Note: This meeting was held in accordance with Public Act 101-0640 and Gubernatorial
Disaster Proclamation issued by Governor Pritzker pursuant to the powers vested in the
Governor under the Illinois Emergency Management Agency Act. Due to the current
Covid-19 pandemic, The United City of Yorkville is encouraging social distancing by
allowing remote attendance at the Public Safety Committee meeting.

The meeting was called to order at 6:00pm by Vice-Chairman Joel Frieders.

New Business:
3. PS 2021-03 Crisis Intervention Team Program Presentation
Chief Jensen said this program was one of the department goals on which he has been
working with Deputy Chief Pfizenmaier and Sgt. Garrett Carlyle. He said Officer Rob
Hart and Officer Nick Mertes were also involved. He turned the presentation over to Mr.
Pfizenmaier.
The Deputy Chief described the various components of the program. The purpose is to
improve the department's response to incidents with people who are known to have
mental or developmental challenges, domestic violence or are dealing with some other

crisis. A recent incident reflected how an officer was able to develop a rapport with a
person in crisis and diffused a tense situation. He also discussed the 40-hour training
and certification for the program and said there are 12 officers currently certified. Sgt.
Carlyle said the program encourages being proactive, investing in the citizens and
following up with families on a personal level.
Sgt. Carlyle said the Citizens at Risk program works in tandem with the Crisis
Intervention. The department has drafted a voluntary registration form to gather medical
or personal information for future contacts. Deputy Chief Pfizenmaier noted that in
April last year, 30 contacts were identified.
Committee members praised the program which will go live this month. Mental health
for the officers and civilians will also be a focus in 2021 and Chief Jensen said all
officers will undergo a mental health checkup

1. PS 2021-01 Monthly Report Review for October and November 2020
Chief Jensen commented that most of the overtime on these reports is reimbursible. An
IDOT grant has also been received for DUI and speeding enforcement and overtime for
those purposes is reimbursed. He reported on the initiatives undertaken, training, vehicle
accidents, crimes etc. Of note, was the increase of ID theft reported. A 2020 annual
report will be compiled in February or March.
2. PS 2021-02 Adjudication Reports for November and December 2020
There were several reports regarding trailers being parked unattached along the
roadways. The Chief also briefly pointed out a couple of the citations not usually written.
4. PS 2021-04 Information Item Only: Police Department Adoption of the 10 Shared
Principles Adopted by the Illinois Association of Chiefs of Police and the NAACP
This program was developed by the Illinois Chiefs of Police and NAACP in March 2018.
The two groups held meetings and discussed working together on current social issues.
The 10 Principles were developed as a result, which the PD adopted in 2020. This item
will be brought to the January 26th Council meeting with the President of the Illinois
Chiefs of Police also speaking. Illinois is the first state to have this partnership.
Alderman Frieders said he is an ardent supporter of this program and he asked the Chief
to constantly reinforce these principles.

Additional Business
Alderman Milschewski said people park on the parkway where there are no curbs/gutters
in her neighborhood, damaging the grass and impeding snowplowing. She asked who is
responsible for enforcement. Chief Jensen asked for specific address and said his
department would address the issue.
There was no further business and the meeting was adjourned at 6:58pm.

Background
The new monthly report has been designed to provide necessary feedback to the board and
community regarding crime, traffic and community policing efforts of the police department. This
document is easy to understand, provides a multitude of data and is comparative in nature to the
previous month and year. This report will be disseminated to the entire board and city staff on a
monthly basis and will be made available to the public on-line.

