Due to the current Covid-19 pandemic, The United City of Yorkville is encouraging social distancing by allowing remote attendance to the Public Safety Committee meeting. In Attendance: Chairman Seaver Tarulis, in-person Alderman Daniel Transier, in-person Alderman Joel Frieders, remote Alderman Jackie Milschewski, remote Other City Officials in Attendance: City Administrator Bart Olson, remote Police Chief Jim Jensen, in-person Alderman Chris Funkhouser, remote Others in Attendance: Katie Finlon, Kendall County Record, remote The meeting was called to order at 6:00pm by Chairman Seaver Tarulis and a quorum was established. Citizen Comments: None Minutes for Correction/Approval: May 7, 2020 The minutes were approved as presented. New Business: 1. PS 2020-17 Monthly Report Review for April and May 2020 Chief Jensen reviewed April as follows. During the pandemic, he said the department concentrated on local initiatives, autism awareness by reaching out to affected families, sidewalk chalk art, etc. He said 100% of the department are NIMS-trained. The Chief also reported on the number of crashes, the affect of Covid-19 on incidents and that the Part I and II crimes were down/even. He said there were no crisis intervention calls in April. Page 2 of 3 Overtime increased in May due to protests in the area. Chief Jensen said a donation of $1,500 was received from Country Financial for Operation Helping Heroes to purchase equipment such as helmets and face protection. He also reported the retirement of one of his staff. Part I and II crimes were both down and there were 3 crisis intervention calls. Alderman Milschewski asked for a check on the light at the pedestrian crossing at Rt. 126 and 47 due to the crossing difficulty. Chief Jensen reported on the speed sign results for Blackberry Shores. Alderman Frieders said he and Alderman Funkhouser had received emails regarding this area and asked if the signs could remain while the area is progressing. Ms. Milschewski also asked if the signs could be placed on Rt. 47. Since Rt. 47 is controlled by IDOT, it is uncertain if the signs can be placed there, but enforcement efforts will increase. Alderman Frieders asked if there is a database of mental health history and officer awareness of those incidents. The Chief discussed the current policy and said these are areas that will be the focus of the CIT program to be implemented. Alderman Frieders said avoiding escalation is paramount. Privacy concerns were noted and counselors may eventually go on these types of calls. There is also a Citizens at Risk program. 2. PS 2020-18 Adjudication Reports for May and June 2020 Chief Jensen briefly summarized some of the charges which included cannabis, littering and a parking violation. 3. PS 2020-19 School District Communication – Intergovernmental Agreement The agreement was approved by the school board in June and will enable the police and schools to share crime information for safety purposes. The police will report to only one designated person at the school and depending on the crime, names may be kept confidential. Alderman Transier asked about some of the crimes that would specifically be reported to the school and he added that he wants to prevent kids from being labeled. The committee was OK with the agreement as written. 4. CC 2020-50 Ordinance Authorizing the Mayor to Enter into Agreement to Regulate Pedestrian and Vehicular Traffic on Commercial Properties This was discussed at a previous Council meeting and brought back to this committee for discussion. This is a voluntary agreement and the Police Department will not tow vehicles, but it will allow police to ticket cars in private lots. The businesses want the police to have the ability to write tickets for violations such as parking in fire lanes and in handicapped spots, etc. Chief Jensen noted that City Consultant Lynn Dubajic has reached out to shopping center representatives about this agreement and there has been great interest in it. The police will also strive to educate drivers about the violations. Page 3 of 3 Old Business: 1. PS 2020-14 Neighbors by Ring Doorbell Program - Update Chief Jensen said the “Ring” program only requires acknowledgment that the municipality wishes to participate, no formal action is required. In the event of an incident, the Police have no access to private doorbell video without citizens coming forward or the police asking them to share the info. Alderman Frieders said the intent is great, however, the cameras are not always quality. Additional Business None There was no further business and the meeting was adjourned at 6:46pm. Jeleniewski getting to know some kids at a local park. These four were able to crawl through the squad cars and ask Sgt. Jeleniewski questions. Congratulations to the Yorkville High School class of 2020 on your special achievement. Even though this year was cut short, I was able to watch a special senior class achieve some great accomplishments. Thank you for the great year! The juvenile was located in good health