COW Minutes 2001 02-01-01 CITY OF YORKVILLE
COMMITTEE OF THE WHOLE
FEBRUARY 1, 2001
MEMBERS PRESENT: Art Prochaska, Paul James, Richard Sticka, Larry Kot, Rose Ann
Spears, Mike Anderson, Marty Munns, Robert Allen, Tony Graff, Dean Kleronamos, Jim
Nanninga, Cindy Green.
Guests: Sue Swithin, Susan Senderak, Lynn Dubajic, Kathy Farren, Jennifer Wintermote.
Recreation Dept. Presentation /5 Year Progress Report-Sue Swithin, Director of Recreation,
was in attendance to present a progress report on the last 5 years accomplishments. Ms. $within
stated that their mission was to enhance the image of the community. Her presentation showed
those present, what it takes in man hours to get an individual program set up, Her presentation
also showed that the Individuals attending classes and programs has increased greatly. She has
access to many facilities both indoor and out. All of these facilities are her responsibility to keep
in good condition. She has approximately 40 volunteers that help her as instructors. She is
reviewing her department and looking to see what needs to be developed for the future, to keep
the program fresh and growing. She will also be looking for expansion with growth. There was
additional discussion on the growing concerns of the City Pool. Susan Senderak was present as
a concerned citizen. Ms. Senderak made a statement that although a new state of the art pool
would be a major endeavor, but would enhance the town's image and the surrounding property
values. Ms. Senderak's entire statement is attached.
R -1 Zoning Modifications was tabled to the February 15 COW meeting. This Issue will be
presented at the February 14 Plan Commission meeting.
Phase Waterworks Improvement-An update was given that a possible location has been found
for the new North Side Water Tower. This will be presented at the next Public Works meeting.
Proposed Noise Ordinance -This ordinance is being looked at to set up a guideline for the loud,
private parties. The usage of noisy power tools and construction equipment will be exempt from
this ordinance, It will also exempt Community events, such as the Riverfront Festival, Music
Under the Stars, etc. It will set a policy for the usage of permits and will also set procedures for
the abuse of this ordinance. Procedures need to be created. This issue will return to the
February 15 COW meeting. Additional verbiage needs to be clarified that would relate to
violations,
The December Police Report will be placed on the February 8 council agenda for approval.
Domestic Violence Protocol and Supplementary Procedure This Protocol Draft and
Supplementary Procedure will be set in place and will allow for police officers guidelines in a
domestic violence incident. A resolution is needed for the City to accept these procedures. This
item will be placed on the February 8 council agenda.
Tobacco and Liquor Enforcement Policy and Procedure -There is some verbiage that needs
to be cleaned up. The verbiage only listed package liquors establishments and will be changed
to include Restaurants and Bars. This item to be placed on the February 8 council agenda.
Request to purchase replacement Police Vehicle -Two and possibly 3 vehicles are placed in
the 2001 -2002 budget. There are currently two vehicles that need extensive repair. One needs

transmission repair that would cost approx. $1,800. This vehicle has well over 100,000 miles.
The vehicle currently being used for K -9 is also in need of repairs. A consensus was taken of the
alderman present. It was the consensus to go ahead and hold a car to be purchased on the 2001
budget. This item is to be placed on the February 8 council agenda.
Public Safety Easement request for Weather Warning System -At present time all of the
locations being looked at for Weather Warning sites are City or County properties. Once the
sites are firm, a map of the locations will be brought to COW. This item to be placed on the
February 15 COW agenda.
Resolution in support of a Safer Dam Structure and not removal of Glen Palmer Dam.
There was much discussion held on where the "safe area" would be located or defined. It was
stated that this is something that is decided on by the Department of Natural Resources and not
by the City. It was stressed that a minimal distance, but SAFE distance be defined. With the
safe distance defined it would allow for Yorkville Police Officers to enforce this area. Mayor
Prochaska was authorized to send a letter to the DNR regarding the placement of warnings for a
safe zone and also the suggestion of the placement of a boat launch a safe distance from the
dam upstream.
Additional Business:
Riverfront meeting will be held on February S.
It was noted that with the Immediate Care facility on Countryside Parkway, that there is
additional traffic. It was suggested that maybe "cross traffic does not stop" be placed at the
intersection of Countryside and Center Parkways. Mention was also made with regards to
making the intersection a 4 -Way stop.
Johanna Byrahm has been re- appointed to the Yorkville Facade Program. Additional members
are needed.
Scott Greiter will be replacing Marty Munns on the Zoning Board of Appeals.

I'm here to represent myself as well as my neighbors
here in Yorkville. We are aware that the outdoor
YMCA pool will possibly be open for only 1 more
summer, and are asking the city to strongly consider
a new outdoor pool to replace it.
During the summer months, especially during the
peak hours of the day, the pool becomes almost a
necessity for families to exercise, enjoy social
interaction with our friends, and to get some relief
from the heat.
We realize this would be a major endeavor, but a
modern, state -of- the -art swimming pool facility is
now the standard for a community of our type and
size. It not only enhances a town's image and
property values, it attracts Q uality new residents.
It also instills a sense of community, gives people of
all ages something fun to do, and can provide
summer jobs for our youth.
Please accept this petition. We will anxiously await
your answer.
