Due to the current Covid-19 pandemic, The United City of Yorkville is encouraging social distancing by allowing remote attendance at the Public Safety Committee meeting. Citizen Comments: None Minutes for Correction/Approval: January 7, 2021 The minutes were approved as presented. New Business: 1. PS 2021-05 Monthly Report Review for December 2020 and January 2021 Chief Jensen said he has distributed the annual report with 2020 highlights to the Council members. He then highlighted the two monthly reports and said the Part I crimes have sharply increased partly due to the unemployment fraud reports. He also discussed overtime hours, events, retirements/promotions/new hires, training, number of car crashes and calls for service. Part II crimes were slightly lower for December. He said crisis intervention calls are being tracked. No further discussion. Page 2 of 2 2. PS 2021-06 Adjudication Reports for January and February 2021 There were several cannabis violations for smoking while driving and for underage use. Chief Jensen said there were also two Building and Zoning issues. No further discussion. 3. PS 2021-07 Approval of FY 22 Vehicle Purchases Ms. Parker said the Police Department reviews their fleet needs each year and $150,000 per year is budgeted for new vehicles. Two new Explorers are proposed to be ordered this year at a total cost of $122,000 and a 16-18 week turnaround. They will be equipped the same as the squad cars and the Chief said light bar equipment is reused at least two times when possible. This purchase is recommended and this item moves forward to the City Council meeting on March 9th. Mr. Olson added that a revenue surplus is expected in 2021 and he recommended purchasing additional items including two more police vehicles. The committee was in favor of these recommendations. 4. PS 2021-08 Surplus Request for Disposal of Police Vehicles Ms. Parker said a 2013 Impala with a resale value of $5,000 is ready for disposal. This will be brought forward to the March 9th City Council agenda. 5. PS 2021-09 Liquor Code Amendment – New License Class – Movie Theater Mr. Olson said City Clerk Pickering drafted a memo for a new liquor license class and code amendment in response to an NCG Theater request to sell liquor at the theater. They had proposed this a few years ago as well. Ms. Pickering said the amendment would allow beer, wine and liquor sales. Chief Jensen said he considered the enforcement angle and reached out to other PD's who reported no criminal issues. No glass bottles will be allowed and contents of a can must be poured into plastic cups. Alderman Transier inquired about the hours of service. Mr. Jankovic said sales will begin when the business opens, but would probably not include morning service due to minimal demand. Mr. Olson recommended approval and to make it effective immediately. Alderman Frieders suggested waiving the $850 fee in 2021 due to the pandemic losses for the theater. This moves to the March 23rd Council agenda with committee approval. Old Business: None Additional Business Alderman Milschewski said there are no curbs/gutters in the older sections of town and people park in the parkway and on the sidewalks causing a muddy mess. Chief Jensen will speak with Peter Ratos for a solution. There was no further business and the meeting was adjourned at 6:32pm on a motion by Alderman Milschewski and unanimous voice vote. We appreciate this card more than you will ever know. #community#yorkville Today, while out on a walk with his owner Bill, Huckleberry decided to work on his K9 training and sniff the exterior of Officer Swanson’s squad car for hidden treats (donuts). He unfortunately didn’t find any this time. Huckleberry was still excited to show off his skills! Bill said his 9 month old German Shepherd is in obedience training but Huckleberry wishes he could be a police K9 one day. Drop a picture of your future police K9’s in the comments! These include, but are not limited to, assisting faculty with maintaining a safe, productive environment to learn and teach, investigating criminal offenses that occur on school property and building a strong relationship with students. As the sole member of the police department currently assigned specifically to the schools, Officer Goldsmith represents the entire police department to every student in the school district. As a veteran of fifteen years with the Yorkville Police Department, Officer Goldsmith has a wealth of knowledge from his many years of service. In March 2021, Officer Goldsmith used that knowledge as a guest speaker in eight driver’s education classes at the Yorkville High School. When meeting with these classes, Officer Goldsmith discussed a variety of topics such as seat belt usage, drinking and driving, Scott’s Law, and what to do when pulled over. As a police officer who has seen the awful results of serious traffic crashes, Officer Goldsmith was able to present the student’s with a point of view they may not receive otherwise. Meanwhile, the other detectives are currently investigating several in depth and lengthy financial crimes in addition to several theft, sexual abuse / assault, burglary and fraud cases. FACEBOOK POSTS – CALLS FOR SERVICE/INFORMATIONAL POSTS On March 27th, 2021 at approximately 4:10pm, the Yorkville Po lice Department began investigating threatening phone calls made to Ken Com dispatch. Over the course of several phone calls, the caller threatened to kill police, paramedics and kill a 911 dispatcher. The caller then proceeded to threaten to “kill the whole city” and that he would start going around the state of Illinois to shoot people. This same individual proceeded to call and threaten a business in the 200 block of E. Veterans Parkway. The subject threatened acts of violence against this business and its employees. Through the investigation Police were able to secure an arrest warrant for Claude Gauthier (26 years of age) of the 200 block of Bertram Drive, Yorkville. The charges include two counts of making a terrorist threat (class X felony) and two