by a west suburban police agency. During the course of this investigation the Detective Squad was assisted by the Chicago Police Department, the Federal Bureau of Investigation and the National Center for Missing and Exploited Children. Over the 6 months that this case was investigated, detectives followed up on numerous leads and employed a wide variety of investigative techniques in an effort to locate the youth. Kudos to Parks and Recreation staff for their hard work in organizing this wonderful event. We also want to send out a HUGE thank you to YPD staff for their planning, organiz ing and participation in this years event. COVID-19 has brought about many changes to our special events this year. The Supervisors, Officers and Deputy Chiefs really stepped up to the plate and made this event special. Cedarhurst Retirement Community YPD, Parks and Recreation and Public Works participated in a Parade for our Cedarhurst Retirement Community. Residents gathered in their windows, balconies and the outside entrance way to see City staff drive through. Below, sta ff from Cedarhurst delivered some wonderful brownies as a thank you. Restore Church A special thank you to our friends at Restore Church who provided lunch for our Officer’s. We had a delicious lunch from Panera and each Officer received a gift. Thank you Restore! Lemonade Stands/Birthday Part ies/Business Visits This was a busy month for lemonade stands, birthday parties, and “just because” visits. Check out some of these photos. Lost Dogs & Lost HORSE Rex was a lost dog, however, re -united with family. This little guy was found in the Bristol Bay Subdivision and taken back to YPD. The family was located, and they were re-united. YPD was notified of a LOST Horse this month. We received numerous calls and chased the horse over a 5 day period of time. Fortunately, the owner and the horse were re- united. Yorkville Citizens Police Academy (Facebook Post) ***Accepting applications for our Citizens' Police Academy!*** The United City of Yorkville Police Department is currently accepting applications for the department’s Citizens' Police Academy. Screened and approved applicants will have the opportunity receive hands on instruction regarding a variety of police related procedures and techniques. Blocks of instruction will include demonstrations, presentations, and other informative topics related to police work. The academy classes will be held on Wednesday evenings from 6:30 to 8:30 pm beginning September 9th (subject to change due to COVID guidelines) and will conclude with a graduation reception. Interested candidates must work or reside in the Yorkville School District boundaries. All applicants must be at least 18 years of age and have no felony convictions. Space is limited to no more th an 20 people. Applications are available online at www.yorkville.il.us/212/Police -Department. An application could be obtained at the Police Department. Applications must be turned in no later than August 28th. Selected participants will be notified of their acceptance into our Citizens' Police Academy Class. Kendall County Respect for Law Banquet 2019 was a great year for the Yorkville Police Department. We had three officers nominated for awards through the Kendall County Association of Chiefs of Police. Their nominations and pictures are below: ***Detective Nelson awarded Investigator of the Year*** On Friday, July 24th Detective M. Nelson was awarded Investigator of the Year through the Kendall County Chief's of Police Association. We would like to recognize him for his efforts. Attached is a summary. In December of 2019, Detective Matthew Nelson of the Yorkville Police Department was assigned five criminal sexual abuse cases. These five cases all contained different juvenile victims that had been sexually abused by the same relative, sometimes reportedly, between 2005 and 2018. In order to properly investigate these cases, Detective Nelson conducted or attended interviews with each victim and ensured that their experience was documented. During the course of his investigation, Detective Nelson learned that the suspect was once a respected family memb er who had been entrusted with the care of the juvenile victims when the sexual abuse occurred. In order to effectively investigate these cases, Detective Nelson had to gain the trust of the victims and their families and be mindful of their feelings while collecting information regarding a traumatic experience. While investigating these cases, Detective Nelson learned that some of the abuse occurred in Cook County, Illinois and Wisconsin. Detective Nelson assisted detectives in those jurisdictions initiate their own investigations into the abuse. This resulted in charges against the suspect in Wisconsin for Continued Sexual Abuse of a Child. Charges are currently pending in Cook County. During an interview with the suspect, Detective Nelson obtained a confession from the suspect, which resulted in a 35 -count indictment against the suspect for charges including