Note: This meeting was held in accordance with Public Act 101-0640 and Gubernatorial
Disaster Proclamation issued by Governor Pritzker pursuant to the powers vested in the
Governor under the Illinois Emergency Management Agency Act. Due to the ongoing
Covid-19 pandemic, The United City of Yorkville is encouraging social distancing by
allowing remote attendance at the Public Safety Committee meeting.

The meeting was called to order at 6:00pm by Chairman Dan Transier and he announced
those who were present.

Minutes for Correction/Approval: November 18, 2021
The minutes were approved as presented.
Chairman Transier asked to amend the agenda by moving Old Business--Body Cameras,
prior to the New Business items.
Old Business: (out of sequence)
1. PS 2021-25 Body Cameras
Chief Jensen recapped discussions from the last meeting regarding body cameras and
possible funding grants. He was also trying to obtain answers for questions the
committee had at that meeting.

Deputy Mikolasek provided an updated quote for 33 cameras vs. 25, which would
provide a camera for each sworn officer. Each camera would have their own charger and
a license is needed for each body camera as well as the in-car camera. Since the last
meeting, the prices have increased for some of the equipment.
Mr. Mikolasek also discussed the amount of time staff spends on burning CD and DVD's
for court. Several hours are spent for this process each year and there are additional costs
for the equipment. Chairman Transier said most departments are going to on-line
evidence sharing.
The Deputy Chief also shared information regarding the capabilities of flagging body
camera footage for questionable incidents, FOIA requests for camera footage and
redaction of information. He also answered some questions from the last meeting
including equipment impact-resistance, fogging, water resistance, etc. Damaged
cameras would be replaced at no charge. Off-site storage would be needed for video
back-up, but cloud storage is limitless.
Deputy Chief Mikolasek's recommendation was the leasing option with a cloud-based
solution for judicial sharing and he also recommended that all equipment be from the
same vendor. The lease cost is $147,970. He said Oswego PD is doing the same leasing
program.
Chief Jensen offered a few additional comments. He said there is currently $50,000 in
the budget that can be used for this equipment. He also recommended the lease program
and he hopes to implement it very soon. He said the first year cost would be about
$39,000 with a certain amount each year thereafter for a total of $147,970. He said the
department prefers WatchGuard since it interfaces with the car units.
Alderman Soling asked how long it would be to receive an upgrade. After the third year,
all new cameras will be received with upgraded technology. If the lease is signed again
after 5 years, new cameras would be received again.
Chairman Transier said he is familiar with Watchguard, saying it is user-friendly and is
the way of the future for evidence. This item will move forward to the Council for
discussion and a vote.
New Business:
1. PS 2022-01 Monthly Report Review for October and November 2021
Chief Jensen reported on the October overtime hours, crashes, Part I and II crimes,
training and calls for service. He noted gas costs have increased.
In November, he reported on the same categories and also mentioned some community
relations events and department promotions. He said gas costs increased $2,200 over
November 2021, but there was a decrease in gallons.

The Chief said many of the cases involved impounded vehicles, garbage complaints,
cannabis violations and dog citations. This is informational.
3. PS 2022-03 2022 Annual Department Goals
Chief Jensen said the department wants to identify goals beyond the usual goals, for
making the city better and safer. They will hold each other accountable for actions,
focus on interacting with the public--making decisions with excellence and measure for
success. They will look at complaints against the department and investigate them. They
will fully analyze all “use of force” incidents and ask the question “did we do the right
thing?” Social media outlets will be monitored daily to determine correctness of
information being shared. Another area of focus will be resolving situations that have
become stressful for officers. The department will be cognizant of the kind of legacy
they wish to leave as a department and as individuals.

Background
The new monthly report has been designed to provide necessary feedback to the board and
community regarding crime, traffic and community policing efforts of the police department. This
document is easy to understand, provides a multitude of data and is comparative in nature to the
previous month and year. This report will be disseminated to the entire board and city staff on a
monthly basis and will be made available to the public on-line.

