Note: This meeting was held in accordance with Public Act 101-0640 and Gubernatorial Disaster
Proclamation issued by Governor Pritzker pursuant to the powers vested in the Governor under
the Illinois Emergency Management Agency Act. Due to the ongoing Covid-19 pandemic, The
United City of Yorkville is encouraging social distancing by allowing remote attendance at the
Public Safety Committee meeting.

The meeting was called to order at 6:02pm by Chairman Dan Transier.

The minutes were approved as presented.
New Business:
1. PS 2022-21 Monthly Report Review for June 2022 – July 2022
Chief Jensen gave the statistics for June including overtime hours, vacation time, Facebook posts,
training hours, etc. He also reported on the occasion of the Vice-President coming into town.
The Chief also discussed the number of accidents, their attempts to slow speeders and the number
of citations. Many background checks were conducted which require about 40 hours per person.
In June there was increased squad mileage and gas usage, but maintenance was down. There
were fewer crisis intervention calls this year.
The July report also had reimbursible overtime hours for events as well as the waterpark and he
said the waterpark wishes to hire officers for weekends. There was also a firearms incident
there. There were several social media postings, the department has a new hire and he reported
on training hours, accidents, speeding tickets and the number of stops on the major routes.
Crisis calls and voluntary commitments were down. The mileage and gas cost was up and three
new squads were just received. Chief Jensen noted that the cost of squads for next year could

reflect about a $9,000 increase per car and there was a discussion of additional squad car
purchases. Staff will determine how long it will take to get new squads and the cost.
2. PS 2022-22 Adjudication Reports for July and August 2022
The Chief reported on the types of citations that were written including a noise complaint ticket
written to the Pinz business owner. Alderman Soling said the owner had reached out to him and
said a noise meter had been used to measure the level of noise.
Chief Jensen added a couple updates at this point and said body cameras have come in.
WatchGuard cannot activate them immediately, but the cameras should be ready for use by
November. In another matter, the accreditation module has been purchased and the contract will
be signed soon. Mr. Jensen said the department will strive for the upper level of the accreditation
process.
3. PS 2022-23 Drone Discussion – Police Use (Discussion Item Only)
Chief Jensen said there has been a push for drone usage, surveillance, etc., at major events due to
recent violence in the Chicago area. Emergency plans have always been in place, but City staff
members recently met with other department heads for additional planning, including the use of
cement barricades in the future. A drone has also been purchased which can detect heat
signatures and it can be zoomed into a crowd. FAA certification is required for use by law
enforcement, so 4-5 staff will be trained. (It was noted private citizens can use drones without
training). He said there are limitations as to where the drone can be used by the police including
on rooftops, however, these laws will be changing in the new year. Staff will also be trained to
use the drone for other purposes and drones can be pre-programmed to watch a certain area.

Additional Business:
Alderman Soling received a call from a Gawne Lane resident regarding a safety situation on the
street. Gawne is a private road while nearby Worsley St. is in the city and the city is currently
repaving it. The resident said the paving will stop 15 feet short of Gawne Lane and a concrete
barrier will be placed to prevent traffic flowing from Gawne to Worsley. Since Gawne is private,
it is not plowed by the city and it becomes icy so the resident uses Worsley. The barrier will
prevent the resident from using Worsley for egress. Chief Jensen said this is a matter for Public
Works Director Dhuse since he has knowledge of the area history. Alderman Soling also said
there is a telephone pole that sits in the middle of the road, however, it does allow one car to pass.
The resident asked if the city would consider extending the pavement up to Gawne Lane so they
can get out in case of emergency or if the hill is not passable. Alderman Soling said he has
spoken with Mayor Purcell about this matter also. The city installed new storm sewers in this
area 2 years ago and an easement was needed from this resident at that time. Alderman Soling
said D Construction was told to stop paving at Gawne. The Chief will contact Mr. Dhuse and this
matter will also be presented at Public Works.
In another matter, Chairman Transier has received phone calls and a video regarding
ingress/egress issues at the Early Childhood Center at Garden St. and Wood Sage. The
concerned residents will be asked to provide a time frame when the problems occur.
There was no further business and the meeting was adjourned at 6:55pm.

Background
The new monthly report has been designed to provide necessary feedback to the board and
community regarding crime, traffic, and community policing efforts of the police department. This
document is easy to understand, provides a multitude of data and is comparative in nature to the
previous month and year. This report will be disseminated to the entire board and city staff on a
monthly basis and will be made available to the public on-line.

