COMMITTEE OF THE WHOLE
JANUARY 6, 2000
MEMBERS PRESENT: Art Prochaska, Burt Callmer, Richard Sticka, Cindy Green, Larry Kot,
Dave Dockstader, Valerie Burd, Mike Anderson, Robert Allen, Tom Sowinski, Tony Graff, Jim
Nanninga, Dan Kramer, Joseph Wywrot.
Guests: Jennifer Wintermote, Bill Dettmer, John Becker.
Sign Variance Request-The request from John Becker was presented to the Sign Review
Board. They did turn down his request. There was much discussion with regards to the clarity of
the verbiage of the Sign Ordinance. The question with the verbiage is the definition of a
temporary sign and a portable sign. The interpretation of definition between the Sign Review
Board and Mr. Becker is different. it was suggest that the verbiage of the ordinance is vague. It
was suggested that clarification be made with regards to the message board signs and try to
determine how these signs should be categorized on the Sign Ordinance. The cost of the permit
and the time frame that the sign can be permitted was also in question. Calls were made to
surrounding communities to determine if the requirements were similar. There were many
communities contacted and some were higher, some were lower. The current Sign Ordinance is
to be distributed to the alderman for further review. This item will be placed on the
Administration agenda for additional review. Then this item will return to the January 19 COW
meeting and then to the January 27 council agenda.
The next COW meeting will be held on January 19 since there is a conflict with the
Chamber of Commerce meeting.
Private Sewer /Lawrence Gardner -The property that is being reviewed for a private sewer is
larger than one acre and is being sighted for an individual residence. The property is located
more than 250 feet from the closest sewer lines. A resolution is needed for a variance. This
item to be placed on the January 13 council agenda.
Easement Issue /Annexation Agreement -There was an agreement made in 1992 with the
owners. The agreement included a payment that was not made. This item needs to be reviewed
to be sure that a reduction of fees was not provided to the owner.
R -1 and Estate Lot Zoning This item has been resolved at a prior meeting.
New Sign Ordinance -This issue is still under review because of the vagueness of the verbiage.
EDC Co-op Corp. Payment -The City has pledged $45,000. The City will be paying $35,000 this
year and then be paying the $45,000, plus the additional $10,000 next year. This item to be
placed on the January 13 council agenda.
Revised Budget-There is an increase to the Police and General Budget, This Is because of
Grant money that is listed there. Building Permit Fees is up because of the additional Building
Permit increase. Corrected information is to be distributed.
Golden Diners /Salvation Army Contract-The verbiage of the contract is the same as the last
contract. This item to be placed on the January 13 council agenda.

Weather Warning Siren Update -This information is for update only. Tom Cross is working with
the City to attempt to receive money from the Illinois First program. The anticipated growth of
the area would require an additional 5 sirens. The would be encompass areas from Harris,
Edmire's subdivision, Lyon Farm, Bristol Grade, FS, Wyndham Estates, YMCA, the Downtown
area, PNA Camp, Hoover, Fox Hill, and Countryside. It was suggested that maybe a plan should
be voted on so that if money came available, that the project would be ready to go. It was also
mentioned that maybe if the State Grant money were not available, that the City to try to
purchase an additional siren each year.
The November Police Report to be placed on the January 13 council agenda.
Additional Business:
A suggestion was made to Chief Graff that the Lightening dectors policy should be reviewed and
see what needs to be changed.
The Tree Ordinance needs to be placed on the next COW agenda.
The street light needs to be checked at Countryside Parkway and East Kendall Drive.
There have been some problems with voice mail since Y2K, but have been since corrected.
There will be more enforcement with regards to trucks. Such as safety violations and weight
restrictions.
There are two City Hall change orders. Railing for the interior stairwells, the distance between
the stairs and the lower rail was too wide, so another rail was inserted. The cost $2,873. Some
additional smoke alarms, exit signs, and fire pull stations needed to be added. The cost $2,664.
The total $5,537. This item to be placed on the council agenda.
