Admin Committee Minutes 1997 08-12-97 4 UNITED CITY OF YORKVILLE Committee minutes - Administration Date of Meeting: August 12, 1997 Time Convened: 6:40 P.M. Location: 111 W. Fox Time Adjourned: 8:15 P.M. Attendees: Jerry Lynch Art Prochaska Jim Nanninga Richard Sticka Jack Magnuson J.T. Johnson, Richard Scheffrahn Discussion: 1.) Dictaphone Enhancement - Tabled. 2.) IMRF Early Retirement Incentive - This is at the Cities option. Nanninga will be attending a meeting on August 19 in- regards to this. Nanninga would like to table discussion until after August 19. Prochaska-would like to know if anyone is even interested in this and the break even points. Bring back to next meeting. 3.) Insurance Claims - Jack Magnuson - Magnuson was in attendance mainly to discuss one claim,regarding Scott McNeillis. While driving a City of'Yorkville truck, McNeillis inadvertently backed into his owh truck. It was less than $1000 worth of damage. The claim was denied. It could only have been paid through property damage liability. Policy basically states that employees become named insured and you can not be liable for yourself. Basically meaning you can not sue yourself. If McNeillis has hit someones, other than his own, car it would have been covered under collision. The only recourse McNeillis has is to go through his own insurance or to pay for it out of his own pocket. McNeillis has a $500 deductible on his policy. Since the automobile was parked unattended, McNeillis' insurance rate will not increase. Magnuson is asking on behalf of McNeillis to pay some of the deductible. Prochaska does not want to set a presidence for other employees. Maybe there should be a policy. Sticka is ok with paying half of the deductible but then he would like a policy in place also. The City will pay half of deductible or $250 of the deductible. Beecher Building Roof - Magnuson submitted a claim for the roof on the Beecher Building that was damaged when a storm came through town. A roofing contractor told Swiften that there may be some dry rot under the shingles of the plywood underneath. There is a metal roof with plywood over that with shingles over that. Magnuson recommended having the Beecher roof thoroughly looked at. Magnuson asked Wilman to go over and look at it. Wilman recommends a complete new shingled roof. Estimate is l approximately $17,000. Magnuson still filed a claim for that damage. Once the City receives a check for the damage it is up to the City what to do with it. 4.) Health Insurance - New York Life came in this year with a nine percent increase over last year because there were several Administration Page'2 claims. Nanninga had lined up several insurance companies to come back out and go over everything like last year. All the employees seem to be ok with New York Life. Only one employee had a major complaint and that was that they were unable to locate a Walgreens in a different state. Nanninga worked with New York Life and got them to come down to a five percent increase so he recommends to stay with New York Life for at least one more year. Prochaska would like this to go to COW and he would like to get it back in line with the fiscal year. 5.) Policy on Extended Sick Leave - When an employee gets sick and only has a few sick days what does the City do? The Illinois Municipal League said there are no set rules. Different Cities do it different ways. The employee earns one sick day per month. If at the end of the year, you have sick time that you have not used up then you can take payment for 50 percent of the amount. Nanninga would like to call Montgomery and Oswego to see how they do it. Prochaska would also like to have a report at next meeting. The City could consider bank days and vacation time. Would also like to know how long it takes before long term disability starts. 6.) YBSD Interest - Question on the interest the City owes the Sanitary district. 5.71 percent is the average interest. There was a 12 month lag time from when the sanitary district billed the City and when the City actually paid the bill. The interest was $4931. YBSD,is asking for the'interest. Nanninga thinks we should pay it. With the new software, the two softwares, (YBSD and the Cities) will be able to communicate back and forth as well as with other softwares. You can also install a tickler, where the software will alert you as to when a bill is due. Committee recommends paying. Take to COW. 7.) Budget Review - Prochaska has found a few areas of concern. Public Works building is on hold until money starts coming in. Prochaska would like to look at putting some priorities on things. The City needs to get ComEd easement before Edmeier and Ropollo start building. Between May and July there are a lot of capital expenditures with not enough money coming in to cover. Prochaska would like Nanninga to go back through the budget and look at the items that we are waiting for expected revenue to cover and see where are and if there is going to be enough money to cover them. Prochaska would also like to see a back up plan. Nanninga changed the expected revenue from 200 -150 down to 106 -100. Prochaska would like department heads to go through their budgets. Nanninga needs to let them know that they may have to hold off on some things. Also look at areas where we could put money to make money. We need to make sure we are balanced. S.) Additional Business - Codifications - Nanninga passed out to all managers. Nanninga wants to take to COW and pass. Dan is suppose to do ah. ordinance. Prochaska suggest putting a memo out to everyone with books. This is a controlled ordinance. Also put out a memo that they are here at the City offices if someone would like to view them. • I Administration Page 3 Blackberry Creek Committee - Scheffrahn is a member of the committee. They have put out a mission statement. Would like to keep up to date when something is accomplished. Scheffrahn will provide a map and would like to discuss again at the next meeting. Audit Report - Scheffrahn would like to get a meeting scheduled for the audit report. Meeting scheduled for September 3 at 6:30 p.m. Minutes by: Mollie Anderson