National Night Out 2022 Yorkville style was amazing. A special thank you to Yorkville Jewel Osco
for their generous donation of cold sweet treats. Home Plate Hot Dogs served some amazing hot
dogs as they are known for….. and of course, Paw Patrol made a special visit! Thank you to our
friends at United City of Yorkville Parks and Recreation Department and the Bristol Kendall Fire
Department for making tonight so memorable. If you attended the event; please share a photo
of your favorite memory. #CommunityPolicing
Facebook Post (8/19/22): Stop by Dunkin' this morning at any of our Yorkville locations. We will
be there till noon for Cop On A Rooftop. Stop by and make a donation for Special Olympics Illinois!

Facebook Post (8/9/22) The Yorkville Police Department is hiring multiple positions for the part
time position of crossing guard. The schedule includes two half hour shifts per day and is based
on the arrival and dismissal times of the school. The pay is $28 dollars a day, per location. We are
currently looking to fill positions at the Yorkville High School location, Yorkville Grade School
location and Bristol Bay Elementary School location. Please inquire with any questions. We would

Council meeting. Kevin Warren graduated the police academy in December and recently
completed his field training program. Peyton Heiser started last month and will be leaving for the

in the Sunflower subdivision last night. Looks like the kids had a great time!
Facebook Post (8/14/22): With the school year quickly approaching, YPD will be providing
informational posts about the upcoming school year along with safety precautions. Our first post
will be introducing you to the sign pictured below. School zones at the beginning of the school
year typically have heavy pedestrian traffic, especially with the nicer weather. When you see this
sign, please immediately check your speed and surroundings. Please leave ample time to get to
your location. May we suggest you leave earlier as traffic congestion will increase with school
buses, pedestrian and vehicle traffic. Parents, please do not drop your child off in the middle of
the street, please follow that school’s protocol. Lastly, please check your crosswalks as children
may be crossing. Thank you all for driving safely. #SchoolZoneSafety
Facebook Post (8/16/22): Today’s back to school message relates to traffic safety. We have
attached the following photos to discuss traffic laws regarding passing a stopped school bus.
There are many bus stops in Yorkville, some near busy traffic intersections. Please obey the rules
of the road. Our children are depending on you. A citation that leads to a conviction could mean
a driver’s license suspension. Thank you for your cooperation. Parents, please discuss these laws
with young student drivers.
Facebook Post (8/23/22): As we approach the 2022/2023 school year the Yorkville CUSD 115
and Yorkville Police Department have been preparing the implementation of numerous safety
and security measures.
The school district has improved their security footprint by replacing and adding 287 more state
of the art surveillance cameras in and around school buildings. There will now be 478 cameras in
the school district.
The Yorkville Police Department has one full time School Resource Officer who is assigned during
the school year. This is in addition to the five (5) armed and highly trained security personnel that
work and train hand in hand with local law enforcement. D115 plans to add two (2) additional
security personnel this school year.
This summer there were numerous training sessions where the Yorkville Police Department
focused on rapid response training. This training focused on active threats that Law Enforcement
may encounter. D115 security staff had the opportunity to train with YPD. During these scenarios,
multiple area schools were used.
“This new technology raises the game in securing our buildings and aiding our security team in
identifying threats and possible intruder situations.” states Dr. Tim Shimp, D115 Superintendent.
“The safety and wellbeing of our students, teachers, and staff has always been top-of-mind, and
now with nearly 500 cameras, district-wide, we have improved on that notion.” continues Shimp.
Lastly, our parking and parent drop off routes were evaluated, and some changes have been
made at Yorkville Middle School and Bristol Bay Elementary School. These changes should assist
with traffic flow and the safety of pedestrian traffic.
As we begin this school year please know that District 115 and Yorkville PD have the safety of
students and staff as a priority. Go Foxes!

Facebook Post (8/28/22): Yorkville Police are looking for assistance with witness information.
Around 9:11pm Yorkville Police responded to a burglary to a business in the 100 block of East
Veterans Pkwy (north/east area of Rt47/Rt34) An unknown male suspect approached an area
business on foot, forced entry through the front door and removed items from inside. The
suspect left the area on foot. If you are able to provide any information, please contact the
Yorkville Police Department at 630-553-4340.
Facebook Post 8/28/22): Yorkville Police are in 100 Block of Bertram Drive investigating a single
vehicle crash. Update: Yorkville Police have cleared the scene. Initial investigation indicates that
a single vehicle was traveling west on Bertram. The vehicle left the roadway, striking and knocking
down two trees. The vehicle came to rest, just missing the nearby residence. The passenger was
transported to an area hospital with non-life-threatening injuries. The driver was taken into
custody and charged with reckless driving. No other individuals were injured