COMMUNITY POLICING INITIATIVES
FACEBOOK POSTS (Crime, Crash and Traffic)
Thanksgiving Traffic Enforcement Initiative
The Yorkville Police Department increased traffic patrols targeting impaired drivers during a
recent Thanksgiving enforcement effort.
Yorkville Police Department took the following enforcement actions:
• 3 suspended/revoked licenses
• 3 uninsured motorists
• 7 speeding citations
• 3 drug arrests
Law enforcement agencies throughout Illinois participated in this effort to reduce highway
fatalities by getting impaired drivers off the roads and more people buckled up. The
enforcement campaign took place from Nov. 20-30.
During the mobilization, extra emphasis was placed on enforcement during late-night hours,
when statistics show the most unbuckled and impaired driving fatalities occur.
The Thanksgiving enforcement effort is made possible by federal traffic safety funds
administered by the Illinois Department of Transportation as part of the statewide Drive Sober
or Get Pulled Over and Click It or Ticket campaigns.
SCAM ALERT - Wednesday a week ago, victim received a phone call from someone saying that
he was from some outfit called: "Express Couriers,"(The name could be any courier company)
They asked if he was going to be home because there was a package that required a signature .
The caller said that the delivery would arrive in roughly an hour. About an hour later, a uniformed
delivery man arrived with a beautiful basket of flowers and a bottle of wine. There was no special
occasion or holiday, and the victim certainly wasn't expecting anything.
When asked who the sender was the courier replied, "I don't know, I'm only delivering the
package."
The driver went on to explain that because the gift contained alcohol, there was a $3.50
"delivery/ verification charge," providing proof that he had actually delivered the package to an
adult (of legal drinking age), and not just left it on the doorstep where it could be stolen or taken
by anyone, especially a minor.
Cash was offered, however the delivery company required payment by credit or debit card only,
so that everything is properly accounted for, and this would help in keeping a legal record of the
transaction.
The "delivery man," asked him to swipe and enter a pin on a small mobile card machine with a
small screen and keypad. A receipt was printed, and a copy was given to the victim. The guy said
everything was in order, and wished us good day.
To the victims horrible surprise, between Thursday and Monday, $4,000 had been
charged/withdrawn from there account at various ATM machines.
The "mobile credit card machine," which the deliveryman carried had all the info necessary to
create a "dummy" card with all card details including the PIN number.
Upon finding out about the illegal transactions the bank was immediately notified. Account was
closed and a new care was issued.
WARNING: Be wary of accepting any "surprise gift or package," which you neither expected nor
personally ordered, especially if it involves any kind of payment as a condition of receiving the
gift or package. Also, never accept anything if you do not personally know or there is no proper
identification of who the sender is.
Above all, the only time you should give out any personal credit/debit card information is when
you yourself initiated the purchase.

Attempt to Identify - The Yorkville Police Department is attempting to identify the above
subject in relation to an unlawful use of credit card investigation. On 11/12/20 the above
subject found a mislaid credit card at the Walmart in Montgomery, Illinois. The suspect then
proceeded to make purchases at several area businesses using the victim’s credit card. The
suspect is a white male, approximately 30 – 40 years of age with close cut light colored hair,
approximately 6’00, 225 lbs and driving a white Chevrolet Sonic. Please contact the Yorkville
Police Department at 630-553-4340 with any information.

Hazardous 360 sponsored a vehicle cleaning event for first responders. This event included the
cleaning of all of our first line patrol vehicles. YPD was the winner of a free squad cleaning
service offered by Hazardous 360.
SHOP WITH A COP This evening we were able to celebrate one of our favorite traditions at Yorkville PD, Shop with a Cop. This is the second year our Department has participated in this event. This year we were fortunate to partner with Yorkville Kiwanis. We are humbled by the financial support of Kiwanis, the Yorkville city council, New Life Church, Sheriff Dwight Baird, our Officer’s and other community partners. In total, we were able to provide Christmas presents to 28 children in our community. These kids were selected by our Officers or referred to us by some of our community partners. Talk about an amazing group of kids. This year instead of shopping in store with them, we were able to bring the gifts to them. Thank you to Yorkville Target for providing the wrapping materials. A special thank you to our volunteers and @BeckyMokelke Photography for our shopping pictures. Merry Christmas and Happy Holiday’s.