Predatory Criminal Sexual Abuse (all felonies). Throughout this investigation, Detective Nelson displayed the utmost compassion for the victims and th eir families as they recounted events from 14 years before. It was this combination of sensitivity and professionalism that enabled Detective Nelson to successfully investigate and charge this case. From February to July of 2019, Detective Nelson lead an internet based child pornography investigation. With the Attorney General's Office, Detective Nelson oversaw the execution of a search warrant on the suspects home where further evidence of child pornography was found on the suspects computer and cellular telephone. Detective Nelson obtained a confession from the suspect. Detective Nelson's investigation yielded 21 felony charges for Possession of Child Pornography and Dissemination of Child Pornography. From January to July of 2019, Detective Nelson inves tigated a Residential Burglary in which $30,000 cash and a pistol were stolen. During the course of his investigation, Detective Nelson learned that the suspect, who was from out of state, had been arrested by Colorado State Police and was found to be in possession of the stolen pistol and $18,000 of the stolen money. To confirm the suspects involvement in the burglary, Detective Nelson obtained cell phone records from the suspects cell phone carrier. The data retrieved placed the suspect at the scene of th e burglary which resulted in charges of Residential Burglary, Possession of a Firearm by a Felon and Possession of a Stolen Firearm. Det. Nelson ***Officer Johnson awarded Lifesaving Award*** On Friday, July 24th Officer J. Johnson was awarded a Lifesaving Award through the Kendall County Chief’s Association. We would like to recognize him for his efforts. Attached is a summary. On April 28th 2019, Officer J. Johnson of the Yorkville Police Department was dispatched to the 2700 block of North Bridge Street regard ing an unknown issue. An individual was moaning on the phone with dispatch and stated they needed an ambulance. The subject refused to provide their location, however Ken Com was able to tract the phone used to an approximate location in the 2700 block of North Bridge Street. Upon Officer Johnson’s arrival at a business in the 2700 block of North Bridge Street, he noticed a vehicle parked near the loading docks and further discovered a suicidal subject sitting near the north side of the building. Officer Jo hnson observed a self inflicted gaping wound across the front of the subject’s neck and a butcher knife by the subject’s feet. Officer Johnson removed the knife so the subject could no longer access it. Officer Johnson remained calm and assisted the subject in first aid by having the subject apply pressure to the area of the wound until emergency medical personnel arrived. Due to the quick response of Officer Johnson and his life saving efforts, the individual survived and was able to receive the medical care they needed. Ofc. Johnson ***Officer Goldsmith Nominated Officer of the Year*** Officer Ryan Goldsmith was recognized as a nominee for Officer of the Year through the Kendall County Chief's of Police Association on Friday, July 24th. We would like to congratula te Officer Goldsmith on his nomination. Attached is a summary of his accomplishments. Officer Goldsmith is currently assigned as the Yorkville H.S. School Resource Officer (SRO). His assignment requires him to build relationships with students and faculty , not just at Yorkville H.S. but also with Middle School students and Elementary School students. During 2019, Officer Goldsmith transformed the position of SRO from what could be perceived as exclusively a law enforcement position to a partnership between himself, the school administration, faculty and students. This partnership often requires Officer Goldsmith to approach situations not just as a Police Officer, but also as a mentor, leader and role model. Officer Goldsmith has been a constant presence in the schools, not only to simply monitor the students and ensure their safety, he often engages the students in the lunchroom and hallways to discuss sports, hobbies, school and other common interests. Officer Goldsmith has volunteered and provided some blocks of instruction when it comes to Driver's Education. As a veteran Officer, he is not only well versed in the Illinois Vehicle Code, but he is also familiar with the consequences of reckless, impaired and distracted driving. His professional experience and testimonials provide students with this perspective of responsible driving. In addition, Officer Goldsmith has provided many volunteer hours with our agency for community events. These events include, Cop on Rooftop (Special Olympics), Butter Burgers and Badges (Special Olympics) and Shop with a Cop. The Yorkville Police Department will strive to recruit only the most qualified persons to fill vacant Sworn Officer positions. Efforts to recruit qualified applicants will be guided by manpower needs of the Department and applicable