Note: This meeting was held in accordance with Public Act 101-0640 and Gubernatorial
Disaster Proclamation issued by Governor Pritzker pursuant to the powers vested in the
Governor under the Illinois Emergency Management Agency Act. Due to the ongoing
Covid-19 pandemic, The United City of Yorkville is encouraging social distancing by
allowing remote attendance at the Public Safety Committee meeting.

The meeting was called to order at 6:02pm by Chairman Dan Transier and he stated those
who were present.

The minutes were approved as presented.
New Business:
1. PS 2022-18 Monthly Report Review for April 2022 - May 2022
For April, Chief Jensen reported on the number of officers and also said 2 hires are
pending. He also discussed the summer intern program, saying the intern did a great job
for the department. There was also a prescription take-back program, 444 training hours,
39 vehicle accidents and the new city hall police area is progressing. Several violations
occurred at Rt. 47 and Rt. 71 resulting in warnings and citations and directed patrols were
conducted at Rt. 47, 71 and 34 with several hours spent there. A message board was
placed in targeted complaint areas to display speeds. Several warnings were given for
the month. Sex offender cases and calls for service were up for the month. He said
there should be a decrease in the Part I and II crimes for 2022. Crisis intervention calls

were averaging 12 per month, with 8 in April. Vehicle maintenance costs decreased,
however, the gas costs increased.
For May, Chief Jensen reported one of the initiatives being May designated as Autism
Awareness Month with many registrations. Police relied on the health department to
conduct interviews of child victims of sex offenders and officers also being trained to do
the interviews. Two department members graduated with degrees. He reported on the
number of stops and hours spent at Rts. 34, 47 and 71. The portable speed signs were
placed in areas of complaints and traffic enforcement resulted in an increase in warnings.
He discussed an aggravated battery and a resulting serious injury that occurred. There
was also a reduction in the Part I and II crimes. Mental health calls also decreased and
overall calls for service were up. Mileage and gas costs are both increased for the month
compared to 2021, while the maintenance costs were down due to having newer vehicles.
New vehicles are expected hopefully in July.
2. PS 2022-19 Adjudication Report for May and June 2022
There was an increased number of complaints about parking in Yorkville Marketplace
handicapped spots so police have stepped up monitoring there. A dumpster stored in the
roadway on Honeysuckle resulted in continuous complaints. Other violations included
dogs at large, impounded vehicles, possession of tobacco by a minor, sale of liquor to
minors and weed violations.
Chairman Transier asked if the citations for cannabis and tobacco for middle school kids
were entered into LEADS. They are all ordinance tickets and not entered into LEADS,
said Chief Jensen.
3. PS 2022-20 Illinois Law Enforcement Accreditation Program (ILEAP)
Accreditation (Discussion Item Only)
Chief Jensen said at the end of July, the department will begin the Illinois accreditation
process which provides the framework for addressing high risk situations. He said this is
best practice for the department and he said there are many benefits for this program. He
said the department is already following standards in relation to the police reform act and
the accreditation process will verify. As new standards are issued, they are included in
the general operating procedures. Yorkville will seek the Tier II accreditation that has
181 compliance standards which the department must put into policy and then prove they
are adhering to the standards.
He said the department policies are currently written based on national accreditation,
however, national accreditation is very expensive to attain. Also, the current police
facility would not be eligible for national accreditation based on certain standards needed.
He said there are 48 towns in Illinois with state accreditation and only 22 states have state
programs. The annual cost is $800 which is budgeted. At the end of 4 years, an
inspection is done to verify the standards are being met. An additional cost is for a power
DMS module relating to state accreditation. For future costs, he will look at an IMRF

grant to help fund this. He hopes to achieve the state accreditation in 1.5 to 2 years,
though 3 years are allowed.
Alderman Tarulis asked about one of the standards relating to the United Nations. Chief
Jensen replied that people from other countries who reside here, have certain rights based
on their country of origin.