Community Information We want to take a moment to acknowledge one of our officers who just achieved an amazing accomplishment. Officer Ryan Goldsmith is in the middle of his third school year as a School Resource Officer at Yorkville High School. Over the past two years he has also been working toward his master’s degree in Public Administration. Today Ryan accomplished one of his goals and received his diploma from Aurora University. We are proud of you Ryan! Officer Goldsmith is pictured below with his wife Kelly.
Last evening Officer Tyler Lobdell had his public swearing in at the City Council meeting. Pictured below is Mayor Purcell swearing in Officer Lobdell. Officer Lobdell was joined by his wife, daughter and extended family.
This afternoon Officer Kevin Warren graduated from the Police Training Institute at the University of Illinois. He is now in the beginning of his 17-week field training program. If you see him, please welcome Officer Warren to our community. We wish him a safe and rewarding career in Yorkville!
Lost Dogs Posted (12/25/21): This friendly guy was found near Circle Center Grade School. He’s safe and sound at the Kendall County Animal Shelter. Please spread the word, let’s get him home for Christmas night. Thanks!

Traffic Crash (Posted 12/2/21): The roadway has been cleared. Thanks for your patience and have a great day. Yorkville PD is on the scene of a property damage traffic crash in the area of Route 47 and Appletree Ct. Traffic will be slowed for approximately 20 minutes until vehicles can be removed.
School Threats (Posted 12/2/21): After the conclusion of school this afternoon (Dec. 2nd, 2021) Yorkville CUSD 115 administrators and the Yorkville Police Department were made aware of a specific threat that had been made by a student to do harm on the Yorkville High School campus. An investigation immediately began. The Yorkville Police Department located the student and conducted an investigation. The student was subsequently charged with felony disorderly conduct. The student was taken into custody and transported to the Juvenile Justice Center in St. Charles, IL. This is believed to be an isolated incident and there is no longer a known threat. However, the Yorkville Police Department and Y115 Security Teams will have a visible presence at YHS tomorrow. We would like to thank the concerned individuals who came forward and reported this incident. This release prepared jointly by Yorkville Police Department and Yorkville CUSD 115.
Yorkville Intermediate School (Posted 12/8/21): Last night SRO Goldsmith visited with students at Yorkville Intermediate School's after school program, and participated in great conversation, ornament making, and dodgeball. The excitement that these students displayed "filled his bucket" with joy!
Weather Watch (Posted 12/15/21): Damaging winds are expected between 6PM this evening and 9AM Thursday with peak winds from 8PM to 3AM. Highest damage threat generally north of I-80. According to the National Weather Service Kendall County is in the ban of 60mph winds. Be prepared for power outages as strong winds can knock out power. While driving keep your distance from high profile vehicles. Please be sure to tie down your outside items (i.e. grills, furniture, etc.) Continue to monitor weather reports throughout the day for any updates. Community Post Cedarhurst (Posted 12/24/21): Officer Meyer had the privilege of visiting with our Cedarhurst residents today. He was schooled on bingo by the professionals! Better luck next time Officer Meyer! We enjoyed our time and wish everyone a safe and happy holiday!
Community Post American Legion (Posted 12/24/21): THANK YOU to the Yorkville American Legion Post 489 for thinking of our officers serving this holiday weekend. We will be well fed before Santa arrives!
Merry Christmas (Posted 12/24/21): Our night shift had a special visitor, Santa. Santa wanted to make sure that his naughty and nice list matched ours. We also completed a safety inspection of his sleigh. This was mainly so the officers had a chance to meet Rudolph and his reindeer. Santa said there are still a few excited children that need to put out cookies and milk before he can start delivering in Yorkville. See you soon Santa. Merry Christmas from YPD.