opportunity considerations utilizing Equal Employment Opportunity (EEO) guidelines and affirmative action principles. Policy: It is the policy of the Yorkville Police Department to afford all persons fair and equal employme nt practices. The Department is dedicated to the recruitment, hiring and selection of the most qualified persons for the Police service. This Policy shall be comprised of the following sections: I. Recruitment II. Recruitment Program – Authority and Responsibility 1. The Board of Fire and Police Commissioners of the United City of Yorkville, Illinois, derive its power and authority from Article 10, paragraph 2.1 of the Illinois Municipal Code, being Chapter 65 of the Illinois Compiled Statutes, and have the authority and responsibility for administering the operation and direction of the recruitment program. B. Recruitment Program – Agency Role 1. The Yorkville Police Department will actively participate in the recruitment process and maintain a close working relationship with the Yorkville Boa rd of Fire and Police Commissioners to ensure that the recruitment process is as thorough and effective as possible. 2. The Chief of Police or designee shall act as the Department liaison with the Board of Fire and Police Commissioners, and he/she, and/or his/her designee, shall be responsible for managing the recruitment process. C. Recruitment Program – Preparedness and Qualifications 1. The Chief of Police or designee shall be responsible for assigning staff as primary recruitment agents of the Department. Those Officers assigned must be proficient in personnel matters, especially equal opportunity and minority recruitment as it affects the management and the operations of the Department. Department personnel assigned as recruitment agents shall undergo an in-service training program that provides insight and skills in the following areas. a. Personnel Matters: Department career opportunities, salaries, benefits, training and medical requirements. b. Recruitment Process: Minimum job requirements and qualifications, background investigations, written and oral examinations. c. Other Training: All Recruiting Officers will receive training in affirmative action and EEO plans. Training will also include the following issues: 1. Agency career and training opportunities 2. Salary and benefits information 3. Community background information (demographics, organization, schools, etc.) 4. Section components (organization, written test, physical agility, oral exam, etc.) 5. Disqualifying characteristics 6. Community organizations D. Recruitment Plan Objective 1. To attract well-qualified applicants to the Department in sufficient numbers so as to satisfy actual or anticipated vacancies that are created either by attrition or growth. 2. To target the recruitment activities and efforts of the Department with the goal of approximating within the sworn ranks the available workforce composition of the service area with regards to ethnic, cultural, racial, and gender makeup. E. Recruitment Plan 1. The Chief of Police or designee will make every effort possible to assist the Yorkville Board of Fire and Police Commissioners in achieving these goals. These efforts include, but are not limited to: a. Use of application forms and related pre-employment documents that are in compliance with applicable Federal, State and Local Laws and Equal Employment Opportunity Commission recommendations. b. Placing job announcements in print media where minority groups and women represent a substantial number of readers c. Review position descriptions to properly identify job related requirements. d. Maintain a liaison with local organizations to include colleges to emphasize sincerity and encourage referrals of protected class applicants. e. Involving qualified Yorkville Police Department minority group personnel in the recruitment process whenever possible. f. Utilizing personnel who are fluent in the community’s non-English languages and are aware of the cultural environment, where applicable. g. Depicting women and minorities in law enforcement employment roles in the Department’s recruitment literature. h. Conducting recruitment activities outside of the Department’s jurisdiction, when necessary to attract viable Law Enforcement candidates. i. Attending “career” seminars, with emphasis on particular target groups, such as women or other minorities so as to increase the number of qualified female and other minority applicants. F. Recruitment Plan Update/Reporting/Responsibilities 1. The Recruitment Coordinator will be responsible for the Recruitment Plan administration. 