Alderman Marek asked if any speeding inquiries have been received about Whispering
Meadows, specifically Alan Dale and Sumac, where there are signs posted. Chief Jensen
will research and reply to Alderman Marek.
Alderman Soling said he was approached about a 4-way stop at Pleasure and Hillcrest.
He said that is the township, but asked if the city could reach out to them. High school
kids use this area and have been disregarding the 2-way stop sign. People have almost
been hit, cars go into yards and cars have hit trees. Some residents have placed re-bar in
their yards to keep cars out. The Chief will contact the township official and he said the
township will place signs without doing a study.
There was no further business and the meeting was adjourned at 6:32pm.

community regarding crime, traffic and community policing efforts of the police department. This
document is easy to understand, provides a multitude of data and is comparative in nature to the
previous month and year. This report will be disseminated to the entire board and city staff on a
monthly basis and will be made available to the public on-line.

COMMUNITY POLICING INITIATIVES
Community Information
Facebook Post (June 1, 2022): Today we witnessed the true example of community and
teamwork. One of our officers assisted an elderly motorist who was having a diabetic episode.
Bristol Kendall EMS was dispatched to the scene and evaluated the individual. The driver was
quickly assessed, and EMS determined that this individual needed a meal to resolve this issue.
The officer went to one of the nearest restaurants, Roadhouse Rt. 47. The staff at Roadhouse
quickly prepared a meal for this individual and refused any payment. Thank you to Ro adhouse,

Training and Related Services) program at Yorkville Intermediate School. Thank you Yorkville
School District 115 for inviting us to intend. These children have amazing talents, we were very

Facebook Post (June 8, 2022): SCORCHING SUMMER HEAT We have some dangerous heat
heading toward us this week. Monday: 90-degree temperatures and a chance of severe storms.
Tuesday & Wednesday: 97-degree temperatures with a heat index of 100-110degrees. Please
check on your elderly neighbors throughout the week and be mindful of your pets outdoors.
Facebook Post (June 16, 2022): On Tuesday June 14th at Ashley Farms in Yorkville our Officers
were recognized by the Three Fires Council (Boy Scouts of America) at their annual Tribute to
Heroes event. Deputy Chief Behr Pfizenmaier, Sergeant John Hunter, Officer Kyle Davis, Officer
Tim Kolowski, Officer Ryan Fisher, Officer Tyler Lobdell and Officer Kevin Warren responded to a
structure fire where two people were trapped inside a residence. Upon entry into the smoked
filled home both occupants and four dogs were brought to safety. We are very proud of these
Officers and their actions that day. Congratulations!!

This good boy was found in the area of the 600 block of Bristol Avenue. If you recognize this dog,

Crime/Incident Posts
Facebook Post (June 19, 2022): Information Only: Yorkville Police are in the area of Route 34
and Orchard Road in Oswego. Officers are on scene investigating a hit and run property damage
crash that occurred in Yorkville. Officers were able to locate and stop the suspect vehicle at this
location.
Facebook Post (June 24, 2022): Today, Friday June 24th, 2022 during the late morning hours
there will be traffic delays along Route 47 in the City of Yorkville. This will extend to parts of Route
126. We are aware of the high volume of traffic this may affect, but these temporary road
closures are required due to the request of the Secret Service. There will be a large police
presence as roadways will be shut down. Police and Fire have allocated their resources to ensure
that the City of Yorkville is still provided emergency services due to the road closures. We ask
that if you must travel during the late morning that you avoid Route 47 and find an alternate
route. Thank you for your patience.

DETECTIVE SQUAD
DETECTIVE SQUAD HIGHLIGHTS
Following an investigation which began in February 2022, detectives charged a fourteen -year-old
male with one count of Aggravated Criminal Sexual Assault and two counts of Aggravated
Criminal Sexual Abuse. The charges allege that the defendant had sexual contact with a
household member.
Detectives also charged Alan R. Lewis, (42, address not known), with six counts of Theft of Mislaid
Property after he was found in possession of various forms of identificat ion belonging to other
people, without their authorization.
On 25 June 2022, members of the Detective Squad assisted the Kendall County Sheriff’s Office
with the investigation of a homicide that occurred in Platteville.
Also, in June, the Detective Squad devoted a significant amount of time in the completion of
background investigations for new officer applicants.