There has been a sighting in Yorkville! Our Officers clocked Santa's sleigh at a record speed. After a quick safety inspection, Santa displayed proper lighting with the help of Rudolph's nose. Officers let Santa off with a warning. (We know he has a busy night ahead). #Believe #MerryChristmas

The Yorkville Police Department would like to congratulate Sergeant Andrew Jeleniewski on his retirement. “Jello” has served the Yorkville Police Department since February of 2004. Sgt. Jeleniewski in total is retiring after 32 years of Police service. Sgt. Jeleniewski has served our agency in many different roles which include; Patrol Officer, Field Training Officer, Detective, K9 Officer and Patrol Sergeant. While serving with our agency, Sgt. Jeleniewski completed his master’s degree and completed Northwestern University’s School of Police Staff and Command. Most recently, Sgt. Jeleniewski revised our agency’s Citizen’s Police Academy program and Internship program. Sgt. Jeleniewski has received multiple commendations over his career. One of his true passions was when he served as a K9 Officer. We would like to thank Sgt. Jeleniewski for his honorable and dedicated service to our community. Enjoy your retirement Andy! DETECTIVE SQUAD
DETECTIVE SQUAD HIGHLIGHTS
On 11 December 2020, Detective Ketchmark successfully completed an 80-hour course in Police
Evidence training that was hosted by the College of Lake County. This training included in-
depth instruction on a variety of techniques including, but not limited to, casting footwear
impressions, different techniques to recover fingerprints, diagramming crime scenes and the
handling of blood evidence.
In December 2020, the Detective Squad secured charges against Ricardo Munoz, 27, for
Criminal Sexual Assault (2 counts), Aggravated Domestic Battery (3 counts), and Unlawful
Restraint (1 count) following a yearlong investigation into two incidents that occurred in
November 2019 on the 1200 block of Marketplace Drive in Yorkville. Munoz was taken into
custody without incident by the U.S. Marshals Great Lakes Regional Task Force on 28 December
2020.

*** Fatal Traffic Accident***
On January 7th, 2021 at approximately 5:43pm, the Yorkville Police responded to the area of
Route 71 and W. High Point Road reference a two-vehicle traffic accident. The preliminary
investigation indicates that a 2006 GMC Sierra was traveling north bound R t. 71 and crossed the
center lane into the southbound lane striking a 2007 Peterbilt Truck. The driver of the Peterbilt
Truck was transported to an area hospital for non-life-threatening injuries. The driver of the
2006 GMC Sierra was pronounced deceased on scene and is identified as Robert Stoecker, a 54-
year-old male from Yorkville. Yorkville PD was assisted on scene by the Kendall County
Coroner’s Office, Kendall County Sheriff’s Office, Bristol Kendall Fire Department and the Illinois
Department of Transportation. The roadway was closed until 10:40pm. This investigation is
pending.
We are always grateful when we have a chance to hear about the positive impact our Officers make
in the community. Below is an interaction that the Gonzales family wanted to share. This past week
Officer Meyer stopped by to speak with their son Joshua who has autism. This was at the request of
the family. Officer Meyer spoke to their child about appropriate behavior. The family shared, “the
struggle is real in assuring that my son knows right from wrong. Thank you, Officer Meyer and all the
other officers in the past who have spoken with Joshua about behavior. Godspeed to all the Yorkville
Police Department, please know the Gonzales family will support now and always "!! As a Police
Department we are proud of Officer Meyer’s actions. Officer Meyer is a Crisis Intervention Officer.
This month we will be launching our Crisis Intervention Team. Please stay tuned as we will post later
this month on our newest program, the Crisis Intervention Team, along with our Citizen at Risk

Today we honor the legacy of Dr. Martin Luther King Jr. May we all stop and ask ourselves
"what are you doing for others?"
Target Burglary
On January 20th, 2021 at approximately 5:16am, Yorkville Police were dispatched to the Target
store located in the 1600 block of Beecher Road regarding a burglary. It was learned that five
individuals forced entry through the front glass doors after throwing a car jack through the
window. All offenders were wearing masks and gloves. Upon the offenders making entry, an
attempt was made to steal a television, however they were unsuccessful. Currently Police are
attempting to identify what item(s) may have been taken. The offenders departed the scene in a
white Dodge Durango. Officers were able to locate the offending vehicle and attempted a traffic
stop. The offending vehicle did not stop and was last seen heading southbound on Route 47 from
River Road.
During this burglary, employees were present, however were not injured. Officers were on scene
for several hours to process the scene and interview witnesses. Yorkville Police were assisted by
the Kendall County Sheriff’s Office and Plano Police Department.

of Dupage, Caruso is a graduate from
Western Illinois University and Shapiama is a
graduate from North Central College. Officer
Shapiama previously served with us as a
Community Service Officer. Their next phase
will be attending the Police Training Institute
in Champaign as they attend the Police
Academy. Please help us welcome them to
Yorkville!
Today was a special day in Yorkville. We had the privilege to celebrate and participate in a
parade for our friend, 15 year old Luke Garcia. Luke courageously completed his final chemo
treatment this week. Luke is an inspiration to all of us. We are so proud of you and honored
that we could participate in today. Here’s to the best years Luke! Enjoy High School!

attached photo. In 2020 she passed a fraudulently obtained check at a bank in Kendall County.