2. The Recruitment Coordinator will submit to the Chief of Police an annual analysis on the recruitment plan, including progress toward objectives, the Department’s efforts in equal employment opportunity recruiting efforts/activities and recommendations, if any, for revisions to the plan. II. EQUAL EMPLOYMENT OPPORTUNITY PLAN A. The Yorkville Police Department will not tolerate discrimination against any employee or applicant. It is the policy of the Yorkville Police Department to afford equal opportunities to all individuals regardless of race, color, sex, national origin, religious creed, mental or physical disability or political affiliation. B. E. An annual review of present employment policies, practices and procedures relevant to the recruitment of minorities. III. JOB ANNOUNCEMENTS AND PUBLICITY A. Under the auspices of the Yorkville Board of Fire and Police commissioners, the Chief of Police or designee shall be responsible for the advertising and publication of announcements and notices. The Chief of Police or designee shall also ensure that entry level job vacancies will be advertised through utilization of the mass media to include Social Media. B. To facilitate the successful recruitment of the highest caliber personnel available, all Yorkville Police Department job announcements and recruitment notices for entry level personnel shall be well publicized and contain at a minimum the following: 1. A description of the duties and responsibilities required for the position. 2. A listing of requisite skills, educational level, physical requirements and other minimum qualifications. 3. A statement indicating that the Yorkville Police Department is an Equal Opportunity Employer. 4. An official application filing deadline. C. All Department job announcements and recruitment notices shall be publicized at least ten (10) days preceding the orientation session and/or written test or any official deadline. D. Job announcements shall be posted internally as an internal recruitment vehicle. E. Job vacancies and projected openings shall be posted in public areas of the City and, whenever possible and available, shall also be advertised in any or all of the following: newspapers, professional and municipal publications, cable television stations, community organizations, college job placement publications and other types of media. F. Openings may also be listed with job agencies (i.e. Linkedin, Facebook, Illinois Association of Chiefs of Police, Chamber of Commerce, etc.) in efforts to achieve the Departments goal of reaching a diverse pool of qualified applicants. IV. RECRUITMENT ASSISTANCE A. Service Organizations 1. The Yorkville Police Department shall seek cooperative assistance from Community leaders and service organizations in the recruitment of new personnel. 2. The Yorkville Police Department shall work with the Community’s leaders and service organizations and will seek their permission to post job announcements and assist in the distribution of recruitment information and literature. Recruitment efforts shall b e directed toward organizations such as the Chamber of Commerce, Yorkville Kiwanis Club, various women’s clubs, and other civic organizations. B. Educational Institutions 1. To provide the Yorkville Police Department with an excellent opportunity to locate qualified and diverse candidates to fill actual or anticipated vacancies, educational institutions shall be included in the Department’s recruiting efforts. To aid the Department in this endeavor, campus counselors shall be provided with position advertisements in a timely manner. 2. Whenever possible, Yorkville Police Officers will participate in career programs at educational institutions, and present displays, distribute recruitment material, conduct speaking engagements, etc. V. APPLICATION PROCESS A. Applicant Acceptance 1. Civilian positions, applications are available at the Yorkville Police Department. The application link for sworn employment can be found and downloaded on our website or through a posted link to our testing center. Those who do not have access to the internet can contact the Yorkville Police Department and an application can be mailed to them. 2. Applications will be accepted during the open application period and kept on file. Each applicant will be notified via the U.S. mail and/or email of upcoming test dates and any other applicable information. 3. All applications must be returned to the Yorkville Police Department. 4. Applicants residing out of State may return their applications by mail. Each applicant can contact the Yorkville Police Department to verify receipt of their application. B. Application 1. The Yorkville Police Department will utilize an application sheet that has at a minimum, the following information: a. Applicant name b. Home address c. Home and business telephone numbers d. The recruitment coordinator shall maintain contact with applicants throughout the recruitment process, from the initial application until the posting of the final eligibility list. 2. Applicants shall be periodically informed of the status of their application. 3. All applicant contacts shall be documented and logged. D. Application Omissions, Errors and/or Deficiencies 1. Applications shall not be rejected because of unintentional omissions, errors and/or deficiencies that can be corrected to the Department’s satisfaction prior to the physical agility exam in the testing process.
