Thursday, July 1, 2021 6:00pm
City Hall Conference Room

Note: This meeting was held in accordance with Public Act 101-0640 and Gubernatorial
Disaster Proclamation issued by Governor Pritzker pursuant to the powers vested in the
Governor under the Illinois Emergency Management Agency Act. Due to the current
Covid-19 pandemic, The United City of Yorkville is encouraging social distancing by
allowing remote attendance at the Public Safety Committee meeting.
NOTE: All attendees were in-person.

The meeting was called to order at 6:00pm by Chairman Dan Transier.
Chairman Transier asked to amend the agenda by moving item #3 to be the first
discussion.

3. PS 2021-16 Crisis Intervention Team (C.I.T.) Program Update (out of sequence)
Deputy Chief Pfizenmaier said the C.I.T. Program started this year. It focused on mental
health, but also dealt with Alzheimers, developmental disabilities and autism and they

tried to determine how to reach those segments of the population. He said the mental
health calls are higher than he expected for the halfway point of the year with 77 cases.
There were some voluntary and involuntary committals to mental health facilities and the
officers do follow-ups if the family desires. He said 25 individuals are registered with the
Citizen At Risk program. The Deputy Chief said that 40 hours of classroom training are
required to be a C.I.T. officer. Currently 16 officers have completed this training which
is 50% of the force. An officer also must be on the department for 2 years prior to
training.
Sgt. Carlyle shared some of the positive incidents officers have encountered. He said
officers are using many of the C.I.T. techniques in other calls for service. Follow-up to
these types of calls is required and a packet of information is available for the families.
Sgt. Carlyle added that he would like to initiate more involvement with kids whose
family structure is more challenged.
A special event is being planned for August 14 and will be held at Go For It Sports dome.
The Police Department will reach out to special needs families and various activities are
being planned. An invitation was extended to Oswego and Kendall County to participate
as well. Alderman Milschewski said she was very proud of the department for
participating in the C.I.T. project and Chairman Transier added that it is important to start
with young kids who are affected. Chief Jensen said his department would like to work
with the school district to help relieve anxiety for the special needs kids since they are
very schedule-driven.
1. PS 2021-14 Monthly Report Review for February – May 2021
Chief Jensen highlighted the stats and other information for March, April and May. He
said Covid had a big impact on the numbers in March and reports were actually down.
He said the department is now up 1900 calls. Three new officers began in February and
he said the department no longer has part-time police officers due to the intense training
required. He said some of the overtime continues to be reimbursed. Chief Jensen
briefly discussed canine units saying it is expensive to have them. He also reported on
the number of accidents and noted that Rte. 126 and 47 continues to be the site of many
crashes. He reported on the Part I and Part II crimes and also noted that identity theft
greatly increased. Calls for service and written warnings were also up and he added that
very little money actually comes back to the city from tickets that are written. Gas prices
have risen, but he said car maintenance has been low.
Chief Jensen then reviewed May more in-depth. He said there was in increase in training
in May including “train the trainer”. A new intern who resides in Oswego has also been
hired and the previous intern has finished the program. He noted Yorkville's “response
to resistance” training is nationally accredited and is also used by other area departments.
There were a number of crashes at Rt. 47 and 34 which he hopes to reduce. Officers are
doing traffic enforcement and issuing many written warnings. Overall the number of
reports taken significantly increased and the calls for service were up year over year from
January-May. FYI.

Violations included parking on the streets after snow storms, curfew, cannabis and a non-
functioning car parked on the street. FYI.
4. PS 2021-17 Selection of Committee Liaisons
Chairman Transier volunteered to serve as School Board liaison.
5. PS 2021-18 Meeting Dates
The Committee agreed to keep the Public Safety meetings every other month on
Thursday.

Additional Business
Chief Jensen said the department has been working with the owners of Raging Waves
Waterpark after a disturbance that occurred there. The owners are trying to improve
security and the police are increasing their foot patrols there. He said there has been a
number of incidents at waterparks around the country. Ms. Milschewski asked if there
are cameras in the parking lot, which is not known at this time.
The Chief also reported the department is getting ready for the July 4th parade and also
for National Night Out in August.
There was no further business and the meeting was adjourned at 6:58pm

Background
The new monthly report has been designed to provide necessary feedback to the board and
community regarding crime, traffic and community policing efforts of the police department. This
document is easy to understand, provides a multitude of data and is comparative in nature to the
previous month and year. This report will be disseminated to the entire board and city staff on a
monthly basis and will be made available to the public on-line.

Our officers enjoyed checking out the car show this evening at the riverfront!
Foxy’s Ice Cream Event: Our officers had a great time at the Foxy’s Ice Cream event this
afternoon. What a perfect day for a cold treat at a Yorkville staple!
Lost Dogs
MOZZI is a long haired German Shepherd last seen on
Minkler Road approximately 6-7 hours ago. MOZZI is
friendly and may come to you if you call her name. If you
see MOZZI please contact the Yorkville Police
Department at 630-553-4343. If you have the dog you
can drop her off at YPD or call us and we will come and
pick her up.
Our K9 friend has been returned to their owner.
This K9 was located in the Raintree subdivision at approximately 7pm. We currently have the
dog at Yorkville PD. Please help us reunite with the family. We can be reached at 630-553-
4343.
Thank you to the citizen who reported our lost friend. He
was returned home safely! He wasn’t thrilled that there were
no snacks for the ride home. We will stock up for next time
buddy! Sgt. Carlyle was having a little fun!!

