OCTOBER 19, 2000
MEMBERS PRESENT: Art Prochaska, Richard Sticka, Larry Kot, Dave Dockstader, Valerie

Dan Kramer, J.T. Johnson.

Smith, Bobbie Erdman.
County Request -Sales Tax Increase -John Church from the Kendall County Board was in
attendance to provide additional information to the City Council Members with regards to the
proposed Kendall County Sales Tax. This would Increase the Kendall County Sales Tax from
6.26% to 6.50 %. The County will be directing the increase toward the Kendall County Public
Safety System. Mr. Church explained to the City Council that with the population growth over
the last 10 years, there has also been a need for additional staffing to maintain the jail facility
which has a 80 bed capacity. Mr. Church also expressed that the additional tax would not affect
food, medicine or the purchase of automobiles. One of the additional benefits of the Public
Safety Center to the City of Yorkville is that the Yorkville Police Department can house any of
their bookings there without having to have jail facilities of their own. The County is asking for
support from the City of Yorkville on this increase. The County has also requested support from
other Kendall County communities. To date he has not received response back. The county
however has received support from the Yorkville Chamber of Commerce Board and the Kendall
County FS. This item will be placed on the October 26 council agenda.
PC 200023 Harry Linden request to annex was tabled until the next COW meeting.
Tattoo Establishment Ordinance -This ordinance would establish guidelines for zoning and also
regulate this type of business. It was noted that the verbiage of this ordinance mirrors other adult
facility ordinances. A Public Hearing will need to be scheduled. It was noted that Adult Consent,
by definition of State Regulation, is 21, for tattoos. There is not a State Regulation set for body
piercing, the City of Yorkville has stated in the ordinance that adult consent will be needed for
persons under the age of 18. The amount of the fees were determined to also mirror other adult
ordinances and that the inspection fee would be a separate fee. It was suggested to obtain a
recommendation from the Plan Commission and then present this issue on the November 9
council agenda. It was also suggested that a moratorium be placed on this type of establishment
until December 1 while the ordinance is being approved.
Jake-Braking-This ordinance would no longer allow "Jake- Braking ". It was suggested that the
ordinance to eliminate "Jake- braking" would encompass the entire City of Yorkville. It was
suggested that a definition of "Jake- breaking" also be added to the ordinance. There is still a
concern with the downshifting verbiage in the ordinance. Chief Graff will speak with the State
Police with regards to the appropriate wording of the ordinance. This issue will return to the
November 2 COW agenda.
City Officials Payroll -There will be a vote in October that would modify the pay to all City
Alderman that will take office the first council meeting in May 2001. There will 5 aldermanic
seats up for election in April 2001. A question was raised if this would only affect the elected
alderman or also the incumbents. Atty. Kramer will check on this issue. The salary will increase

to $3,600 annually. A review will also be made to all other paid staff. This issue will be placed
on the October 26 Council agenda..
Establish Date for Taking Office -This issue was discussed at Administration Committee. The
discussion at the COW meeting felt that the date to take office after election would be best held
the first Council meeting in May. This would allow for some consistency for the term of the
office. This issue will be placed on the October 26 Council agenda.
Debt Service Transfer to General Fund -A letter of recommendation needs to be distributed to
all of the alderman for review. It was suggested from Mayor Prochaska that since the audit Is
almost final that one of the auditors attend the October 26 council meeting to help explain the
transfer. This item is to be placed on the October 26 council agenda.
Make a Difference Day- October 28 will be proclaimed as Make a Difference Day. It will be a
day set aside to volunteer to help someone. To Make A Difference.
Elizabeth St. Roadway -There is a savings of $6,254.40 in the Elizabeth St. project from the
original amount. This item to be placed on the October 26 council agenda.
SSE$ Project -A savings of $274,722.92 from the original amount. This is to be placed on the
10/26 council agenda.
Additional Business:
Public Works equipment purchase. J.T. is requesting to purchase a "Harley Rig ". This
equipment would help with the refurbishing of baseball diamonds and also help with other
landscaping projects. The "Harley Rig" is a PTO driven piece of equipment and will turn over the
earth from 1/2 inch deep to 6 inches deep. The equipment is a leased model that the City has
been using and the cost is $4,950. This item is to be placed on the October 26 council agenda.
J.T. was also looking at an endloader from the state bid program. The item would need 10%
down to bid. It is a 1988 and has 2400 hours on it. The cost is $8,000. Additional information
will be needed for a decision. This item will be placed on the October 26 council agenda,
Erdman Contract -The contract will be expiring. it was suggested that a contract extension of 3
months be made in order to allow Bobbie to complete issues that are still being worked on. All
new issues are being processed by the Yorkville Economic Development Corporation. It was
also suggested that the City personnel be reviewed to determine if all positions are being utilized
properly. It was also requested that the City obtain a listing of accomplishments of the Yorkville
Economic Development Corporation since being contracted by the City. It was stated that Ms.
Erdman was a very helpful resource to the City of Yorkville and that her work record speaks for
itself.
Cannonball Estates has its SSA in order and Mr. Norton has all the appropriate documentation
signed.
Lincoln Highway kededication was attended by Mayor Prochaska and Alderman Burd. A plaque
was presented to the City of Yorkville for its support.
Job Descriptions need to be reviewed for the Deputy Clerk and the Deputy Treasurer.