Last evening, Chris Hayes was promoted from Officer to Sergeant. Sgt. Hayes was hired by our
agency in 2008, prior to that he spent three years at the Plano Police Department. Sgt. Hayes
has served in many different roles which include: Patrol Officer, Field Training Officer, ILEAS
Mobile Field Force, School Resource Officer, Narcotics Officer and he curren tly is part of the
Kendall County Special Response Team (SRT) and Kendall County Major Crimes Task Force.

YPD had the chance to recognize retired Sgt. Andrew Jeleniewski and retired Officer Dale
Arentsen. Sgt. Jeleniewski served our agency since 2004 and retired with 32 years of Police
service. Officer Arensten served with our agency since 1992 in a part time capacity. Thank you
both for your dedication and service.

Use of Force Certification
Yorkville P.D. received its Use of Force certification from the Illinois Association of Chiefs of Police.
On January 8, 2021, we were notified that we received the Federal Use of Force certification. This
certification means that the Yorkville Police Departments use of force policies are aligned with local, state
and federal laws. In addition, our policies and procedures adhere to the strictest standards regarding:
• Prohibition on the use of chokeholds
• Incorporation of De-Escalation strategies
• A duty to Intervene to prevent excessive force being used
• Providing immediate and appropriate medical care after force
This certification is part of Presidential Executive Order Number 13929 on Safe Policing for Safe
Communities.

DETECTIVE SQUAD
DETECTIVE SQUAD HIGHLIGHTS
In January 2021, the Detective Squad secured charges against Juventino Cano, 27, of Marketplace
Drive, Yorkville, with harboring a runaway. The charges stem from an investigation that
originated in 2020 when it was learned that a runaway juvenile had been living at Cano’s
residence for three months without the consent or knowledge of her parents. Cano turned
himself into police on 9 February. Jeremy J. Fetzer, 43, of Parliament Drive in Naperville was
charged with intimidation of a witness and violation of order of protection. Fetzer’s warrant is
still active. Also, in January, CSO Mariesa Shapiama (whose assignment places her under the
auspices of the Detective Squad) was hired as a full -time police officer by the Yorkville Police
Department. The Detective Squad’s caseload currently includes such offenses as: armed
robbery, burglary, retail theft, criminal sexual assault and child pornog raphy.

Summary
Staff is seeking approval to purchase two Ford 2021 Ford Interceptor SUV vehicles in the amount not to
exceed $122,000 as included in the proposed FY2022 budget.
Background
The proposed FY22 budget has $150,000 allocated for the purchase of two patrol vehicles and the
associated equipment. At this time, staff is requesting to order two SUV patrol vehicles utilizing the
State of Illinois contract from Morrow Brothers Ford in Greenfield, Illinois. These patrol vehicles will
replace two units currently in the fleet that have met the replacement evaluation criteria. Due to the lead
time in receiving these vehicles, estimated 16-18 weeks, the City will not take ownership or be invoiced
until FY22. Any remaining funds will be carried over for unexpected equipment replacement costs or
accumulate over fiscal years to purchase an additional vehicle.
While patrol sedans are currently available, both Ford and Chevrolet are discontinuing the
manufacturing of sedans. Because of this we are requesting to move our fleet to SUV type vehicles
which will allow us to continue the practice of re-using equipment when older vehicles are rotated out of
the fleet.
Purchasing an SUV for patrol a patrol vehicle offers many advantages for the department. The winter
months are harsh and having an all-wheel drive vehicle will allow for safer roadway travel during
inclement weather. Added interior room in the vehicles will allow for staff comfort as well as storing the
necessary equipment (i.e. rifles, shotguns, ballistic shields, helmet, etc.).
Currently, Morrow Brothers Ford in Greenfield, Illinois holds the state bid for the police fleet SUV
vehicle purchases. See the attached vehicle specifications and pricing form (Exhibit A) for vehicle
equipment and pricing. Below is a breakdown of the cost of a new patrol SUV which includes additional
equipment and installation.
Morrow Brothers Vehicle Base Cost $34,820 (with registration)
Other Vendors Additional Equipment Costs $26,180 (including installation)
Total Squad Cost not to exceed $61,000 per vehicle
***Included in the vehicle cost, as noted above, is interior lighting. Morrow Brothers Ford has begun to
offer certain interior lighting packages that are installed in the vehicle upon delivery. We have compared
the cost of purchasing and installing through a third party and have found that it is more cost efficient to
include these items in the initial vehicle purchase.

