In accordance with Public Act 101-0640 and Gubernatorial Disaster Proclamation issued by Governor
Pritzker pursuant to the powers vested in the Governor under the Illinois Emergency Management
Agency Act, the United City of Yorkville is encouraging social distancing during the pandemic by
allowing remote attendance for this meeting.

The meeting was called to order at 6:00pm by Chairman Joe Plocher.

The minutes were approved as presented on a voice vote.
New Business:
1. PW 2021-01 Snow Operations Report
Mr. Dhuse said there was a breakdown of snow equipment-- 2 large trucks and 1 small one which staff
will repair. Chairman Plocher thanked Public Works for the good job removing snow. Alderman
Funkhouser said after observing some streets, certain areas were not plowed well and wondered if salt
was being applied differently or plowing was altered. Mr. Dhuse explained how the plowing is done

and how the blades can be angled for plowing. He further said that brand new electronics are being
used in older equipment resulting in less than optimum connections. He also said the temperatures
affect the plowing and added that the plow staff was trying very hard to achieve the best results.
Alderman Funkhouser said the equipment issues should be dealt with during the budget process.
Alderman Koch said he noticed many problems on Baseline Road during the bad weather. Mr. Olson
said it is historically a difficult road. Questions were raised about closing the road, however, there are
2 residents living there. Mr. Funkhouser asked if a road grader could be used, so Mr. Dhuse will talk
with Sugar Grove Township, though a grader would be hard on the road. Alderman Milschewski had
concerns about salting and it was noted there had been a truck breakdown. She commented that the
city may need to be more aggressive with procuring better equipment since severe winters could
become the norm. Mr. Funkhouser suggested the city might need a full time maintenance mechanic.
2. PW 2021-02 Capital Improvement Projects Update
Mr. Sanderson said a quarterly update is in the packet. He also said the 2021 Road to Better Roads
program went out to bid and it is hoped to bring the bid award to the March meeting. Other bids are
expected at that meeting as well.
3. PW 2021-03 Quarterly Bond and Letter of Credit Reduction Summary
This is the quarterly report for the end of 2020 and it was a fairly active quarter, said Mr. Sanderson.

4. PW 2021-04 Fountain Village Completion of Improvements – Change Order No. 1
Several years ago the city received government funds to complete detention basin maintenance at
Fountain Village. That has just been completed in 2020 and it was $26,000 less than budgeted. Mr.
Sanderson recommended approval of the Change Order. Mr. Funkhouser asked where this line item
will be credited and Mr. Olson will work with Mr. Fredrickson on this question. This item moves on to
City Council.
5. PW 2021-05 Well No. 8 and 9 Water Treatment Plant Media Replacement – Change Order No. 1
Mr. Sanderson said the city did a media exchange replacement in these wells and later some coating
issues were discovered. A separate contract was issued for the coating and extra costs were incurred.
Mr. Dhuse added that contracts in the future will include a line item for coating if needed and he said
only 2 companies do this type of work. The Change Order is for $9,145 which the committee approved
and it moves forward to City Council.
6. PW 2021-06 MFT Resolution for ReBuild Illinois (Fox Hill Improvements)
Four years ago the State had a bond sale and the city received $1.25 million in funds. The city has
decided to fund Fox Hill improvements and a resolution will be needed by IDOT. Plans will be
submitted in the next 2-3 weeks and bids let in April. All funds will be used and some additional may
be added. Mr. Olson said the location or scope of the project could change, but the recommendation is
to do as much work as possible and perhaps add a supplemental package. Mr. Sanderson said an
additional $400,000 to $450,00 should allow for completion of the project. Chairman Plocher asked if
the amount for the Fox Hill project was aggressive or if it would increase greatly if the project was
delayed. Mr. Sanderson said it would increase. This moves to City Council.

7. PW 2021-07 Mill Road Reconstruction – Review of Bids
Mr. Sanderson reported the bids were $600,000-$700,000 below estimate since there is a lack of work
at this time. He said this work would be good for the city but also for the developer. Mr. Olson
anticipates an engineering agreement from EEI before the next meeting. He added that the goal for this
construction year is to bid out several projects.
