The Committee of the Whole meeting was called to order at 7:SS P.M. following the Public
Hearing on the Tax Increment Financing /Fox Industrial Park.
PC 1001- Prairie CardenlPinai Plat-The final plat was reviewed. The property contains 24 acres
that allow for 10 acres of commercial business along Route 47. The remaining 14 acre will
contain townhouses for senior housing, City Engineer Wywrot has sent a letter to Mr. Scheffrahn
with regards to outstanding issues, to which Mr. Scheffrahn has responded. This item is to be
placed on the April 28 Council agenda.
PC 2001 -07 Town Crossing /Rezoning ` " B " to "88-1 "-this property is located on the southwest
comer of Cannonball Trail and Route 34. This item is to be placed on the April 26 council
agenda.
PC 2000.24 Oox Mill Landing -There are still questions to be resolved. The petitioners and the
Burds will meet with Atty. Kramer to resolve all the outstanding questions. If the appropriate
documents have been signed prior to April 26, this item will be placed on the Council agenda for
vote. It the documents have not been signed, it will be placed on the May 10 council agenda.
R -1 Zoning Modifications for Well and /or Septic -If a lot size is 18,600 sq. feet or larger they
may contain either well or septic, but not both. If the lot is within a subdivision, all the lots of the
particular subdivision must be set up the same. This item to be placed on the April 26 council
agenda.
06/01- 04130/2001 MPT Maintenance Resolution -This is a standard resolution that will allow
Public Works to purchase signs, salt, etc. for the upcoming fiscal year. This item to be placed on
the April 26 council agenda.
2001 -2001 budget -State taxes needed modification. This item is to be placed on the April 26
council agenda.
Vacate Blackhawk Trail -This item Is ready for April 26 council agenda.
Results of Bid Opening - Asphalt Surface -There was only one bid submitted from Bocker
Maintenance. The bid was a total of $24,613.00. This item is to be placed on the April 26
council agenda.
.lob descriptions: public Works, Parks & Recreation, City Administrator - Copies of the job
descriptions have been distributed. They have been reviewed at Public Works and at
Administration. There were some Issues from the Labor attomey that needed to be reviewed. It
was suggested that the Director of Public Works and the City Administrator job descriptions be
placed on the April 26 council agenda.

Military Service Credit -This would allow for persons serving in the military to accept 2 years of
work service. There are three City employees that would be able to take advantage of this
program. Where is a cost to the City of $41,578.60. Each of the three City employees would also
contribute funds to this program, in order to receive benefits. There are additional questions that
need answering. This item will be placed on the May 3 COW agenda.
The January and February police Reports will be placed on the April 2e council agenda for
approval.
Mechanical Braking Device -The language "jake braking" has been removed from the ordinance
and has been replaced with mechanical braking device. Alderman Sticka has additional
information that will be passed on to Atty. (framer for viewing. This item will be placed on the
May 8 COW agenda.
Massage Parlor /Establishment Ordinance Amendment -The language of "parlor" has been
removed and replaced with "establishment'. It is also necessary to look at the zoning. It is
currently restricted to V-1 If this business is to be placed within hair salons, the zoning will
need to be reviewed. This item to be placed on the April 25 council agenda.
Community Liaison program this is an informational update and allows for the procedure and
program to be identified.
PD Tactical Equipment -New rifles are being reviewed. This would allow the City to trade in the j
old equipment and purchase new updated equipment. A resolution Is needed subject to the
passing of the budget. This item to be placed on the April 20 council agenda.
Active Shooter Policy and Procedure -The Active Shooter Policy and Procedure sets in lace a

