Mayor Prochaska stated we would wait a bit before beginning the meeting, as he had spoken to
Mr. Jahp who had confirmed to him that he would be here as a Board Member representing
YBSD.
Mayor Prochaska explained that this meeting was scheduled to discuss ideas for the sewer
service to the north, and felt it important to wait for YBSD Board members that may be coming
to arrive.
Mayor Prochaska asked if there had been any word from the EPA as yet.
Mr. Pfister stated he had not heard anything yet. He stated they had received what he calls their
report card from the stated of Illinois and they say we are pushing it. We have discussed the
outstanding load and they are factored into this plan also.
Mayor Prochaska stated he would like to see the project get going to increase the plant expansion
started.
Mr. Pfister stated that the design work is being done now, and Deuchler is working on the
engineering.
Mr. Moreau stated they are going ahead with the design without approval of the EPA.
Mr. Pfister stated the cost estimate is a big report.
Alderman Sticka asked what the increase in size would be.
Mr. Pfister stated it will be 2.6 times larger and they want a 2.9% in money.
Mayor Prochaska stated they have talked with Mr. Wywrot and Mr. Nanninga regarding serving
the north area with a lift station. We need a plan to provide service while creating a revenue
stream, you can't just say you want an additional $2500. per acre, and we will get sewers to you

when we can. If we are going to have growth in the area, it will be nice to have some additional
people to help pay for the radium issue being corrected.
Mr. Moreau stated they have looked at the plan and it has merit. It is dependent on how many
people you get. To the southwest corner of the Inland development, there is only a single line
from the Rob Roy Creek to Galena. That appears to be OK. A 10" force main would connect to
Phase I at Countryside.
Mayor Prochaska stated they have shown a western leg without going into a great deal of detail
to present a basic design. Mr. Wywrot and Mr. Nanninga can explain better what their thoughts
are here.
Mr. Pfister stated that a 10" force main is huge.
Mayor Prochaska stated that when we look at details Wywrot and Nanninga should be include.
Expected revenue can be put toward this expansion, and much will commercial with probably a
little residential in between. We hope to draw in the revenue. We are also trying to develop a
revenue stream for treating the water for radium.
Mayor Prochaska stated he did not want to go forward with discussions without the City staff
and at least one board member from YBSD.
Mr. Moreau stated they also need a good topographical photography.
Mr. Schoeny stated he had good sources for doing this kind of photography reasonably. They
sell the photography back to developers who can really make good use of it. It is working well
for mapping at Kane, and DuPage Counties.
Mr. Moreau stated that Sidwell also does this out of Iowa using a digital format.

MS. Kohler asked if they were looking for $2500. for each acre developed. She is particularly
interested since she is working with a developer who is interested in that whole north area.
Mayor Prochaska stated we are looking at options, but we are getting a lot of interest especially
to the north, and want to work with developers to achieve our goals and develop at the same
time. We need to do something to initiate a flow of revenue.
Ms. Kohler asked about a time frame, as she is working with several properties in the area of
Cannonball and Galena.
Mayor Prochaska stated that a lot of things need to happen at once, but the City needs to know
the land owners want to come into the City.
Mayor Prochaska asked that they look at putting another meeting together, or the meeting of the
YBSD.

Mr. Pfister stated they needed to arrange for another night together.
Alderman Sticka stated that perhaps the City's engineering and development people should meet
on the technical portion of what we should do.
Mr. Pfister stated that we should set a meeting for the Blackberry Creek extension.
Mr. Moreau stated this was a good idea since they have just gotten the map, but haven't discussed
what they were thinking.
Mayor Prochaska stated he felt perhaps the engineers should meet and have a discussion before
the City Council and YBSD Board Members meet.
Mr. Schoeny stated that Mr. Wywrot had E- mailed a spread sheet outlining the cost estimate.
Mr. Pfister stated he tough it would be better to come to the YBSD Board meeting to set up a
joint meeting.
Mayor Prochaska stated he would try to have someone at the YBSD Board meeting.
