Committee Minutes - Special Administration

Nanninga distributed the memo explaining the options for the Municipal Building.
Burd questioned traffic at the proposed building site.
Nanninga & Prochaska stated it is good for the Police.
Burd questioned the Community /Teen Center. The proposed new building is planned for a
Community /Teen Center.
Kramer stated that a 2/3 vote is needed since the bid changed some specifications. Accept
$1,800,000 bid first - conditional upon change order.
Spang gave a grant update from the Park Service.
1. Hastert does have the $1,500,000
2. No grant written and it just sits waiting for use, application and plan.
j 3. It appears "no strings" attached but not really sure.
Prochaska would like to see them investigate other uses.
Spears reminded them of the Sandwich Opera House and the good restoration job there.
Burd stated it is good to be close to downtown for business.
Prochaska & Sticka disagree that the closeness helps.
Discussion was held about Parkside. The City not take it for $1.
Graff feels very strongly that the Police not go to the Courthouse.
Burd questioned the need for Police and Administration being together. Is it critical?
Graff stated it's not critical but is better for sharing and citizen convenience.
Anderson stated that from his prior experience the Courthouse would not work for a Police
Department.
Kramer suggested we rent and make a profit.
Spang asked Anderson why it wouldn't work for the Police?
Anderson stated there is no room for expansion or future look up facility.
Johnson stated that we need space for Administration now (even interim).
Burd stated that if the City would take the old Courthouse (even if not for City Hall use) it may
affect her vote.
Anderson asked what are the standards for Historical classification. Keep outside.
Chairman Sticka stated that this issue will be discussed at the the next Committee of the Whole.