rapid deployment response. The wait and see is no longer an option for response. This is a
program that is being implemented nationwide. It will allow law enforcement to go into the scene
and to start securing it immediately. Officer Schwartzkopf is a licensed instructor and has
already begun training others, which include the local fire and ambulance squads. A resolution
to accept this policy and procedure is to be placed on the April 2e council agenda.
Farnsworth House -The City has been asked to support a request for the State to purchase this
property for tourism. This item is to be placed on the April 26 council agenda.
Additional Business:
A notation was made that the northern portion of the High School is not within the City Limits.
The School Board is receptive to the property being annexed. A survey has been ordered for the
property.
A press release (See attached) was distributed from the Yorkville Community Unit School District
#115 with regards to a rumored threat, that is said to happen on April 20.
Walgreens property have worked out the water retention issue and are working on an easement
with Wholesale Tire. Menards should be breaking ground with In the first couple weeks in May.
tucker has closed on all the required property.
Bids are being accepted for a new copier in the City offices.

PUBLIC HEARING: TAX INCREMENT FINANCING (TIFYFOX
INDUSTRIAL PARK.
A motion was made by Alderman Sticka to enter into Public Hearing for discussion on Tax
Increment Financing /Fox Industrial Park. The motion was seconded by Alderman Kot.

Alderman Munns arrived at 7:30 PM.
Discussion was held on the December feasibility study made for the Tax Increment Financing
(TIF) District. The study included names of businesses that were interested in the TIF project.
These names were submitted to the City. Notices were sent to all businesses within the TIF
district. There is specific criteria that must be met on both improved property and vacant
property. Both the improved property and the vacant property in the selected TIF district
qualified. The estimated TIF budget is $825,000.00. $700,000 for streets and utility upgrades,
with the remaining being placed for business appropriation.
The floor was then opened for Public Comment.
Jeff Baker, Old Coach Works: "What can we expect to get out of it ?"
City Administrator Nanninga and City Engineer Wywrot explained that there would be resurfacing
of the streets, overlay to Badger, curb drains, storm sewer.
Don Duffy, President of the Yorkville Chamber of Commerce: Read a letter composed from the
Chamber of Commerce commending the City of Yorkville for their work to provide this service to
the local business so that improvements could be made without adding to the burden to the
City's taxpayers. (See Attached)
Don Duffy, Team Eagle Packaging: Has had his business in the Industrial Parts since 1886.
Feels that the TIF proposal is modest, but is very happy to see that the City is getting involved.
Scott Haus, GA Haus: Stated that his business Is growing and doing very well. He is currently
looking to add on 10,000 to 15,000 sq. ft. with possibly another 10,000 within the next 3 years
and is planning to add 27 employees. He is waiting for progress.
Alderman thanked Kathleen for her presentation at the IML conference. She also wished to
thank the local businesses for sticking around and not leaving.
Mayor Prochaska also thanked the local business for supporting their community. Mayor
Prochaska is also very happy with the TIF program, because it will allow assistance to the City
without adding additional tax burden.

Dear Mr. Mayor and City Council Members,
The Yorkville Chamber of Commerce supports the approval of the Tax Increment
Financing Redevelopment Project.
It is the belief of the Board that this Plan represents the best available method of
financing the needed improvements with the least burden to the City's taxpayers.
The current commercial residents of this section of the City have been providing
employment opportunities and sales and property tax revenues for some time while being
patient about road and sewer conditions regarded as substandard.
The Mayor and City Council should be commended for using this creative tool to
provide the City and the commercial property owners a chance to project a professional
image once again.

From: Yorkville Community Unit School District #115 Administration
Where have been several rumors and much media attention concerning 'Friday,
April 2&, the anniversary of the Columbine, Colorado tragedy. We are alerting parents
to an ongoing investigation in reference to a rumored threat that is scheduled to occur on
April 20, 2001 at the Yorkville High School. This alert is to notify parents that the
Yorkville Community Unit School District #115 officials, in cooperation with local law
enforcement agencies, have taken what we consider to be precautionary and reasonable
action to safeguard our students. School will be open tomorrow for all grades K -12 in the
Yorkville School System. However, the decision to send your -son or daughter to school
will be a parental decision. The school crisis training the police and school personnel
received has provided us with a plan to address this type of situation to provide a safe
environment for our students to attend school tomorrow.