A RESOLUTION OF THE UNITED CITY OF YORKVILLE, ILLINOIS,
AUTHORIZING THE PURCHASE OF TWO POLICE SUVS FROM MORROW
BROTHERS FORD, GREENFIELD, ILLINOIS IN THE AMOUNT NOT TO EXCEED
$150,000 FROM THE FY22 BUDGET.
WHEREAS, the United City of Yorkville (the “City”) is a duly organized and validly
existing non home-rule municipality created in accordance with the Constitution of the State of
Illinois of 1970 and the laws of the State; and,
WHEREAS, pursuant to the Governmental Purchasing Act, 30 ILCS 525/1 et. seq. (the
“Act”), the City determined it to be in its best interests to purchase two (2) police vehicles through
the joint purchasing program of the State of Illinois; and
WHERAS, after completion of the competitive procuring process as required by the Act,
the State of Illinois awarded the Morrow Brothers Ford of Greenfield, Illinois, as the lowest
responsible bidder; and
WHEREAS, it is in the best interest of the City to approve the purchase the two police
vehicles as itemized on Exhibit A attached hereto from Morrow Brothers Ford of Greenfield,
Illinois; and
WHEREAS, upon acquisition of the vehicles, each vehicle must be customized with
equipment to meet police department requirements at an approximate cost of $26,180 per vehicle
(including installation), which equipment shall be purchased from various vendors; and
WHEREAS, the vehicles will not be delivered until after May 1, 2021, therefore, will be
paid out of the Fiscal Year 2022 budget.
NOW, THEREFORE, BE IT RESOLVED by the Mayor and City Council of the United
City of Yorkville, Kendall County, Illinois:
Section 1: The foregoing recitals are hereby incorporated in this Resolution as the findings
of the Corporate Authorities.
Section 2: Pursuant the Act, the City Administrator is hereby authorized and directed to
proceed with the purchase of the police vehicles as itemized on “Exhibit A” through Morrow
Brothers Ford, Greenfield, Illinois through the State of Illinois.
Section 3: The City Administrator is further authorized to purchase all equipment
required for each vehicle to conform it to the requirements of the police department at an
estimated cost of $26,180, including installation.

Authorizing the Disposal of Surplus Property Owned by the United City of Yorkville.
Background
During the budgeting process, staff evaluates its department fleet based on the Fleet Replacement
Policy. Staff uses the Vehicle Replacement Evaluation Form to determine if a vehicle should continue
its service within the said department, be repurposed, or be replaced/disposed of. Once the determination
is reached to replace or dispose of the vehicle, it is up to the City Council to approve such action.
Squad M14 – 2013 Chevrolet Impala VIN#2G1WD5E34D1160402
This vehicle is a 2013 Chevrolet Impala with 104,677 miles as of February 1, 2021. This vehicle spent
most of its time as a patrol vehicle and School Resource Officer vehicle until being assigned to
administrative. Due to its age, mileage, and reliability, this vehicle will not be authorized to leave the
City. Since March 1, 2019, the vehicle maintenance costs for this vehicle totaled $1,683.57. In the last
12 months, this vehicle has been driven 1,937 miles. Per the Fleet Replacement Policy, this vehicle is
classified as qualifying for replacement with a score of 29.
Staff is unable to obtain a resale value for this vehicle due to the minimal information for police squad
resale data of this make, model, and engine size. The City may likely sell it for under $5,000, and staff
will do its best to ensure that they are getting the best sale price for the City. Should the squad sell for
more than $5,000, we are proactively seeking the City Council’s approval for the surplus disposal.
Recommendation
It is the staff recommendation to dispose of police squad M14 – 2013 Chevrolet Impala
VIN#2G1WD5E34D1160402 per the City Procurement Code upon approval of the surplus disposal.