Community Information
The Yorkville Police Department and the Kendall County Sheriff's Office would like to invite
you to donate blood at our blood drive. Due to Covid guidelines we ask that you please
schedule an appointment. We look forward to the public joining us in this effort February
2nd.
Criminal Trespass to Residence Press Release 1/8/22:
On Saturday, January 8th, 2022 at approximately 12:17am, Yorkville Police were dispatched to
an address in the 100 block of East Schoolhouse Road (Rt. 126) regarding the report of a burglary
and criminal trespass to residence. Officers were able to gather the following information upon
their arrival. Forced entry was made to a residence while the victim was inside. Three unknown
males entered the residence and upon being confronted by th e victim, the three male subjects
fled. Nothing was taken from the residence and the victim was not harmed. It is believed that the
subjects concealed their faces and were all wearing dark clothing. The three subjects are believed
to have run south of the residence to a parked vehicle on Colonial Parkway. Yorkville Police are
continuing to investigate this incident and ask any possible witnesses or those in the area with
exterior cameras to contact us at 630-553-4343.
Indecent Solicitation of a Child 1/28/22: On January 26, 2022, at approximately 3:40pm, the
Yorkville Police Department and Kendall County Cooperative Police Assistance Team (KCPAT)
assisted the Fairbury Police Department and Pontiac Police Department with the arrest of Steven
Landrum (26 years of age) of the 1500 block of Cottonwood Trail, Yorkville. Landrum was taken
into custody at a business in the 1500 block of Sycamore Road, where he made arrangements to
meet a child. He has been charged with three counts of indecent solicitation of a child / criminal
sexual abuse, three counts of indecent solicitation of a child via the internet and two counts of
solicitation to meet a child. Landrum was extradited by police to Livingston County, Illinois where
charges have been filed. Additional local charges are pending at this time.
Charges are not proof of guilt. The defendant listed in this release is presumed innocent and is
entitled to a fair trial, at which it is the burden of the State to prove guilt beyond a reasonable
doubt.
This morning an aspiring Police Officer came by to see Chief Jensen and YPD! This little one
melted many hearts as she was sure to give big hugs to our staff.#futurepoliceofficer
Sergeant Nelson had the pleasure of meeting this officer in training. He said that he has
been writing his mom tickets all day!

Winter Storm 1/1/22: With the winter storm starting we ask that you please assist us in a
proactive way and begin moving your vehicles off the streets into your garage or driveway. We
anticipate the snow to start rapidly falling this afternoon. This afternoon we anticipate the
parking ban going into effect. Please see the updated weather model.
Winter Storm 1/5/22: Please plan for today’s travel. Please give
yourself additional time to get to your location and increase your following distance. Drive safe!
Significant blowing and drifting snow is expected particularly in the areas in red on the map,
where there could be localized near white out ground blizzard conditions in open areas. Travel
will be hazardous today, particularly in open and rural areas. #ilwx #inwx
Structure Fire 1/5/22: At approximately 4:45pm Yorkville Police responded to the 200 block of
Georgeanna St. to assist Kendall County Sheriff's Office with the report of a structure fire. During
the course of this call there were several agencies on scene. At this time fire personnel remain
on scene.
Winter Weather Advisory 1/8/22: We are cautioning everyone to drive slowly and allow for
plenty of stopping distance this evening. The winter weather has caused roadway conditions to
become very slick. City salt trucks are currently dispatched. Please drive carefully and have a safe
night.
Roadway Closure 1/14/22: ***TRAFFIC ALERT***
Due to the removal of a large tree, Kennedy Rd. will be closed this morning from 9:00-9:30am
between Freedom Pl. and Mill Rd. Thank you and have a safe start to the weekend!
Winter Storm 1/22/22: Starting shortly through the early morning hours we anticipate having
measurable snowfall. Please be careful during your travels. Also, if we reach two inches of
snowfall our on-street parking ban will go into effect. According to this model we may reach that
total in the middle of the night.
Winter Storm Parking Ban 1/23/22: As of 3:45 A.M. Yorkville has received 2" of snowfall and the
parking ban has been enacted. Vehicles are not to b e parked on city streets until 24 hours after
the snowfall has stopped. Please assist our city plows by having your vehicles removed from the
roadway. We will post an update once the ban has been lifted. Thank you and be safe!