Facebook (8/20/22): Lost Dog Alert! This friendly doodle was found running around Yorkville
city limits this afternoon. He has since been taken to Kendall County Animal Control waiting for
his family to pick him up. If you recognize this dog please contact the Yorkville Police Department

Kendall County Animal Control will microchip pets free of charge by appointment. This will aid

DETECTIVE SQUAD
DETECTIVE SQUAD HIGHLIGHTS
Detectives charged Donald R. Gramont (38, of Elburn, Illinois) with Criminal Sexual Assault (two
counts) and Aggravated Criminal Sexual Abuse (one count) following an investigation into an
incident that occurred on the 1500 block of North Bridge Street in December 2021. Gramont,
who is known the 15-year-old victim, is alleged to have committed an act of sexual penetration
with the victim. On 29 August 2022, Gramont was taken into custody without incident in
Mahaska County, Iowa by the U.S. Marshals Service. He is currently being held at the Mahaska
County jail on $100,000 (10% to apply) bond.
Detectives also charged John P. Sheridan (53, of the 800 block of Canyon Trail, Yorkville) with
Criminal Sexual Assault (one count) and Criminal Sexual Abuse (one count) following an
investigation into an incident that occurred at Sheridan’s home on 5 May 2022. Sheridan, who
was an acquaintance of the victim, is alleged to have committed an act of sexual penetration with
the victim when the victim did not or was unable to give consent. A warrant for Sheridan’s arrest
was obtained on 1 August 2022. On 3 August 2022, Sheridan was taken into custody without
incident at his home by members of the Kendall County Criminal Intelligence Team. Sheridan
later posted bond and was released.
Additionally, School Resource Officer Ryan Goldsmith was accepted onto the Kendall County
Major Crimes Task Force Forensic Team. The Major Crimes Task Force Forensic Team is
comprised of highly trained evidence technicians and responds to the most serious and complex
crimes in Kendall County to assist with evidence collection.

Lost Dogs/Adoptions/Lost Ducks
Facebook Post (9/4/22): Microchip Reader Success Story! Today Officers responded to a report of
a lost K9 located in the area of Route 34 and Center Pkwy. With the assistance of some good
Samaritans, the dog was contained and was able to be scanned with the department's new K9
microchip scanner. Thankfully, this friendly K9 was microchipped, and the owner was located quickly.
Thank you Lost Dogs Illinois for supplying the microchip scanner and aiding in reuniting our furry
residents with their families!

DETECTIVE SQUAD
On 26 September 2022, detectives charged Alejandro Mendoza (28, of Bolingbrook) with felony
retail theft as the result of an investigation that began in August and involved numerous other
police agencies. Mendoza is accused of stealing 191 gallons of diesel fuel from a business on the
4000 block of North Bridge Street. During the theft, Mendoza allegedly pumped the fuel into
large tanks in the bed of his truck. During the course of the investigation, it was discovered that
Mendoza had allegedly committed similar thefts of diesel fuel at other gas stations in DuPage
and Will Counties. By working with other agencies, Mendoza was identified and charged. He is
currently wanted on warrant for the Yorkville incident.
During September, detectives on the Kendall County Major Crimes Task Force were activated
twice to assist other agencies. On 3 September detectives assisted the Kendall County Sheriff’s
Department investigate a shooting on Immanuel Road in unincorporated Yorkville. And on 19
September, detectives assisted the Montgomery Police Department with a homicide which
occurred in that jurisdiction.

November 9, 2021 Sergeant Garrett Carlyle was promoted to the position of Police Commander.
At that time there should have been an update to our City Code adding this position. That update was
never completed. Exhibit A, Title 5, Chapter 1 (Police Department) outlines the recommended changes
to our City Code. These changes have been reviewed and discussed with our City Attorney.

