Discussion:
1.) Arthur Sheridan Annexation & Rezoning - This is really an
Economic Development issue. Prochaska has talked with Kramer.
Prochaska is concerned with the sewer. Possible running it to
the opposite side of creek, off site. If possible they will
not do this. They are putting in a City improvement. With
F.E. Wheaton, five years worth of taxes were rebated and then
some other things were rebated until they were paid for.
Sheridan would like things to be specific so.there are no
questions. One option on the sewer is only doing what they
have to do and limiting the pay back to 10 years. Another
option is to wait until Fox Hill goes as far as they are going
to go with a 10 year limit or they can do it all with no limit
on the recapture. Sheridan does not feel that there will be
any more traffic than normal. Prochaska feels he will have to
cater to the residents in the area because he does not feel
there is enough traffic. A lot of people probably will not get
off Route 34. We are looking at the draft dated January 12,
1999. Sheridan has no great objection to its subject to the
additions that need to be added. He does have objections to
the landscaping. He objects to B and C of number one and the
hedging portion material. Sheridan has suggested a low berm.
He does not want to have to maintain a hedge. He does not want
trees along Route 34 at all because he does not want to hide
the business. Agreed on number three. Number four want a 30
foot set back with a three foot berm. Comprehensive Plan shows
a five berm with a 40 foot set back. A rolling berm is slopped
so it is maintainable. Sheridan has no problems with
evergreens or trees alternated 25 feet apart. Prochaska would
like comment from Mike. Number five, parking. not

twice. Wywrot has estimated the amounts to extend the water
and sewer. Richard LaBarge would like a copy of the draft
dated 1/12/99. We need to ok and vote to annex and then Plano
will have to de- annex. Public hearing is scheduled for January
14. voting will be on January 26. Mike feels the trees will
work. Sticka feel the trees will work better than a hedge.
Mike does not agree with the berm. Kramer does not think a
double row of trees was discussed with Mike. City Council will
make the decision. Number two offers a berm or a hedge_
LaBarge is objective, but he would like to be allowed to hook
up to City water and sewer, maybe expedite a little quicker.
Berms probably make it look more pleasant. LaBarge would like
to keep his fence for a while. We do not really know how
things along Route 34 are going to develop. Most everything
along Route 34 is commercial. We do try to notify everyone
within 500 feet. Shade trees along Route 34. Prochaska does
not see any of the other business with shade trees. None of
the other gas stations have trees. Number seven Screen and
Buffer, Kramer plans on adding list from Mike Sharppe. Sign
standard needs to be followed. Take to City Council for first
reading and public hearing.
2.) City's Life Insurance - This is in comparison to the life
insurance we have now. This usually goes hand in hand with the
health insurance. With NYL care the employee is offered
$20,000. McCabees is a split. Blue Cross Blue Shield did not
offer the life insurance at a competitive price. isNYLpayroll
extended. McCabees is a voluntary program.

are determined by age. Guarantee issue is only available at
entry. if someone decided to join at a later time there may be
health questions. The employee can keep this insurance if they
were to change jobs as long as they continue to pay the
premiums. McCabees has an A rating. This is a term policy
only. You do pay more for the guarantee $100,000 issue. This
is only plan Englehardt is aware of with the guarantee issue.
Everyone else comes with questions and possible physicals. It
is better than what we have now. Employees have to pay for
anything above $20,000. We could present it to the employees
and let them decide if they want to take it or not. Take to
COW.

4.) IML - State of Illinois Gift Ban Act - This basically states

that you can not accept gifts from just about anybody. Limit
on acceptable gifts are $25 per item and the limit per year is
$100. You can accept an expensive gift as long as you donate
the gift or the value of the gift to another charity. Nanninga
wants to contact the Illinois Municipal League for a sample
ordinance. This is being mandated by the State.
5.} Additional Business - Policy on Petty Cash Expenditures - We
would like to increase the petty cash from $200 to $300. This
takes council approval.
Wheeler - We need a letter from them stating that we should not
have any Y2K problems with new equipment and software. Parks
and Library are using someone else. Prochaska thinks it is a
local person. Ken Henning is his name. Maybe we should give
him a call.
