COW Minutes 2000 05-04-00 i CITY OF YORKVILLE COMMITTEE OF THE WHOLE MAY 4 9 2000 MEMBERS PRESENT: Art Prochaska, Richard Sticka, Cindy Green Larry Kot, Dave Dockstader, Rose Ann Spears, Mike Anderson, Robert Allen, Tom Sowinski, Tony Graff, Jim Nanninga, Dan Kramer. AATC /Agreement for Kiosk Installation- Approval for Mayor to sign the agreement with the AATC for the installation of a Kiosk in the downtown area. This Kiosk will be the responsibility of the City to maintain. This item to be placed on the May 11 council agenda. Undesser Annexation -A meeting is to be held with Mr. Undesser on Friday. There are two issues that currently need discussing. One of the issues being the payment due to the city. March Police Department Report -This item to be placed on the May 11 council agenda. Revised Job Description /PD Office Supervisor -The revised description has been distributed and the item is to be placed on the May 11 council agenda. i New Job Description /Police Clerk -This is a position that is currently to be filled. The description has been distributed and is to be placed on the May 11 council agenda. Request to Purchase New Squad This item is contingent on the Undesser Annexation. A bid has been received from Terry's Auto Group in the amount of $20,255.00. This item to be placed on the May 11 council agenda. Committee and Board Appointments -The Mayor has designated the following appointments. Public Works - Alderman Sowinski, Chair., Alderman Dockstader, Alderman Sticka, and Alderman Kot. Public Safety - Alderman Kot, Chair., Alderman Calimer, Alderman Spears, and Alderman Anderson. EDC- Alderman Sticka, Chair., Alderman Surd, Alderman Dockstader, and Alderman Sowinski. Administration - Alderman Anderson, Chair., Alderman Spears, Alderman Surd, and Alderman Calimer. Alderman Surd has been re- appointed to the Tourism Board. There are 2 positions needed to be filled on the Sign and Review Board, and one position that needs to be filled on the Zoning Board. Re- appointments of Carol LaChance and Joe Gruber to the Library Board, Jeff Baker and Joseph Sesco, to the Plan Commission. Currently Tom Mizel has not been contacted for re- appointment. Linda Bayster has declined the re- appointment to the Library Board. A nominee from the School Board is needed on the Parks Board. Additional Business Eldon Madden has requested from the City to use a likeness of the Eternal Flame in the Parts to be placed on the American Legion Annual Pin. The council thought that it was a nice idea. An office PUD is needed for Courthouse Square. This item to be placed on the EDC agenda. IDOT has informed the City of Route 34 improvements. Route 34 will be improved from Route 47 to Orchard Rd. This will include the straightening of McHugh Rd and the placement of a light at that intersection. Turn lanes will also be put in place. It was suggested to look into what costs the City of Yorkville would incur. Fox Hill /Cottonwood Trail -it seems that there is some question with parts of the green space and who should be maintaining this property. This item is to be placed on the Public Works agenda. There was some discussion with regards to the on -line selling of Liquor. It was suggested that Public Safety take a look at this issue. There currently Is nothing on the record books with regards to this item. This issue is to be placed on the Public Safety agenda. Treasurer Robert Allen commended the Mayor on the welcome extended to the relocation of St. Pat's Church. Barb Moser and Chris Magnoti have been interviewed for two available part time receptionist positions. There is serious railroad maintenance needed to the tracks on Route 47. These will be done starting on Monday May 15. This is a great Public Safety issue and must be completed as soon as possible. North -bound traffic will be diverted along Heustis and southbound will be follow along South Main. An audit shows that there will be an insurance payment for Workman's in the amount of $12,000.
