Library Board Minutes 1990 01-08-90MINUTES REGULAR MEETING YORKVILLE PUBLIC LIBRARY JANUARY 8 1990 . Meeting called to order by Radke at 7 . 03p.m. MINUTES ; Ellis motioned to accept minutes December 11 , 1989 as presented - second Storm - motion carried. FINANCIAL STATEMENT: Hayden motioned to accept Financial Statement - second Radke - motion carried. PAY BILLS: Hayden motioned to pay bills totalling $4668 . 96 second Ellis - roll call vote - motion carried. LIBRARIAN REPORT: Presented by Pfister. Friends of Library having a benefit day at Dompnicks Food Store during February. Coupons can be picked up at Library. Pfister advised Board her desire to be considered for Library Director ' s position. Kathy Ekwinski would like to work more hours and would like to be considered for position of Assistant Director . Locks have been changed on all exterior doors and 10 keys have been passed out to staff , Fran Klaus , Mike Price, Bur Oak Library, and President of Board. City paid for this service. Smoke detector problem being handled by Fran Klaus . Mike to check into cost of : alarm direct to Police and Fire alarm direct to Fire Dept. Advise public that Library has desk, table and organ (which does not work) for sale, by posting notice on bulletin board in Library. These are to be offered at closed bid . Mike to advise Womens ClubsBoards intention to sell organ they donated to library. PUBLICITY : Board approved design for City Sticker for 1990-91 as recommended by Publicity Committee. Jahp to take to City Council for their approval. SEARCH COMMITTEE: Recommended attached Job Description for Library Director and advertisement for newspapers . Adds for Rosary College , Northern, Bur Oak Bulletin and Record. Hayden motioned to accept Search Committee recommendation on job description for Library Director and advertisement - seconded Sanders - motion carried. Lucietto Scheffrahn motioned pay City for payroll with other bills seconded Storm - motion carried. Letter received from Bur Oak re. levy. Finance Committee scheduled meeting Thursday 25 January 7 . 00 at library. Future Planning Committee of Whole , Monday 29 January 7 . 00 at Library. January 8 . . . 2/ Hayden motioned GED books belonging to W. C.C. be returned to them on January 23 . - second Radke - motion carried. Ellis motioned to accept job description of Librarian Director as policy change - second Hayden. against 6 , favour , 0 . motion defeated. Ellis motion to adjourn - second Storm - motion carried . RECOMMENDATIONS FROM SEARCH COMMITTEE MEETING HELD JANUARY 4, 1990 JOB DESCRIPTION LIBRARY DIRECTOR 1 . Act as technicaladvisor to the Board; recommend needed policies for board action; recommmend employment of all personnel and supervise their work. 2. To carry out the policies of the library as adopted by the board. 3. To suggest and carry out plans for ' extending library services. 4. Prepare regular reports embodying the library's current progress and future needs; cooperate with the board to plan and carry out the library program. 5. Maintain an active program of public relations. 6. Prepare an annual budget for the library in consultation with the board, assume responsiblity for all budget expenditures, and give a current report of expenditures against the budget at each meeting. 7. Know local and state Library laws; and support library legislation in the state and nation. 8. Select and order all books and other library materials. 9. Attend all board meetings other than those in which the librarian's salary or tenure are under discussion. 10. Affiliate with the state and national professional organizations and attend professional meetings and workshops . 11 . Maintains open communication with the library system, area libraries and state libraries. 12. Report regularly to the library board, to the officials of local government, and to the general public. 13 . Performs any and all duties as required by the Board of Trustees.
