Admin Committee Minutes 1997 02-11-97 UNITED CITY OF YORKVILLE Committee Minutes - Administration Date of Meeting: February 11, 1997 Location; 111 W. Fox Time Convened: 6 :40 P.M. Time Adjourned: 8 :30 P.M. Attendees: Joe Wywrot Jerry Lynch Jeff Spang Kathy Jones Richard Scheffrahn J.T. Johnson Jim Nanninga Discussion; 1.) Job Descriptions - Nanninga was suppose to put Job Descriptions in an format. He was not done at time of meeting. Will have for next Administration meeting. 2.) Tower Ordinance - Dan was not available today. Will have something for next meeting. 3.) Development Review Fee Lein - Nanninga would like to bring this back to next meeting. He has a few more people he would like to speak with. 4.) YBSD Agreement - The current draft had a five year time limit for YBSD to put in River Crossing. They would like to take that out and put the River Crossing in by demand. YBSD wants the City to do repairs in the Deuchler report. After repairs are done YBSD wants the City to do flow monitoring to see if the repairs did any good. Scheffrahn suggest adding that YBSD is responsible for any and all future River Crossings. YBSD needs to be able to put River Crossing in on flow. But if the flow doesn't develop then what happens to the $595,000 of the Cities money? Nanninga said that YBSD has 8600,000 in the bank. When the City gives them 8600,000 they are suppose to double the plant. The City needs some kind of reassurance that if the River Crossing doesn't go in then the $600,000 comes back to the City. Scheffrahn suggest that the line is put in unless agreed upon within 60 months to change it. Spang suggest maybe a longer time frame. Scheffrahn is concerned that if we let YBSD use flow than they will push it off. YBSD may choose to put in a siphon to buy some time, but they will still be responsible to put in the 30 inch River Crossing. Another siphon will not help the City with deeper evaluations on Hydraulic. YBSD next plant expansion should be good through 2005. If YBSD has a change in plans they should come to the City and ask, and the City will need to agree. If YBSD decides to move the plant, the River Crossing may need to go in a different place. Need to make sure it will still be usable. Question is still do we keep a time frame on line or flow? If demand is there YBSD is responsible to put in line. J.T. said that even if YOSD spends the money they are still responsible to put in the line. The obligation is still there. EPA will realize that if the plant expansion is going on then capacity will be there, Spang would like to allow more time, Change C to read treat or transport sewage across River. The Washington cul -de -sac has a lot of problems. Elizabeth Street 10 inch sewer cross ingg through side yards. The line is to small to handle peak flows. Deuchler does not recommend replacing the line because it will not handle peak flows. Should check the flows once new Sewer line is put in, Should not have to do these repairs for three to four years. YBSD would require the City to do the repairs in the Deuchler report. The $2.5 million dollars worth of repairs. YBSD is building the line, it theirs. They own the line. Jones would like to make sure YBSD is responsible for construction and maintaining the line, Edmeier will not do this if they are not guaranteed space. Agreement says that anyone developing may not get permits. Edmeier will get their permits first. Number 6 will be stricken. Spang is concerned with the time frame and what YBSD will build, Wywrot thinks that the City will take over maintenance of the line on Hydraulic. When the development of the Hydraulic line is warranted then YBSD must put in 30 inch River Crossing. Nanninga does not want a time frame on it. Wywrot suggest like 15 years. Nanninga didn't think they would have a problem with 15 years. Spang asked if there is not a time frame is it a contract? It needs to have a life. Nanninga will check with Dan, a.) Sale of Truck Box - Stafford put the brand new pick truck box out on the internet and has found a buyer. Stafford would like to get j something for doing the work. Retail is approximately $3000, $1500 is a real good price. Stafford recommends selling for $1000 just to get the quick sale. City can sell with two thirds Council vote. Lynch suggest going with majority vote. Jones thinks that if Stafford is going to get a commission then there should be a contract, Stafford will not be able to vote, Spang suggest advertising with a minimum bid. $1000 is a fair amount. Bring to next COW - surplus property with recommended starting bids. J.T. will talk to Dan, 6.) Budget Review - Leave for Prochaska. Nanninga does have the new format done. Will have at next Administration meeting. 7.) Roppolo P.U.D. - Will be discussed at next EDC Meeting. 8.► Cannonball Water Issue - Mayor Johnson wants to know if City is going to pursue Lindley. This should go to EDC. Lindley is recommending test monitoring wells. He estimates the cost at approximately $3000. By monitoring the wells, he should be able to get an idea of what the ground water is doing. This is to determine if the 1993 Sanitary Sewer line has had any effect on the ground water.
