Admin Committee Minutes 1998 05-20-98 Special Meeting UNITED CITY OF YORKVILLE SPECIAL ADMMSTRATI0N MEETING May 20, 1998 Meeting Location: City Conference Room Time Convened: 3:35 p.m. Time Adjourned: 4:27 p.m. Attendees: Jim Nanninga Richard Sticka Jeff Spang Tony Graff Richard summarized the purpose of the meeting, to decide on their recommendation for an insurance broker to present to the City Council at the Committee of the Whole. Richard summarized his feelings on each of the brokers. He would go with Mike Englehardt. He felt Denny DeJesu wouldn't provide the support we were looking for in a broker. Jack Magnuson doesn't specialize in group health care, but in property - casualty insurance. Butch Konicek and Mike Englehardt both specialize in group health insurance and are close. Jim stated the references that he checked were more passionate about Mike Englehardt. All of his customers said they were very happy with him and his services. Butch's references referred more to the agency than to him specifically. Jeff stated he felt more comfortable with Butch than with Mike. He stated the material Mike gave out says his firm specializes in property - casualty and only provide health care insurance. There are only slight differences between Mike and Butch. But Jeff feels there is some level of comfort with Butch with the employees because some of them know him. Both can provide the same product. References with both were good. Mike was the most professional. Jeff stated he leans towards Butch only because of employee comfort with him. Which guy do you want to give your money to? Richard leans towards Mike over Butch. Jeff would like to see proposals from both and then decide. Jim stated that 4- Discussed the plans suggested to look at by Butch and Mike. Jim suggested employee meetings before signing for a specific plan. Jeff stated we should get a proposal on a specific plan from each one of them. Jim stated that each one can offer the same plans and prices. BOBS can't offer two different rates on the same plan and group to two different brokers. Jeff reiterated that Butch seems to have a level of comfort with the employees. Jim feels that some of the Public Works guys will probably know Mike Eglehardt too, as they both were in the same class at Yorkville High with a number of our employees. The broker chosen will be responsive to Kim if there are problems. Tony Graff joined the meeting. He has heard of Butch Konicek but does not know him or Mike. Jeff gave Tony an overview of the discussion so far. Richard reviewed the positives of each candidate. Mike has 5 years experience and Butch has 10 years experience, according to the information they gave us. Tony ran through the points he feels are important to look for. Experience dealing with government, ability in collective bargaining, and comparable benefits. Both could just submit proposals. Jim reiterated his feelings that Mike's references were the best and all related to him as a broker directly. Also, that one broker would pick 3 -4 plans to present to us for our decision. Two brokers submitting the same plan, there wouldn't be any price difference. Richard is hesitant that if only one broker is presenting a plan that it might be a lower price plan that doesn't have the benefits we want just to out bid the other. Tying to get the best product and service for the best price. All brokers indicated a recommendation of BOBS of Illinois. It was stated that the purpose here is to chose a broker to recommend, not a plan. Jeff asked if Caywood & Associates is a member of the Yorkville Chamber of Commerce? No one knew. -2- Couldn't determine a negative factor for either that ruled them out and put the other ahead as a more favorable choice. Richard didn't feel it would be right to give to the C.O.W. without a recommendation. Tony suggested putting the minutes of each meeting together in a report and going to the collective bargaining table. Caywood has a good recommendation and good report. Butch came back to us twice. They first time two years ago when we were looking and again now. Jim stated he was more comfortable with the references from Mike. They gave a warmer feeling concerning follow through and follow up. Bob Johnson had several people make comments to him on their good experiences with Mike. Jeff agrees it is a tough call. Both seem good and very qualified. Jim said he has no problems with Butch, but really feels more comfortable with the choice of Mike. Richard stated whichever one we choose, we need to get a letter to the other one to stay in touch for possible future business. All agreed. Also, we should keep our current business with Jack Magnuson. Agreed. Need to find a tie breaker. Jeff suggested presenting it to C.O.W. based on their dilemma. Richard agreed Jeff and Richard recommended Butch, stressing how hard and close the choce was to make. Jim Recommended Mike. -3-
