COW Minutes 2001 07-05-01 CITY OF YORKVILLE
COMMITTEE OF THE WHOLE
JULY 5, 2001 -- 7:00 PM
PRESENT: Art Prochaska, Paul James, Marty Munns, Valerie Burd, Rose Ann Spears, Mike
Anderson, Joe Besco, Tony Graff, Harold Martin, Dean Kleronamos, Cindy Green.
Guests: Kathy Farren, Dave Parro, Lynn Dubijic, and Dean Abbott.
Water Meter Reading Procedures- Different job descriptions and procedures have been
received from local communities and businesses. They will be reviewed and discussed at the
July 10 Administration meeting.
US Census -There is a program that needs ordered and downloaded to review the area Census
Tracts. Review of population between wards needs to be reviewed. The population difference
between wards must be less than 100.
Police Commission - Information was distributed from Atty. Kramer. Documentation included a
document that requires the specification of 'Party" affiliation to be completed by persons wishing
to serve on the Police Commission. These positions are non -paid positions, however, business
incurred expenses would be paid. The police chief position would still be appointed by the City
Council. A clean and corrected copy will be placed on the July 12 council agenda.
Finance Director /Budget Officer Job Description and Ordinance Creating the Position -The
job description has been created. An ordinance is necessary to create the position. After the
ordinance is passed creating the position, the job description can be approved. The job is in
essence 2 separate positions that will be filled by one individual at this time. The job can be split
into two positions if needed in the future. This item is to be placed on the July 12 council
agenda.
Commercial Vehicle Enforcement Ordinance - Police Chief Martin received information and
requested that this item be tabled until the July 19 COW meeting so that he can review the
information.
The February and March Water Department Reports will be placed on the July 12 council
agenda.
Additional Business
It was noted that Mr. Dresden is working on some of the repairs necessary at Fox Hill.
The Fox Industrial Park project may need to be completed in Phases. The Grant monies have
design specifications that must be followed. It was noted that some of the intersections will need
a larger turning radius, and will need to be redesigned. The redesign will probably push bids into
the middle of August. A question was raised if with the cost of all the re- designing, would the
project be worth the cost. It was noted that funds additional funds were available for the
redesign of the intersections.
Chief Martin noted that the lightning siren will not sound after 8:00 PM.
Mayor Prochaska announced that there will be a retirement party scheduled for Mike Price, Jim
Nanninga, and JT. Johnson after the July 26 council meeting.

Spring St. update. It was noted that there is a verbal agreement between the residents and the
developer.
With the deterioration of Main St., it was suggested that Mr. Graff and Mr. WyWrot take a look at
the upcoming street projects.