Facebook Post (7/14/22): THE YORKVILLE POLICE DEPARTMENT IS EXCITED TO PASS ALONG A
NEW PROGRAM AND RESOURCE AVAILABLE TO THOSE IN OUR COMMUNITY.
MENTAL HEALTH RESOURCE: The Illinois Department of Human Services/Division of Mental
Health (IDHS-DMH) plans to launch 988, a national three-digit dialing code for the Lifeline and for
calls. On July 16, individuals experiencing a crisis or any other kind of emotional distress- whether
that is related to suicide, mental health and/or substance use crisis can dial 988 for support. The
Lifeline provides information and support to concerned family, friends, and caregivers. 988 is a
direct access point to compassionate care by trained professionals. IDHS-DMH’s vision for 988
includes partnering with the six existing Lifeline call centers in Illinois, as well as building upon
the existing crisis care continuum into a robust system that links callers to community-based
providers who can deliver a full range of crisis care services.

Facebook Post (7/22/22): There is a large police presence at Raging Waves Waterpark reference
the report of a person in possession of a firearm. The person was taken into custody and a
handgun has been located. Yorkville Police Department is currently investigating this case as it is
in the preliminary stages. An additional update will be released as the investigation progresses.
There is no current threat to the public.
Facebook Post (7/23/22): Report #22-1276
On July 22, 2022, at approximately 4:21 P.M., the Yorkville Police Department and surrounding
police agencies responded to the Raging Waves Waterpark, 4000 block of North Bridge Street
regarding an individual who was in possession of a firearm inside the business. It was reported
that an individual had the firearm concealed on his body at this business, a location where a
firearm was prohibited. This individual then made threats with the firearm to another male who
he knew. Upon police arrival, Tyronn L. Jones Jr. (25 years of age), 12000 block of South State
Street, Chicago, IL was immediately taken into custody by police without incident. The firearm
mentioned in this incident, a handgun, was recovered by police. Jones was charged with
Aggravated Assault (misdemeanor) and Violating the Concealed Carry Act (misdemeanor). Jones
was also subsequently trespassed from the property. Jones was transported to the Kendall
County Jail for booking procedures. The Yorkville Police Department would like to thank the
Kendall County Sheriff’s Department, Montgomery Police Department, Oswego Police
Department, Plano Police Department, Kendall County Cooperative Police Assistance Team
(CPAT) and the Raging Waves Staff for their immediate assistance.
Charges are not proof of guilt. The defendant listed in this release is presumed innocent and is
entitled to a fair trial, at which it is the burden of the State to prove guilt beyond a reasonable
doubt.

DETECTIVE SQUAD
DETECTIVE SQUAD HIGHLIGHTS
On 21 July 2022, Steven Landrum was taken into custody on an arrest warrant as the result of an
investigation which the Detective Squad began in January 2022. On 26 January 2022, the
Yorkville Police Department, and the Kendall County Cooperative Police Assistance Team (KCPAT)
assisted the Fairbury Police Department and Pontiac Police Department with the arrest of Steven
Landrum. Landrum was accused of travelling to a business in Yorkville with the intention of
meeting a child he had met on the internet. At that time, Landrum was taken into custody by the
Fairbury Police Department and Pontiac Police Department and charged through Livingston
County with indecent solicitation of a child via the internet and solicitation to meet a child. As a
result of the investigation conducted by the Yorkville detectives, the Kendall County State’s
Attorney’s Office charged Landrum with traveling to meet a minor (Class 3 felony) and solicitation
to meet a child (Class A misdemeanor).
