COMMITTEE OF THE WHOLE
NOVEMBER 16, 2000
MEMBERS PRESENT: Art Prochaska, Paul James, Richard Sticka, Larry Kot, Dave
Dockstader, Rose Ann Spears, Mike Anderson, Robert Allen, Tom Sowinski, Jim Nanninga, Dan
Kramer, Cindy Green.

Cable Consortium - George Glass was in attendance to update the Council with regards to the
Enabling Ordinance that was presented to AT &T Broadband. The Ordinance provides the cable
company access to come into the City with cable. AT &T was not pleased with the wording in the
ordinance. They have sent a letter to inform the City of their dislikes. The letter states that the
Consortium will not negotiate, which Is incorrect as stated by Alderman Sticka, There is a
meeting scheduled with AT &T on November 29, that will discuss the issues. There will also be
an additional meeting held with the Community Leaders prior to the meeting, so that the
community leaders may discuss what needs to be done to come to agreement with AT &T.
Park Presentation of Trail System -A► presentation was made by the Parks department that
outlines their guidelines for the City Trail System, The presentation included cost, public safety,
and design. The trails would be utilized by bikers, walkers, and skaters to name a few. Access
for emergency vehicles was also a consideration. An ambulance measures 10 to 12 feet wide
and approximately 20 feet long with a large turning radius. This was taken into consideration
when the comprehensive plan was made. It was also determined that there had to adequate
area for maintenance equipment, such as lawn mowers. The American Association of State
Highways and Transportation Officials (AASHTO) has guidelines- and standards that are
available to be used or incorporated into comprehensive planning. Alderman Kot asked for
Crime Prevention consideration and also suggested that a Police Officer be allowed input. This
has already been taken into consideration, The created Comprehensive Plan shows that the City
is involved and supportive. With the support of the City, this may allow for the Grant Money to
be requested and approved. This item will be placed on the November 29 council agenda.
Tax Levy -There were a couple of changes made to the latest Tax Levy regarding unanticipated
new growth. This item will be presented at Public Hearing on December 7th.
Jake Braking -The ordinance for Jake Braking will be placed on the next Public Safety agenda.
Additional information is still required to complete the ordinance.
Discussion of Executive Session to be placed as a standing on the Council Agenda -There
was some discussion on whether to place Executive Sessions on every Council and COW
agenda as some communities do. It was felt that this was just inappropriate and not good
government. The consensus was to just stay aware of the everyday happenings and be well
prepared if Executive Session needs to be added.
First Time Home Buyers -The City would like to support this program with a resolution. There is
no cost to the City. It is important that the General Public be aware of this program. This issue
will be placed on the November 30 council.

Additional Business:
The Accounting Clerk is in need of a Job Description update. Human Resources Clerk has been
added as a duty. This is something that she currently has been taking care of. There will be no
salary change. The Accounting Clerk did not originally Include Human Resources duties. These
are duties that she has acquired over a period of time. The Accounting Clerk will no longer be
considered Deputy Treasurer. The City Treasurer had some concerns on who he is to contact for
special information. It was suggested that a specific chain of command be put in place so that
all parties involved know who they need to deal with when special projects need to be
completed. This item is to be placed on the November 29 council agenda.
The City of Yorkville Holiday Party will be held on December 30 at Ralph's in Bristol. Cocktails
will begin at 6:30 with dinner at 7:30 and dancing from 8:30 to 11:30. The cost of tickets is
$25.00 per person.
There was discussion on whether to sell one of the old Police Squads by bid or authorize it to be
sold at auction.
