CITY OF YORKVILLE COMMITTEE OF THE WHOLE JUNE % 2000 MEMBERS PRESENT: Art Prochaska, Burt Callmer, Richard Sticka, Cindy Green Larry Kot, Dave Dockstader, Valerie Surd, Rose Ann Spears, Robert Allen, Tony Graff, Jim Nanninga, Dan Kramer, Joseph Wywrot. Guests: See attached list. Skate Park Update-Steve Chirico addressed the Council with information on the Skate Park Project, A private landowner has offered property as a temporary sight for the Skate Park, The property has been offered to the City for lease in the amount of $1.00 for a six month term. The proposed site is adjacent to the miniature golf and the batting cages at Perfection Golf. The equipment placed at the site for the Skate Park will be moveable. The equipment is pre- manufactured, and would be ordered and shipped from a company located in California. This equipment would be placed on a cement slab. All the concrete has been donated. The site would not require additional lighting, as this site will only be open during daylight hours. The summer hours will be from 10:00 AM to one hour after sunset. While school is in session, the hours would be from 2:00 PM until one hour after sunset, The Park would have City staffed personnel or representative and /or parent volunteers and there would be a supervision at all times. There will be an on -site trailer or temporary booth located where the supervisor would be located, There would also be a first aid kit on -site. Helmets and wrist guards will be mandatory for safety. It was suggested that the supervisor on -site be trained in basic first aid. The alderman expressed pride in the young people from Yorkville, who have been involved in this project, They felt that the project has been valuable experience for them. This item is to be placed on the June 22 council agenda. PC 2000 -01 Prairie Garden -Bang Niles presented his drawing for Prairie Garden Living Center. This property located on Route 47 would contain 57 living units for Senior Citizens. Concern has been raised with regards to Land Cash. Mr. Niles would like to have compensation for the input of the walking trail. The trail would be located around the entire property, which would provide an asset to the residents. Ms. Swithin and Mr. Wywrot will also look at the detention and the size of the green area. It was stated that the payment towards the schools has not been decreased for Senior developments. IDOT has suggested that there may be a need for a light or a turn lane. There was concern with the location of Dan Dr. and Greenbriar Rd, It was felt that the traffic study figures may not be correct. The City felt that Greenbriar Rd. would be the main arterial road. Mr. Niles expressed concern as to the cost of building permits. He asked the City to possibly defer the building permit costs of the Model Homes. It was suggested that maybe the City should look at setting a policy with regards to Model Homes and their occupancy. It was stated that if a policy was created and would allow an advantage to the builder, that it would be adopted for the subdivision, Town Square Park/Restricted Parking- Concem was made with regards to vehicles parked around Town Square Park. Some of the vehicles are for sale and do not belong to people living on West Main and West Center. It was noted that there has also been Some vandalism to the Gazebo. A suggestion was made to maybe restrict parking from midnight or 1:00 AM until 4:00 or 5:00 AM, It was suggested that the residents be questioned as to their needs for parking and their concerns, it was also suggested that maybe 280 feet from Route 47 be restricted. This Information will be brought back to the council on June 22 Purchase of Lightning Detector -The City is currently looking at a system that would be able to predict lightning and communicate that information to another location. This item to be placed on the June 22 council agenda. City Hall Change Orders #26 to #33 -There are 8 change orders, 6 of which are credits, that need to be approved. It was suggested that the changes be approved, but the remainder of the bill not be paid until the "punch list" be completed. This item to be placed on the June 22 council agenda. 2000 Sidewalk Repair Program /Bids -RA Hoover was the _ lowest bidder. The contract to be placed on the June 22 council agenda for approval. Sealcoat Project/Bids -This project would include Eldamain Rd. and the Downtown parking lot, which is the east alley located behind OJ's. These are budgeted items and is to be placed on the June 22 council agenda. 1 Prairie Park Equipment -The Park Board has agreed to approve the park equipment. It was suggested that a policy be set regarding community donations. A comment was also made with regards to maybe creating "Theme" parks. i July 4th Community Events - Parade line -up will start at 7:30 with the parade starting at 9:00 AM. Kids foot races will be held immediately after the parade. The Yorkville Big Bank will play at 7:00 PM by Larson - Nelson Funeral Home. Adopt a Highway -Meet July 1 at Tower Ln, no later than 6:00 AM. Additional Business: There is a program from IML that would allow residents to direct debit their water bills to the City. This item to be placed on the June 22 council agenda. It was suggested that the council follow the Robert's Rules of Order at meetings. This item to be placed on the June 22 council agenda for adoption as published rule of order. The Kendall Co. Highway Department expressed interest to water hook -up. They currently share a well. The Highway Department has requested a discount of fees. The City would like to be reimbursed for the costs to run the line and for the cost of the meter. At the City ball diamonds, where the water hydrants have been put in place, there is a need for some gravel. A concern was also made that there are vehicles driving out onto the grass at the ball diamonds. A letter of resignation was submitted from Alderman Callmer, as he is moving. The resignation is to be in effect as of August 1. Alderman Callmer is from Ward 1. Commonwealth Edison has created an Electric Bicycle Project. This project would place electric bicycles in a controlled environment. This would allow for performance feedback and base conclusions from that input. Com Ed had donated an electric bicycle to the Yorkville Police Department for usage. Mudslinger has donated helmets.
