COMMITTEE OF THE WHOLE
FEBRUARY 17, 2000
MEMBERS PRESENT: Art Prochaska, Burt Calimer, Richard Sticka, Cindy Green, Larry Kot,
Valerie Burd, Rose Ann Spears, Mike Anderson, Robert Allen, Tom Sowinski, Tony Graff, Jim
Nanninga, Dan Kramer, Joseph Wywrot.

PC 9943 Inland /F.E. Wheaton Addition The Final Plat has been to Plan Commission and to
EDC. There remains some question with the location of the water main. This item would also
have to be bonded with a triggering device with regards to the City usage and needs. It was
noted that access to water main would be easier if the line is located on the out lot and not on
private property. The line should contain a cross stub located at Wheaton Ave. This item to be
placed on the February 24 council agenda.
PC 99 -10 Fox River Estates /Preliminary Plan-Atty. Tom Grant presented information on the
Fox River Estates Plan. In all there will be 167 lots to the subdivision. All of the issues have
been addressed and approved with no variations. It was noted that there will viable access to
the parts area along the river. There will be an emergency access road that will Connect with the
Boy Scout Part to the West. It was also noted that this is strictly an emergency access and not a
street. Lot 03 already has an existing home on it with access to Fox Road. It was determined
that this access will remain. The request for this property is for annexation and approval for the
subdivision. A concern was raised with regards to the railroad tracks and a Public Safety issue.
There will be approx. 12 homes that will adjoin the track right of way. Currently there are a lot of
shrubs and bushes that should keep pedestrians from the tracks. A traffic study has been done.
The information collected showed that neither a traffic light nor turn lane was not warranted. The
Mayor would like additional feedback from the County with regards to the traffic study. This item
to be placed on the Feb. 24 council agenda
Tower Ordinance - Tabled.
Facade Program /Board Appointments -Some interest has been shown in the facade program
and an application has been received. The following appointments are as follows: Richard
Scheffrhan (engineer), Joyce Barrett (historical), Tom Smith (building and trades), Yohanna
Byran (citizen at large). The board also includes to ex- officio members, Bob Ament and Carol
Frederich. They will meet on the third Monday of the month. This item to be placed on the Feb.
24 council agenda.
New Subdivision Ordinance and Standard Specifications -Most of the final changes have
been made. The ordinance needs to be reviewed again at Public Works and then return to COW
in March.
Fox Hill /Unit 5-There is a concern with the letter of credit for Unit S. A punch list has recently
been sent to the developer. Mr. Wywrot has stated that the developer has not had the time to
respond to the list as of yet.
Tentative date has been set for the New City Hall Open House. The date will be April 9.
Additional Business:
Additional information on the Tree Ordinance has been presented to the Parks Board. It is a
listing of acceptable species of plants and the costs.
A concern was raised with regards to the organization of the software that is used by the City, It
was noted that an audit of the software should be done. There should be some form of policy
put in place with regards to the backup copies and their storage.
There is need to review a draft of a boundary agreement with Sugar Grove.
There are copies of possible solutions to the Route 47 issue. They need to be viewed before
March 1.
