12-09-96 7:30 P.M.
The December meeting of the Yorkville Public Library Board was called to
order at 7:30 P.M. Gail Gaebler, Richard Sticka, Russell Walter, Carol
LaChance, Sandy Lindblom, Iris Steinhoff, Director Michelle Pfister, and City
Council Liaison Art Prochaska were present.
Amendments to the Agenda: None.
Minutes of Previous Meeting: Lindblom moved to accept the minutes as
printed. LaChance seconded. Minutes accepted by unanimous voice vote.
Correspondence: Pfister informed the board that the library received a
poinsettia from Roger Ritzman, also we had received a letter from the state
regarding the per capita grant.
Report of the Treasurer: Walter informed the board that the 11 -30-96
budget is correct. The audit has been taken care of. Line items have been
changed on the budget. The Computer and Fax income line items were taken
off and rolled into copy income. Also removed were Self Insurance, Audit,
Book Repairs line items. These budgeted amounts were assigned to the
following: $1 ,000 to Library supplies; $500 to Custodial; the rest to
Attorney $1516 increase. The Library Liability and Unemployment
Compensation needs to remain on as line items.
The city levy was reduced by $2,000 in accordance with the tax cap. The
new levy is now .1591 reduced from .1625.
Budget items that have a carry over amount should be listed as such so we
know the amounts available.
Memo from Kim King was received noting that $103,585 figure listed on the
Library Fund Balance ending April 30, 1996 represents what the library
owns, its worth, fund balances. It includes money in the bank but does not
represent total dollars available.
The bill was received from the automatic doors. Rogers Lock and Key will
be coming with a new key. Michelle will be holding the check for final
inspection.
Walter motioned to pay bi l is in the amount of $9,982.10 and LaChance
seconded. Unanimous roll call vote.
Walter noted that Michelle's payroll amount has been corrected. It was
1.00 per hour short. The difference is retroactive to April 1996. Walter
moved to pay payroll in the amount of $9,062.36. Lindblom seconded.
Unanimous roll call vote.
Report of the Librarian: Pfister noted that Cross Lutheran has sent
Secret Service personnel to volunteer in helping do jobs around the library.
This group is made up of young people from the church. Small world donated
two books. Heritage Trail has raised reciprocal borrowing cards fees from
150 to $170. Our borrowing card is $80.
City Council Liaison: Art Prochaska noted that the mayor was waiting for
the vacancy on the board to f i lied. The name of Sharon Rollins was brought
up as someone who may be interested.
Committee Reports: Finance Committee will meet January 6th at 7:30 in
the library to discuss budget. Personnel Committee will meet January 8th
at 7:30 in the Library to discuss the procedure for evaluation. Gaebler noted
that the board and the library director need to be in agreement in what is to
be evaluated. Automation Committee - Pfister noted a Live and Learn Grant
for systems using the Heritage Trail system. More information will be
available after January.
Old Business: Gaebler passed out copies that Roger Ritzman sent to the
board regarding the intergovernmental Agreement. The board is to read and
be ready for discussion at the January 13th meeting. Art Prochaska was
also given a copy.
New Business: Gaebler noted that Michelle had given us Long Range and
Short Range Planning Goals from 1995 and that most have been addressed
and met. Automation is an area of the biggest concern and an area in the
future to continue working on.
Michelle made the board members aware of the Honor Books, given in honor
of past board members. Past board members are given a choice of the book
they would like to have for the library and a dedication is made in honor of
that person. Michelle takes care of notifying and ordering the books.
Walter moved to adjourn. Lindblom seconded. Unanimous voice vote.