AN ORDINANCE OF THE UNITED CITY OF YORKVILLE, KENDALL COUNTY,
ILLINOIS, AMENDING TITLE 5 OF THE YORKVILLE CITY CODE
WHEREAS, the United City of Yorkville, Kendall County, Illinois (the “City”) is a duly
organized and validly existing non-home rule municipality of the State of Illinois pursuant to the
1970 Illinois Constitution and the laws of the State; and,
WHEREAS, it is the responsibility of the Mayor and City Council (the “Corporate
Authorities”) to provide such services and establish departments of the City as may be required
for the health of its residents, businesses and property owners; and,
WHEREAS, in furtherance thereof, the Corporate Authorities have established a Police
Department consisting of sworn police officers acting under the direction of a Chief of Police
employed to preserve and protect the health, safety and welfare of all persons within the City
boundaries; and,
WHEREAS, Title 5, Chapter 1 of the Yorkville City Code establishes the Police
Department and defines the composition of its personnel which Chapter is hereby amended to
clarify the administrative positions of the Police Department.
NOW, THEREFORE, BE IT ORDAINED by the Mayor and City Council of the United
City of Yorkville, Kendall County, Illinois, that Title 5, Chapter 1 of the Yorkville City Code is
hereby amended as follows:
Section I—Section 5-1-1, 5-1-2 and 5-1-3 of the Yorkville City Code is hereby amended to delete
said sections in their entirety and replacing said sections with the following:
“5-1-1. Creation of the Department and Composition
A. There is hereby created a Police Department, referred to in this
Chapter as the “Department”. The Department shall consist of a Chief of
Police. Further, it shall consist of two (2) Deputy Chiefs, Commander and
Ordinance No. 2022-____

such number of Sergeants and patrol officers as may from time to time be
provided by the Mayor, with the advice and consent of the City Council,
and as budgeted for by the City Council.
B. The Chief of Police shall have the authority to recruit and appoint
individuals to the positions of Deputy Chief of Police and Commander,
from any rank of sworn office of the Department or from outside of the
organization so long as an appointee has at least five (5) years of full-time
service as a police officer. A Deputy Chief of Police and a Commander
shall serve at the pleasure of the Chief of Police. The positions of Deputy
Chief of Police and Commander are specifically exempt from the provisions
of 65 ILCS 5/10-2.1-1 et seq. If a Deputy Chief of Police or Commander is
appointed from the ranks of the City’s Police Department, the Chief of
Police may, at his/her discretion, at any time demote the officer to the
position held prior to the appointment.
Sec. 5-1-2. Chief of Police and Rank of Officers.
The Chief of Police (the “Chief”) shall be appointed by the Mayor of the
United City of Yorkville with the advice and consent of the City Council.
The Chief shall be in charge of all activities of the police department,
subject to all ordinances of the City, and actions taken by the City Council,
including state and federal laws. The Chief shall be the head of the Police
Department and shall have command and supervision over all officers and
members thereof. Following him/her in rank shall be the Deputy Chiefs,
Commander, Sergeants, and patrol officers respectively in order of seniority
in each group. The Chief directs all members of the police department and
gives such directions and prescribe such rules and regulations for the
conduct and guidance of the members of the police department as the Chief
may deem proper and necessary for the preservation of the peace and good
order and enforcement of the laws and ordinances of the City. The Chief
shall instruct all police officers concerning their duties and maintaining a
record of all complaints made and arrest tickets issued and shall make an

oral report when requested to the City Council concerning the affairs of the
police department.
5-1-3: Department Members.
A. Classified Service. All full-time paid members of the Department,
with the exception of the Chief, Deputy Chiefs and Commander, shall be
considered to be members of the classified service and shall be
commissioned, promoted, and removed by the Board of Fire and Police
Commissioners of the classified service.
B. Commissions and Promotions. Commissions of members to and
promotions within the Department, other than the Chief of Police, Deputy
Police Chiefs and Commander, shall be made by the Board of Fire and
Police Commissioners, as provided by statute. Appointments of members
to and removal of members from the position of Deputy Police Chief and
Commander shall be made by the Chief of Police, as provided by statute.
C. Discharges. No member of the classified service shall be
discharged from the Department except after a hearing on the charges before
the Board of Fire and Police Commissioners, as provided by statute,
provided that this Section shall not be construed as affecting the power of
the Mayor to appoint and remove the Chief of Police with the advice and
consent of the City Council.”
Section 2. This Ordinance shall be in full force and effect immediately from and after its
passage and approval according to law.

