CITY OF YORKVILLE
COMMITTEE OF THE WHOLE
NOVEMBER 1, 2001 - 7:00 PM

The meeting was brought to order by Mayor Prochaska. It was noted that only 3 Alderman were present
and not sufficient for a quorum.
September Police Report-The September Police report will be presented at the November 8 Council
meeting for discussion and approval.
August Building Department Report-The August Building Report will be presented at the November 8
Council meeting for discussion and approval.
Lot at Fox Rd. and Morgan St. -Tim Dyer presented information on the Lot located at Fox and Morgan.
He is planning to build a home at this location. His concern is with sewer hook -up. The sewer line
located directly west of the property is only 2'/2 feet below grade, which would not allow appropriate cover
for a sewer line. His only other option would be to connect to the sewer main located to the east of the
property. He has an estimate to complete the work at $17,500 for the main installation. The line would
include 3 manholes. There were two issues that Mayor Prochaska was concerned with. He would like
the City Administrator to verify. Number one that Deuchler to deem that the proposed sewer line is
acceptable and number two to investigate to see if there are any additional homes in the area that may
hook onto the sewer line in the future. Mr. Dyer would like some compensation for running the line. The
item will be placed on the November 8 Council agenda for discussion and possible resolution approval.
PC 2001 -13 Bristol Club /Preliminary Plan This item will be placed on the November 8 Council agenda
for discussion.
Yorkville Bristol Sanitary District/Fees -A request has been made from the Yorkville Bristol Sanitary
District for the City of Yorkville to waive all permit fees normally required by the City of Yorkville for their
wastewater treatment plant expansion. The City feels that any out of pocket fees would have to be
charged to the District. This item will be placed on the November 8 Council agenda for additional
discussion.
City Council & Committee Meeting /Proposed Day Changes -This item will be placed on the November
8 Council agenda for vote.
Oswego Boundary Agreement -This item was tabled. A revision to item #13 has been returned to
Oswego for review. Mayor Prochaska suggested to Administrator Graff to see if a joint meeting is needed
for discussion.
Fox Industrial Park/Road Project Update -A packet was distributed to the alderman for review. The
updated information shows additional costs necessary to complete the project. The additional costs are
for increased standards that will bring the roadways to IDOT standards. The changes also include storm
sewer changes and also changed to the intersection at Deer and Route 126. Bid specs should be ready
in December. Administrator Graff has noted that some of the existing businesses located in the Industrial
Park have been expanding and making improvements to their facilities. Mayor Prochaska commends the
businesses located in the industrial park for the faith that they have maintained in the City.
Ordinance Authorizing Execution of IMRLMA- Min /Max Contribution Agreement -This item will be
placed on the November Council agenda for discussion. It was noted that if this is paid prior to November
16, there is a 2% discount applied to the billing.
Resolution for Employee Manual Changes -This item is to be placed on the November 15 COW
agenda.
Additional Business:
On Friday November 2, reporters from the Chicago Tribune will be visiting the City of Yorkville. The
Tribune feels that the City is a wealth of growth.
Alderman Kot gave an update on the proposed security measures that will be put in place around the City
of Yorkville's water supplies, for example 6 foot fencing around the water towers. Additional bids are
needed. This item is to be placed on the November 8 Council agenda.

Alderman Spears noted that there is still an issue with the streetlight located at the intersection of Dickson
and Mulhern. Chief Martin will contact Com. Ed. to see if he can get results.
Alderman Anderson has information on signage that could be placed on the main thoroughfares entering
into Yorkville. The information will be placed on the next Public Works agenda for discussion.
Alderman Spears noted that the artwork for the City Flag should be ready by Monday.
Mayor Prochaska reminded the Alderman that if they can not attend a meeting, please notify the City
Office.