counts of falsely making a terrorist threat (class 1 felony). On March 28th, 2021 at approximately 12:25am, Claude Gauthier was taken into custody by the Kendall County Special Response Team at his residence. He was transported to the Kendall County Jail where he is being held on a 1-million-dollar bond (ten percent to apply). Charges are not proof of guilt. The defendant listed in this release is presumed innocent and is entitled to a fair trial, at which it is the burden of the State to prove guilt beyond a reasonable doubt. YORKVILLE SEX OFFENDER CHECKS The Yorkville Police Department participated in a county wide Sex Offender Compliance Check this morning. Other agencies participating include Plano Police Department, Oswego Police Department and the Kendall County Sheriff's Office. The purpose of these compliance checks is to make sure that all violent offenders and sex offenders who are required to register are in compliance with Illinois State Law. Detectives from the Yorkville Police Department visited the homes of the 15 offenders located within the United City of Yorkville. Contact was made with 8 of the 15, all were in compliance. We were unable to make contact with 7 of the 15 offenders, however detectives will be following up with those offenders ensuring compliance. There was one possible violation which is being investigated. The United City of Yorkville Police Department is seeking applicants for the part-time position of Community Service Officer (CSO). The CSO assignment is to assist the department with certain service calls. This includes non – criminal assignments such as completing police reports, enforcing city ordinances and traffic control. CSO’s will also assist police officers patrol festival grounds at large community events. This position includes working in different types of weather conditions and provides assistance to all divisions in the department. Applicants must be willing to work weekends as well as weekdays on the day, afternoon, and evening shifts. The average work week would most likely entail 12 -19 hours per week. The starting salary for this position is $15.00 per hour. SWATTING CALL : This evening, March 24th, 2021, at approximately 8:28pm, Yorkville Police were dispatched to a business in the 1400 Block of North Bridge Street regarding the report of a gunshot victim. Police quickly searched the area and learned that there was no evidence of a shooting or victim. Upon speaking with witness’s police learned where the phone call originated. Police were able to locate the caller and learned that this report was not credible. The caller received medical attention. Police cleared the scene at 9:40pm. James Jensen Chief of Police Name Department Summary Yorkville Police Department 2021 Crisis Intervention Team Program Background One of our department goals for 2020 was to research and develop a Crisis Intervention Team. Throughout the year we have been researching programs from around the area and around the country, gathering data, developing relationships with team partners and training our staff. We have developed our mission and core focus of our Crisis Intervention Program along with written policies outlining our team’s response to those with suspected mental illness, developmental limitations and those in crisis. The Department Crisis Intervention Team program has been fully operational January 1, 2021. CIT Mission The Crisis Intervention Team (CIT) is a partnership between the Yorkville Police Department working with mental health consumers and family members. Our collective goal is to champion dignity and compassion for those experiencing mental health crisis and those with developmental limitations. CIT will exist to assist citizens to normalize and understand their physical and emotional reactions to mental health crisis and developmental limitations. CIT officers will be part of a specialized team, which can respond to a crisis at any time and will work with the community to assist in progressing physical and emotional recovery from crisis events. Alderman Peterson requested this topic be added to the Public Safety agenda and the Public Works agenda for discussion and review. Summary Questions surrounding crosswalk safety at the intersection of Kennedy Road and Emerald Lane have been asked by Alderman Peterson. Alderman Peterson requested this topic be added to the Public Safety Committee agenda and the Public Works Committee agenda for discussion and review. Background The Autumn Creek Subdivision is located on the North and South side of Kennedy Road and is a fully improved subdivision. The intersection of Kennedy Road and Emerald Lane is an improved intersection with traffic control devices (Stop Signs) located at the intersection of Emerald Lane South and Kennedy Road and Emerald Lane North and Kennedy Road. Stop signs control the flow of traffic onto Kennedy Road providing right of way for both East and Westbound Kennedy Road traffic. There are sidewalks on both sides of Emerald Lane with a fully marked crosswalk on the Eastside of Emerald Lane and Kennedy Road. There is also a bike path on the Southside of Kennedy Road that runs East/West. The Autumn Creek North Subdivision is complete with 75 single family homes and a park (Autumn Creek Park North). This portion of the Autumn Creek Subdivision was completed around 2017. Recently, questions have been raised regarding the safety of pedestrians crossing Kennedy Road with the primary concern being speeding vehicles that fail to yield to pedestrians in the crosswalk. According to Public Works Director Eric Dhuse improvements to this area were discussed back in 2017. Based on existing conditions and observations at that time the EEI Traffic Engineer recommended the following:  Mark the crosswalk (Completed)  Add crossing signs at and in advance of the crosswalk (Completed)  Add an additional light pole overhead at the crossing (Street Lights Both Sides)  Based on the existing conditions and anticipated usage, it was not recommended to install rapid flashing beacons at this location.
