Discussion:
1.) Tower Ordinance - Dan was suppose to put toget. er an ordinance
with some recommendations but we did not get i in tim for
this meeting. Tabled.
2.) YBSD Agreement - We did receive two memos One said we
we
collected more then enough to cover our C st aid one said
came up short 19,000. We need to make .sure we are collecting
enough money t cover our cost. Procha feel ,ible party l
only pay YBSD hat we receive. It is v.r�y p
or all of the 19,000 is uncollectable money. The $19,00 is
sewer fees onl Kim and Lou Ann went through it by :hand to

so we are not Sure if there is one or not. Wal need to make a

Prochaska would like to get a consensus -and d.iiscuss at COW.
The City gets to keep the late fees and the interest.
Scheffrahn suggest that the City continua to deep there fees to
help regain the amount of money that has been (lost over the
years and because we are so far in the hole. Spang suggest
walking in and telling them that we will not do their billing
any longer. Then let YBSD come back t us with an of:`er.
Mayor Johnson suggest going in with an offer. Let yRjD know
that it is costing us money to do their billing and we can no
continue to do it at a cost to the City. Schcffrahn .Figures i t
to cost approximately $40,000 per year in admanistrat: Lve- cost
to do the billing. We need to do this as no cost to the City.
If YBSD does ro t want to do it our way rune will have t D walk
away. Fox Metro is going to be expand0i.g and. I there i. a time
when they may be servicing part of the City. , With tha new
billing systens, bills will be bar coded and tilling will take
less time and it will be more cost effec:tive.l Spang ao6s not
feel that we should do the billing for 'Y•BSD at all. Mayor
Johnson would like to try to keep a good relationship with
YBSD. Mayor Johnson thinks we should meet with YBSD on'Mondaj.
Spang does W like the relationship with YBSD and thinks we
should end it completely. He feels that they) took us on the
river crossinh we come up short on the billing ever) year ani
they basically= are extorting money from us e` 6ry chance they
get. We need to put the decision on Y3SD's ;;houlders . They
either do it our way or we can not continue A do it.

8.) Transition Fee Ordinance - Spang spoke with the Schorr
District. They had some hang ups on the legalese. Ean wants. t

problems with the wording. Their attorney did- anoth bold
harmless, if o one has any problems with it then we will go
with it. Pro ;haska would like to have Dan look at kt.. Dan
recommended leaving out the name of the distzl ct bec use if
Yorkville was to annex property that was in a different schooL

Prochaska thi ks that the only differE:nc:e is from nou� on and
not prior to. � Oswego collects more transition fees :t -ut we pa:l
more to the sFhools . No one has annexed in t�swego si nc4i the3;-
put the new ordinance in effect. School Board has asked to
increase the transition fee to $3000. It tapes about: 113 mont:;'1 3

taxes on an empty lot. If you own the :Lot fiJr five or more
years, you have basically paid the impact fees. Once land
becomes requited to pay school taxes, then tie property owner:
