiries regarding
employees?- Kramer advises yes .
Could last pay check be withheld if work taken out of Library is
not returned by Nov. 30? - Kramer advises no.
What is appropriate progressive discipline . Kramer advises
1. Letter. 2 . Two days off without pay. 3 . Dismissal hearing.
When voting, on Disciplinary action, the number of votes for and
against may recorded in the minutes - eg. 6 aye - 3 nay.
Treasurer wasrequested to present invoices being approved for
payment so Auditors recommendations can be followed. These
recommendations state: "Board Members should review Invoices , with
one of the members initialing the invoice and comparing it to the
check" .
Motion Hayden - accept November Financial Statement - second
Ellis . Motion passed. Motion Hayden - pay bills totalling
3875. 01 - second Radke - roll call vote - motion passed.
Note check sequence not listed correctly on Accounts Paid sheet
as presented to Board. Number 2124 void. 2125 made out to Walmart
which does not appear on statement and was not approved for
payment. 2126 Xerox $75 . 00 . 2127 Starmann' s $28 . 96 and 2128 Bur
Oak Library System $515.43.

CORRESPONDENCE: Jim Edgar advising per capita grant request has
been approved reflecting $1 . 00 per capital funding level .
Thank you from Mary Thomas . AAUW request to hold meeting in
Library April 5 1990 . Board approved.
LIBRARIAN REPORT: Pfister presented Librarian Report. Has
purchased a second hand vacuum cleaner. Gus Hausler, a 17 year
old student participating in the Kendall County Special Education
Cooperative run by Bobbi Decker, will be coming to the Library
Monday, Tuesday & Wednesdays from 11 . 45 - 1 . 45 . for 9 weeks . Fire
Alarm not working - Fran Klaus to check into . Envelope marked
donation Mulch" containing $30 cash found in former Librarians
desk - Pfister was advised to bank and put in "other" account .
Motion Hayden - change locks on 4 exterior doors accepting lowest
bid of $45 . - seconded Radke. Motion carried. City to be asked
to consider paying for this service .
Pfister was re-assured that she has complete authority when
cleaning up and re-arranging Library. Any large items no longer
required at Library to be offered to other City Departments , or
offered for sale by closed bid. Board thanked Pfister for the
excellent job she is doing.
CITY COUNCIL: Jahp to request Huston to forward Library ' s Impact
Fee as requested in letter September 14 .
PUBLICITY COMMITTEE: A sample of City Sticker design to be
presented to Board in January.
Motion Ellis - Library will no longer participate in the Public
Service programme through the Court Services until further notice .
seconded Sanders - motion carried.
Motion Munson - since WCC is offering GED at their Yorkville
Campus, the GED programme held at the Library will be terminated
as of January 15. second Hayden. All in favour - aye - motion
passed.
Advisory Committee meeting January 4 at Library 7 . 30 .p.m.
Motion Ellis - adjourn meeting 9 . 35 - second Munson - motion
passed.
