Library Board Minutes 1990 09-10-90MINUTES REGULAR MEETING
YORKVILLE PUBLIC LIBRARY BOARD
September 10 , 1990
I . Meeting called to order by President Hayden at 7:08 at
the City Hall .
II . Roll Call - Present : Gown , Ellis, Hayden , Olson , Radke
and Sanders. Absent : Munson and Storm.
III . Others attending were : LuAnne Erickson , City Clerk and
Cliff Jahp , City Council Representative .
Executive Session - Gown moved and Sanders seconded to go
into executive session at 7: 10 to review past executive
session minutes. Motion carried.
Reconvened to Regular Session at 7:30 and roll call showed
Gown , Ellis, Hayden , Munson , Olson , Radke , Sanders and
Storm present as well as Jahp and Director Murphy.
IV. Agenda additions- None
V. Minutes
A. Minutes of the previous meeting moved by Gown and
secoded by Radke and approved with the following
corrections: date should be 1990 not 1960 ; add III .
Others attending were : Michelle Pfister , Cathy Ekwinski ,
amd Cliff Jahp .
VI .Treasurer's Report
A. The financial statement was given by Radke .
Discussion was held on the balance , custodian wages, the
accumulated reserve fund, memorial and gifts fund and
Lion's fund. Gown moved and Storm seconded to accept
the financial statement and file it for audit . Motion
carried.
B. Payment of Bills. Moved by Ellis and seconded by
Munson that the bills be paid as presented. Roll call
vote showed "aye" votes from Bown , Ellis, Hayden ,
Munson , Olson , Radke , Sanders and Storm. No "no" votes.
Motion carried.
Discussion was held on overpayment to Pfister .
Munson moved and Bown seconded that a letter be sent to
Delene Drew stating that the extra stipend of $70 .00 for
Michelle Pfister should be stopped as of the pay period
ending 8/25/90 . Roll call vote showed "aye" votes from
Gown , Ellis, Hayden , Munson , Olson , Radke , Sanders and
Storm. No "no" votes. Motion carried. Radke will
deliver this on Tuesday, Sept. 11 , 1990 .
VII . Correspondence : seven letters sent by Secretary Ellis
as listed after the minutes; two letters sent by
President Hayden to Michelle Pfister and Cathy Ekwinski ;
by Director Murphy to Carow Architects, Humanities
Projects in Libraries and Archives; Illinois State
Library; Debi Harding; Paul Vondrak ; IMSA;
recommendation for Lisa Wagner ; Great Books Foundation ;
Yvonne Bowman ; and County Clerk (annual financial
record) . Received from the Illinois State Library about
the per capita grant ; Illinois State Library about
hiring of Pamela Murphy; JoAnn Merkel , Kendall County
Genealogical Society; and Daniel Kramer .
VIII . Librarian's Report showed: statistics, public
relations, meetings attended, programs and activities.
Discussion was held on the broken Xerox and Director
Murphy will investigate 'three estimates on purchasing
and three estimates on leasing new equipment and will
buy a new drum for the present Xerox in the meantime .
IX. City Council Liaison . Jahp (and Bown) reported that a
roll vote is needed only if dealing with personnel or
money; that the bill on replacing the board and staining
the library has passed in committee and will go to the
City Council on 9/13/90 . Discussion was held on the
mess left on the Library grounds after mowing.The
reduction of the number of people on the Library' Board
to seven is under advisement and the paper work is being
done . Until completed the board is still a nine member
board.
X. Committee Reports.
A. Community Relations report was given by Sanders and
discussion held on the Open House from 11 a.m. to 1 p .m.
on Saturday, October 6 to celebrate the 25th anniversary
of the Library and to welcome new director , Pamela
Murphy. Board members were asked to attend whenever
possible .
B. Policy Committee recommendations for changes were read
by Bown and discussion was held on some points. Changes
are noted on previously attached report .
C . Finance Committee report was given by Radke . Changes
on figures and categories were discussed and given on
previously attached report . Ellis moved and Munson
seconded to accept the revised budget . Motion carried.
XI . Unfinished Business.
Bown moved and Munson seconded that the Library be
closed from 9-11 on Sat . Oct . 6 during the Homecoming
Parade . Motion carried.
XII . New Business
A. Proposed new hours were presented by Storm and
discussed. Storm moved and Munson seconded that as of
October 29 the hours of operation be as listed on
previously attached sheet . Roll call vote showed "aye"
votes by Gown , Ellis, Hayden , Munson , Olson , Radke ,
Sanders, and Storm. No "no" votes. Motion carried.
B. A proposed policy change to IV. a.b.e .and f . of the
policy book on borrowing policies was sent to committee .

XIII . Announcements
The policy committee meeting was set for Thursday,
October 4 at 9 a.m. at the Library. Director Murphy
will post the notice of the meeting.
XIV. Adjournment . It was moved by Munson and seconded by
Ellis that the meeting be adjourned at 10 :06. Motion
carried.
