COW Minutes 2000 10-04-00 CITY OF YORKVILLE
COMMITTEE OF THE WHOLE
OCTOBER 4, 2000
MEMBERS PRESENT: Art Prochaska, Paul James, Richard Sticka, Larry Kot, Valerie Surd,
Rose Ann Spears, Mike Anderson, Robert Allen, Dean Kleronamos, Tom Sowinski, Tony Graff,
Jim Nanninga, Lynn Dubajic.
Guests: Jennifer Wintermoth, Steve Lord.
The August Police Report to be placed on the October 12 council agenda for approval.
County Request -Sales Tax Increase - Kendall County would like to put in place a County Sales
Tax in the amount of .25°x5. This would increase the Kendall County Sales Tax to 6.50 %. The
County will be directing the increase toward several different departments within the Kendall
County Government System. The County is asking for support from the City of Yorkville for this
Increase. During the discussion, it was suggested that a member from the County Board attend
the October 19 COW meeting so that they can gather additional information on how the new
revenue will be utilized, This item will return to the October 19 COW meeting.
Tattoo Establishment Ordinance -This ordinance would establish guidelines for zoning and also
regulate this type of business. It was suggested that this issue also be presented to the Plan
Commission, because of the zoning issues, for further guidance. A Public Hearing will also need
to be set up. It was noted that Adult Consent, by definition of State Regulation, is 21. The
amount of the fees were questioned to determine that the fee would include the cost of
inspection. This item will return to the October 19 COW meeting for further review.
Pinewood Resource Center Lease Agreement-The agreement is -a standard lease contract
with a 30 day requirement to break the lease. This item to be placed on the October 12 council
agenda.
Jake - Braking -This ordinance would no longer allow "Jake- Braking ". The ordinance as written
would eliminate "Jake- braking" along Route 47, A question was raised that this ordinance should
encompass the entire City of Yorkville. There was also concern with the downshifting verbiage
in the ordinance. Chief Graff will speak with the State Police with regards to the appropriate
wording of the ordinance. This issue will be placed on the October 19 COW agenda.
Salvation Army /Golden Diner Contract -Some of the verbiage needs to be modified and then
the contract will need to be reviewed by the Park Board, It was suggested that this item be
placed on the October 9 Park Board agenda,
Police Commission Seminar -Mayor Prochaska and Alderman Kot will attend this seminar.
This seminar will inform the City of what the Police Commission duties are,
Conservation Foundation Sustainable Land -This Seminar will be held on October 16.
Alderman Surd will attend this Seminar. There will be a daytime and an evening class.
Additional Business:
The cement for the handicap swing has been poured in Ward 3.
It was suggested that the display board be checked on a daily basis for current information.
A concern was raised about the Police Report Information being printed to the daily newspapers
prior to the alderman. It was suggested to possibly create a hotline for the Alderman access to
review the information daily.
The street light on Candleberry St. is to be repaired on 10 -5.
There will be a public hearing on November 15 at 3:00 PM to inform the community about the
renewal and expansion of the Yorkville Bristol Sanitary District.
The council meeting schedule will include COW on November 2 and 16 and the regular Council
on November 9 and 30.
If the applicant for City of Yorkville Police Officer completes all exams within standards, the
candidate may be presented at the October 12 Council meeting.
Treasurer Allen was disappointed to see that his article did not make the quarterly newsletter. It
was suggested that maybe the newsletter needs to be expanded.
The City Homecoming Parade Float was a big success, thanks to Joe Moore and his wife, who
put a lot of time in on the construction. Also thanks to Kendall General Store for the props on the
float. Mayor Prochaska would also like to thank the alderman for their participation..