WHEREAS, the United City of Yorkville (the “City”) is a duly organized and
validly existing non home-rule municipality created in accordance with the Constitution of
the State of Illinois of 1970 and the laws of the State; and,
WHEREAS, in the opinion of a majority of the Mayor and City Council (the
“Corporate Authorities”) of the United City of Yorkville it is no longer necessary, useful to
or in the best interests of the United City of Yorkville to retain ownership of the personal
property hereinafter described; and,
WHEREAS, police squad car (Squad M14 – 2013 Chevrolet Impala
VIN#2G1WD5E34D1160402) have been found to have serious mechanical issues which
would mandate costly repairs and therefore should be disposed of; and
WHEREAS, it has further been determined that the disposal should be made in
any manner deemed to be in the best interest of the City.
NOW, THEREFORE, BE IT RESOLVED by the Mayor and City Council of the
United City of Yorkville, Kendall County, Illinois:
Section 1: The foregoing recitals are hereby incorporated in this Resolution as
findings of the Corporate Authorities.
Section 2: Pursuant to said Section 11-76-4 of the Illinois Municipal Code (65
ILCS 5/11-76-4), the City Administrator is hereby authorized and directed to proceed with
the disposal of the vehicles through a public auction as deemed to be in the best interest of
the City, disclaiming all warranties and representations of any kind or nature, whether oral
or written, express or implied.

Background
Staff has received a request from NCG theater to allow the sale of alcoholic beverages to
movie theater patrons. To accommodate this request, staff is proposing to add a new liquor
license class allowing movie theaters to sell and serve alcoholic beverages.
Proposed Amendments to code
3-3-4(A)(4) Classes of Licenses:
K – Movie Theater. Authorizes the licensee to sell beer, wine, and liquor for
consumption only on the licensed premises operating as a movie theater, consisting of a
single or multi-screen operation in conjunction with the purveying of food for
consumption on the premises, and further provided that the sale of food and alcoholic
beverages shall be an accessory to the operation of the premises as a movie theater.
a. All alcoholic beverages shall be poured from their original containers into a
clear plastic container before serving to patrons. No glass containers or cans
shall be served to patrons.
b. No more than one (1) alcoholic beverage may be delivered or served to a
customer at any one time.
c. No happy hour practices shall be allowed on the licensed premises.
d. All alcohol purchasing and consumption laws apply including the carding of
patrons.
e. There shall be no service to intoxicated patrons.
f. Outside alcoholic beverages are not permitted. Alcoholic beverage service
shall be provided to movie theater patrons only.

AN ORDINANCE OF THE UNITED CITY OF YORKVILLE, KENDALL COUNTY, ILLINOIS,
AMENDING TITLE 3, CHAPTER 3 OF THE CODE OF ORDINANCES
CREATING A NEW LIQUOR LICENSE CLASS AND FEE
WHEREAS, the United City of Yorkville, Kendall County, Illinois (the “City”) is a duly
organized and validly existing non-home rule municipality created in accordance with the
Constitution of the State of Illinois of 1970 and the laws of the State; and,
WHEREAS, pursuant to section 5/4-1 of the Liquor Control Act of 1934, as amended,
(235 ILCS 5/1-1 et seq.) the Mayor and City Council have the power to determine the number,
kind and classification of liquor licenses and the regulations for the sale of alcoholic beverages;
and in addition pursuant to its powers to protect the public’s health, welfare and safety this
Ordinance is hereby adopted.
NOW, THEREFORE, BE IT ORDAINED by the Mayor and City Council of the United
City of Yorkville, Kendall County, Illinois, as follows:
Section 1. That Title 3, Chapter 3, Section 4, Subsection (A)(4) of the Code of Ordinances
of the City, as amended, be and is hereby amended by adding the following new classification for
a liquor license:
“K – Movie Theater. Authorizes the licensee to sell beer, wine, and liquor for
consumption only on the licensed premises operating as a movie theater, consisting of a

publication as provided by law.
