Tower Ordinance -Steve Chapman, from the Cable Consortium, presented information on the
standards created for the Tower Ordinance. The standards would be for wireless telephone
towers and other antennae structure. The usage would be based on the zoning requirements of
the property and surrounding area. Guidelines would be based on a number of different issues,
including height restrictions and aesthetics. The ordinance would also regulate the sharing of
towers. Roadway access and fencing would be required. The ordinance would allow for the
camouflaging of the tower so that it would blend into the surrounding area. Towers would be
prohibited in the wetland areas. It would maintain that a tower could not be placed within 500
feet of shoreline. There was concern with the annual fee being set at $500. It was suggested to
review what the charges are with the surrounding communities. It was suggested that Mr.
Wywrot speak with Mr. Dettmer for information on the administrative fees and inspections fees.
This item to be updated and reviewed by Atty. Kramer and to be placed on the March 16 COW
meeting.
Blackberry Creek Water Shed Management A presentation of the Blackberry Creek Water
Shed was presented by Tom Price and Richard Scheffrahn. The area in question extends north
to Elbum and North Aurora. It also encompasses Sugar Grove and Yorkville. During the
presentation, it was suggested that the problem must be identified and then a plan put in place to
correct the problems. Committees would need to be established and goals put in place. The
plan of action would need to take into consideration the potential of future development and
growth. The goals would need to be set to reduce flooding, To improve the wetland areas and
to improve water quality. Deep root vegetation needs to be established in certain locations to
stop erosion. Funding is needed for these improvements. A request of support is being sought
from the City of Yorkville.
Walker Recapture -There are two different agreements that need approval through council. The
agreements have been signed by Mr. Walker and presented to Atty. Kramer. Mr. Wywrot stated
that he is satisfied with both agreements. This Item to be placed on the March 9 council agenda.
Aurora Area Convention and Tourism Council The council in prior years has represented
Yorkville well. It was suggested that the agreement be re- signed. This item to be placed on the
March 9 council agenda.
New Subdivision Ordinance and Standard Specifications -The clarification of road widths
was made at a change from 31 feet to 30 feet. This item to be placed on the March 9 council
agenda.
Guardrail at Blackberry Creek Bridge - Comments of concern were made that the damage was
existing at the bridge when the property was annexed. This is a public safety issue, however,
and it was recommended that the City of Yorkville start with the repairs. The cost to be $4,100.

Countryside parkway /MFT Resolution and Plan Approval -The estimated cost for this project
to be approximately $77,000 to $80,000. The plan to be presented to the IDOT for approval.
This project to be placed for bid. A resolution for this item is needed for bid process.
Blackberry Creek Interceptor /Aerial Photography -This information gathered would determine
the location of the Interceptor In the area east of Menards. The aerial photography would also
help to determine future needs and costs. It was also noted that the photography would need to
be done as soon as possible before the trees and vegetation starts to bud and leaf out. A I
commitment is needed from the council for $5,000 to cover the cost of this project.
Additional Business:
Greg Kuhns have been interviewed for one of the open police officer positions. His
recommendation will be subject to psychological and medical testing.
Route 47 -There is concern from an older gentleman that resides along Route 47. He is very
concerned with the reduction of the value of property and the proximity of the highway to his
property. It was suggested that the City of Yorkville send letters to the residents located on
Route 47 to let them know that their concerns have been acknowledged.
One of the Alderman received a letter from 4 students doing a report on the Glen Palmer Dam.
It was a school research project. The letter asked for opinions from the alderman. The
alderman was pleased that the students were taking an interest in the community.
There is a Kendall County Plan for Substantial Growth workshop planned. There was
encouragement for the alderman and the Plan Commission to attend this workshop. Contact
Holly for reservations.
The EAB rate that was passed back in December 1999 was listed at .9842. The final rate is at
.9811. It was recommended to leave the Levy as passed in December'99.
A motion was made by Tom Sowinski to enter into Executive Session for the purpose of
Collective negotiating matters between the public body and its employees or their
representatives, or deliberations concerning salary schedules for one or more classes of
employees. The motion was seconded by Richard Sticka.
