Discussion:
1.) Cable TV Agreement - This is not a critical item. Nanninga is
on vacation. Wywrot filling for him. We do not know if legal
has looked at this or not. Nanninga is not concerned with the
text but he wanted everyone to start think about what we would
or could negotiate. Jones Intercable was just bought out by
someone else. Spang suggest reducing the agreement to five
years. We collect a franchise fee. Spang thinks that we
should look at the revenue that is generated. Jones
understands the agreement to be non - exclusive. We should talk
to the service provider for more updated equipment. Have legal,
review agreement. Bring back to the July meeting.
2.) Commonwealth Edison Tax Rates - We received letters from ComEd.
This is dealing with the State law. We will have to base the
taxes on usage or on classes. This needs to be in place by
August 1, when the new ComEd rates go into effect. At this
time it is only dealing with the electric. We need to adopt an
ordinance that ComEd will go with. There are 10 classes.
Nanninga recommends that we use the proportional route because
that is the most fair. You pay for what you use. Figures are
based on kilowatts. We are not home based so we can collect a
tax. This may not apply to utilities. This is a State thing
but we will not be going over five percent- Mayor Johnson
asked to have this moved along. Scheffrahn suggest passing the
rate before August 1 because otherwise we are going to have a
decrease in revenue. It will be easier passing as is and
adjusting at a later time. This is listed as an electricity
infostructure maintenance fee. Jones thinks that we need some
time to review this. Sticka reminded everyone that August 1 is
only six to seven weeks away. The City currently receives
$32,000 worth of free electricity. We will have to give this
up if we continue to charge the same tax amounts. It would
make sense to give this up and take the higher amount because
of our growth. spang thinks that maybe we should pass prior to
August 1 but make it effective September or October of 1999.
Now we are going to have to come up with $32,000 more in
revenue to cover the electricity bills. Maybe we need to ask
for clarification. Try to get someone from ComEd and Dan to
come to COW on 6/18.

4.) Telecommunications Tower Ordinance - At the last meeting we had
several questions. we want to get this ordinance in place
before someone comes to the City and wants a tower site. At
the current time we would not be able to charge any fees.

5.) Engineering Tech Position - We currently have One job
description for one person. Most municipalities has one as an
entry level and then one more detailed description for a higher
up position. Wywrot would like to recommend moving Dhuse up.
He does have a degree, he grew up in this area and he is a good
employee. He is making $30,000 per year. He does get paid
overtime, but he doesn't work such overtime. wywrot did a
salary survey and we under pay. All the positions in other
communities pay overtime also. It is very difficult to find
and keep good engineers. Wywort would like to have a second
position with a higher salary range. Scheffrahn suggest
setting the job description and then wait until later in the
year to possibly promote. The job description would be for a
Senior Engineering Technician with an increase to $33,000 with
a cap at $44,000. wywrot feels it is very important to give
merit increases. We need to seriously look at our pay
structure. our environment is unique. Do we want to deal with
employee turnover or do we want to work on our pay scale?
Prochaska thought someone was work on the pay scale. Do we
want to create two job descriptions? Do we want to move Dhuse
up? We are probably two years away from hiring a second
person. Prochaska thinks we need a range with a minimum of a
cost of living raise yearly. Right now the position only
offers a cost of living increase. There is not a merit
increase. So where is the motivation to do better or learn
more? Merit increases should be for everyone. There are

employees that only do what they need to do to get by.
should be a high and low end of a pay scale, but we should do
this with all the employees. We need to identify all the jobs
with a job description. wywrot is looking at two new job
descriptions. one new and one to replace existing. We need to
set a range on all positions. Need to talk with Nanninga to
find out if we can increase pay on merit. There needs to be
some type of grading scale to qualify for the increase.

(.) Codification Update - There are three issues- City passed two
ordinances with Boca and Coda Codes. There are a few minor
changes. Nanainga knows the details and we will have to amend
the ordinances.
7.) Pre -Paid Legal Services - Pre -paid Legal is a 26 year old
company. They provide group insurance to employees, much like
a health insurance plan. They are not asking the City to
include this as a benefit; just as an option to the employees.
Some of the things that are offered include unlimited free
phone calls, document reviews, up to 10 pages, for buying a
home or leasing a car. A will is covered with membership.
Motor legal services, there is a 15 day waiting period for
this. Cover things like a traffic ticket, an attorney will
attend court for /with you to try to keep the ticket off your
record. Major legal are things like accidents, covers criminal
law suits and vehicular homicide. They will provide legal
defense. They will cover up to two and one half hours of time
in a minor fender bender type situation. This does not include
any drug or alcohol related incidents- Other legal can be
handled at a discounted rate of $115 per hour. Kendall County
has signed on with this program. This should be offered to
everyone within the municipality. We need to have five people
to make a group. If we sign on the $10 enrollment fee will be
waived. They only use A and B rated law firms. Closings on a
home are not covered as far as having an attorney present. But
the will review the documents (up to 10 pages) free of charge.
Memberships are month to month. They encourage either a
payroll deduction or they deduct from a back account directly.
They do not send out monthly billings to keep their cost down.
We need to talk with Mayor Johnson and Nannina. We will check
references and get back to him. Cost to the employee is right
about $14.00 per month.