DETECTIVE SQUAD HIGHLIGHTS
Between 13 January 2022 and 26 January 2022, detectives from the Yorkville Police Department
charged Nestor Fierro (age 28, El Paso, TX), Jacob M. Saubert (age 27, Plano, IL) and Jose M.
Aguirre-Garcia (age 24, Aurora, IL) with seven felonies each as the result of a fight that took place
on the 200 block of South Bridge Street on 9 October 2021. Saubert and Aguirre-Garcia were
initially charged with misdemeanor battery however further investigation warranted the upgrade
in charges. Saubert, Fierro and Aguirre-Garcia have each been charged with five counts
Aggravated Battery and two counts of Mob Action as a result of the follow up investigation.
On January 26, 2022 at approximately 3:40pm, the Detective Squad assisted the Fairbury Police
Department and Pontiac Police Department with the arrest of Steven Landrum (26 years of age)
of the 1500 block of Cottonwood Trail, Yorkville. Landrum was taken into custody at a business
in the 1500 block of Sycamore Road, where he made arrangements to meet a child. He has been
charged with three counts of indecent solicitation of a child / criminal sexual abuse, three counts
of indecent solicitation of a child via the internet and two counts of solicitation to meet a child.
Landrum was extradited by police to Livingston County, Illinois where charges have been filed.
Detectives are currently seeking local charges at this time.

Staff is seeking approval to purchase and outfit three (3) 2022 AWD Ford Explorer Police Interceptors
SUV Vehicles in the amount not to exceed $180,000.
Background
Staff is requesting approval to order three (3) SUV patrol vehicles utilizing the State of Illinois contract
from Morrow Brothers Ford in Greenfield, Illinois. These patrol vehicles will supplement our frontline
patrol vehicles. Upon receiving these vehicles, they will replace three units currently in the fleet that have
met the replacement evaluation criteria. Due to the lead time in receiving these vehicles, estimated 40
weeks when vehicle is in stock, the City will not take ownership or be invoiced until FY23. Any remaining
funds will be carried over for unexpected equipment replacement costs or accumulate over fiscal years to
purchase an additional vehicle.
While patrol sedans are currently available, both Ford and Chevrolet are discontinuing the manufacturing
of sedans. Because of this we are requesting to move our fleet to SUV type vehicles which will allow us
to continue the practice of re-using equipment when older vehicles are rotated out of the fleet.
Purchasing an SUV for patrol a patrol vehicle offers many advantages for the department. The winter
months are harsh and having an all-wheel drive vehicle will allow for safer roadway travel during
inclement weather. Added interior room in the vehicles will allow for staff comfort as well as storing the
necessary equipment (i.e. rifles, shotguns, ballistic shields, helmet, etc.).
Currently, Morrow Brothers Ford in Greenfield, Illinois holds the state bid for the police fleet SUV vehicle
purchases. See the attached vehicle specifications and pricing form (Exhibit A) for vehicle equipment and
pricing. Below is a breakdown of the cost of a new patrol SUV which includes additional equipment and
installation.
Morrow Brothers Vehicle Base Cost $104,280 (approximate $34,760 vehicle cost with
registration)
Other Vendors Additional Equipment Costs $75,720 (approximate equipment cost)
Total Squad Cost not to exceed $180,000
***Included in the vehicle cost, as noted above, is interior lighting. Morrow Brothers Ford has begun to
offer certain interior lighting packages that are installed in the vehicle upon delivery. We have compared
the cost of purchasing and installing through a third party and have found that it is more cost efficient to
include these items in the initial vehicle purchase.