Today our Officers had a chance to stop by Cub Scouts summer camp!
Community Information
Crime Post: On Monday, June 21st, 2021 between 12:30 p.m. and 1:30 p.m. a suspicious
vehicle reportedly approached a juvenile female in the 1800 block of Aster Drive. The driver
of this vehicle, a male, asked the juvenile to get in the back of the vehicle and offered her
candy. The juvenile departed the area. The juvenile was unable to provide an age or race of
the male. The male was described to have brown hair, ear length and is believed to drive a
white SUV or van. This was the only reported incident, and this report was delayed by
several hours. Yorkville Police are encouraging anyone who may have witnessed this to call
630-553-4340. We encourage all of our residents to report any suspicious activity.

Grandpas, and Father figures out there. We hope you are able to spend quality time with
your families on this beautiful Sunday!

DETECTIVE SQUAD HIGHLIGHTS
In June 2021, the Detective Squad charged Lori Camper, 53, of Yorkville with 2 counts of Financial
Exploitation of an Elderly person and 4 counts of felony Theft as the result of an investigation that began
in 2019. Camper is accused of using at least $14,000 of funds belonging to a person over 80 years of age
without their authorization. This investigation required numerous interviews and the subpoena of
hundreds of pages of information relevant to the investigation.
Another 2019 case charged in June 2021, was that of Maida Granados, 40, of Montgomery. Granados is
charged with non-consensual dissemination of private sexual images. In that case, Granados
surreptitiously obtained, and shared, private sexual material without the authorization of the
individual/s depicted in the material.
Charges were also obtained against fifty-year-old Clyde J. Vassar of Wheaton unauthorized videotaping,
recording, and live video transmission, a felony. The charges stem from a 2020 incident where Vassar is
accused of placing a video recording device in the bathroom of a home in Yorkville.
During the month of June, detectives conducted four random checks on registered sex offenders and
violent offenders and found all four persons to be in compliance.

Proposed amendment to the liquor code creating a new liquor license class for gift basket
sales.
Background
On February 25, 2020, City Council voted to eliminate the gift basket liquor license
classification during a package-cleanup of items within the liquor code. At that time, staff
proposed eliminating the gift basket liquor license due to not receiving any applications since its
creation in 2006.
Staff recently received a request from a business named Creative Mind Events Crafts and
More that is opening a storefront at 1443 Cannonball Trail. The business is requesting to sell gift
baskets with the option to have beer, wine, and liquor. To accommodate this request, staff
proposes adding a new liquor license class allowing the sale of gift baskets with alcohol.
The gift basket liquor license classification was created in 2006, which included wine,
beer, and champagne. The only change from the 2006 license classification is that the business
owner requested to have the option to include liquor. Staff has discussed and agreed upon adding
liquor to the classification. The business owner has reviewed the proposed material and is ok
with it.

GBS – Gift Basket Sales
a. Authorizes a licensee to sell beer, wine, and liquor, by a retail dealer which is located in
an area zoned as a Business Zoning District (B-1, B-2, B-3, or B-4) and which pays
Retailer Occupation Tax (commonly referred to as “Sales Tax”), said alcoholic liquor
being sold double packaged as part of another product, generally described as a “gift
package or gift basket”. Any alcoholic liquor offered for sale shall not be displayed

under this license classification shall be sold only and strictly for delivery in the gift
package or gift basket off premise and shall be consumed off premise. Sale of alcohol,
alone, and not as part of a gift basket arrangement is strictly prohibited under this license.
All other sections of the United City of Yorkville Liquor Control Ordinance shall apply
to this license, including, but not limited to, the hours of sale requirements of section 3-3-
b. In addition to other application requirements under this Chapter 3, a Class GBS license
shall only be issued to applicants who can demonstrate that they are operating a bona fide
gift basket business.
c. The annual fee for the GBS license shall be $250.
d. For the purposes of this license classification, “gift basket” shall be defined as a
decorative gift container which may be constructed of wood, metal, plastic, woven rope,
decorative paper, or a decorative plastic bag or such similar material, said container to
hold not only the alcohol but also to hold other decorative or gift items to make up the
“gift”.

AN ORDINANCE OF THE UNITED CITY OF YORKVILLE, KENDALL COUNTY, ILLINOIS,
AMENDING TITLE 3, CHAPTER 3 OF THE CODE OF ORDINANCES
CREATING A NEW LIQUOR LICENSE CLASS AND FEE
WHEREAS, the United City of Yorkville, Kendall County, Illinois (the “City”) is a duly
organized and validly existing non-home rule municipality created in accordance with the
Constitution of the State of Illinois of 1970 and the laws of the State; and,
WHEREAS, pursuant to section 5/4-1 of the Liquor Control Act of 1934, as amended,
(235 ILCS 5/1-1 et seq.) the Mayor and City Council have the power to determine the number,
kind and classification of liquor licenses and the regulations for the sale of alcoholic beverages;
and in addition pursuant to its powers to protect the public’s health, welfare and safety this
Ordinance is hereby adopted.
NOW, THEREFORE, BE IT ORDAINED by the Mayor and City Council of the United
City of Yorkville, Kendall County, Illinois, as follows:
Section 1. That Title 3, Chapter 3, Section 4, Subsection (A)(4) of the Code of Ordinances
of the City, as amended, be and is hereby amended by adding the following new classification for
a liquor license:
GBS – Gift Basket Sales
a. Authorizes a licensee to sell beer, wine, and liquor, by a retail dealer which is
