October 8,2001
7:30 P.M.
Joseph Gruber called the October meeting to order at 7:30 P.M. Members present:
Joseph Gruber, Gail Gaebler, Russ Walter, Kelly Murray, JoAnn Gryder, SandyLindblom, Marilyn Vorderer, and Marianne Wilkinson. Members not present: CarolLaChance. Director Michelle Pfister and City Council Liaison Richard Sticka werealsoinattendance.
Recognition of Visitors: City Administrator, Tony Graff
Amendments to the Agenda: none
Minutes: Russ Walter moved to approve the minutes as corrected. Marilyn Vorderer
seconded the motion. All members present voted yes.
Correspondence: The library received an e-mail from Cannelton Public Libraryaskingiftheycoulduseourwebsiteasamodeltocreatetheirown.
Public Comment: none
Report of Treasurer: Russ Walter moved to approve the current bill list, includingpayroll, which amounted to $14,673.38. Gail Gaebler seconded the motion. A roll call
vote was taken. All members present voted yes. Russ Walter explained that the column
entitled Current Period on the monthly budget report reflects data from two months prior
to the date on the report.
Report of Librarian: Michelle Pfister reported increased circulation (569). 189 new
books were added this month. The library has now been on line for one year.
After this month, the Librarian's Report will no longer report the number of patronsthathavewithdrawn.
The T1 (high speed interne) line, through Illinois Century Network, should beoperatinginNovember.
The library will be printing a newsletter each month.
The Beacher Center sign has been installed. The library was told that it could use the
sign.
City Council Liaison/Human Resource: none
Standing Committees: A levy meeting will held at 7:00 pm on November 5, 2001.
Old Business:
Joseph Gruber moved that the library hire Richard Thompson todevelopthebuildingprogramplan. Russ Walter seconded the motion. A roll call vote was taken.
All members present voted yes.
A line item called Building-Development Fees will be added to the Library BudgetunderExpenses_
New Business: City Administrator Tony Graff said that it was okay to use the
development fees to hire a building consultant to develop a building plan.
Tony Graff said that the City of Yorkville needs a written building plan, which is
approved by the Yorkville Public Library Board, before it can pursue funding
opportunities, which will arise as new developers inquire about building in Yorkville.
The plan should include the estimated cost of the project and when the project is
scheduled to begin.
Once the city has a written building plan, it can apply to certain foundations, etc. to ask
for financial assistance for the library building project.
Tony Graff said that a city study should be conducted which will assess all fees,
including development fees.
At the appropriate time, developers could come to a library board meeting to learnaboutthelibrary's plans for expansion.