Background
During the budgeting process, staff evaluates its department fleet based on the Fleet Replacement Policy.
Staff determines if a vehicle should continue its service within the said department or be repurposed or
replaced/disposed of. Once the determination is reached to replace or dispose of the vehicle, it is up to the
City Council to approve such action.
The police department has identified two (2) vehicles that are in need of replacement:
Squad M1 is a 2016 Chevrolet Impala (VIN #2G1WD5E33G1156250) with 70,865 miles. This vehicle
spent its entire life in the patrol fleet. When serviced recently, we were advised of a critical structural
safety concern with the vehicle. The concern for this vehicle is that the entire right front frame rail has
rusted and is rotted. Two separate inspections were done on the vehicle. The first inspection was
conducted by Gjovik Ford who services our fleet. The second inspection was done by Car Star Autobody.
Both stated this is not a repair that they would recommend, advising that the cost would significantly
exceed the value of the vehicle and that occupant safety, especially during a crash would be of concern.
This vehicle has been removed from the patrol fleet due to the safety concerns.
Squad M22 is a 2014 Chevrolet Caprice (VIN #6G3N55U26EL975054) with 91,500 miles. This vehicle
spent the majority of its term as a patrol vehicle for the Officer assigned to the Criminal Intelligence Team.
Currently, this vehicle is assigned to the Criminal Investigations Division assigned to the Detective
Sergeant. The United City of Yorkville has a vehicle scoring system (Exhibit B) which is a tool that
evaluates when a vehicle qualifies for replacement. This can include age, reliability, and cost of repairs.
This vehicle currently scores a 27 which falls into the higher end of the category “qualifies for
replacement. Squad M22 is over the 25% mark for vehicle service and maintenance, which means the
cost of service and maintenance exceeds 25% of the purchase price. Currently, we are experiencing a
variety of issues to include, multiple sensor/dashboard lights, reliability with starting, electrical issues
and the vehicle losing power all together
Recommendation
Staff recommends the following:
x Squad M1: Junk Vehicle: Be sold to a salvage yard
x Squad M22: Be sold at auction or on consignment through Auto Smart of Oswego

Summary
Staff is seeking support to pre-order two 2023 Ford Interceptor SUV vehicles in the amount not to
exceed $142,000 that will be proposed in the FY2024 budget.
Background
Our last six patrol vehicles purchased have been through Morrow Brothers Ford in Greenfield, Illinois.
These vehicles have been Police utility Ford Explorers. We have heard positive feedback from our
officers regarding these vehicles. Some of the highlights include ample space for equipment, the
prisoner transport area is larger, and the vehicles are AWD.
Purchasing an SUV for patrol offers many advantages for the department. The winter months are harsh
and having an all-wheel-drive vehicle will allow for safer roadway travel during inclement weather.
Added interior room in the vehicles provide staff comfort as well as storing the necessary equipment
(i.e., rifles, shotguns, ballistic shields, helmet, etc.).
Currently, Morrow Brothers Ford in Greenfield, Illinois, holds the state bid for the purchase of police
fleet SUV vehicles. Unfortunately, supply chain issues have caused lengthy delays in vehicle deliveries
and some cancellations all together for some departments. Morrow Brothers Ford advised they will
have a very large shipment of vehicles arriving at their dealership early to mid-2023. Currently, they are
taking orders on a first come first serve basis for agencies to received 2023 police vehicles. We would
like to be added to that list. We would not take delivery/ownership of these vehicles until after May 1,
2023 (FY24). In the event we are placed on the list but have to cancel our order there is no penalty or
cost to the United City of Yorkville.
See the attached vehicle specifications and pricing form (Exhibit A) for vehicle equipment and pricing.
Below is a breakdown of the cost of a new patrol SUV which includes additional equipment and
installation.
Morrow Brothers Vehicle Base Cost $39,890
Other Vendors Additional Equipment Costs $31,110 (including installation)
Total Squad Cost not to exceed $71,000 per vehicle
***Included in the base vehicle cost is registration, key fobs, prisoner door locks, heated mirrors, police
idle switch and grill prewire. Morrow Brothers Ford offers specific equipment packages that are
installed in the vehicle upon delivery. We have compared the cost of purchasing and installing through a
third party and have found Morrow Brothers to be cost-efficient and time efficient to include these items
in the initial vehicle purchase.

The two vehicles proposed for purchase will be two fully marked squad cars. This would mean the
lightbar would be on top of the vehicle, decals on the vehicle and a prisoner cage.
Recommendation

A RESOLUTION OF THE UNITED CITY OF YORKVILLE, ILLINOIS,
AUTHORIZING THE PURCHASE OF TWO POLICE INTERCEPTOR SUVS FROM
MORROW BROTHERS FORD, GREENFIELD, ILLINOIS IN 2023 IN AN AMOUNT
NOT TO EXCEED $142,000 FROM THE FY24 BUDGET.
WHEREAS, the United City of Yorkville (the “City”) is a duly organized and validly
existing non home-rule municipality created in accordance with the Constitution of the State of
Illinois of 1970 and the laws of the State; and,
WHEREAS, pursuant to the Governmental Purchasing Act, 30 ILCS 525/1 et. seq. (the
“Act”), the City determined it to be in its best interests to purchase two (2) police vehicles through
the joint purchasing program of the State of Illinois; and
WHERAS, after completion of the competitive procuring process as required by the Act,
the State of Illinois awarded the Morrow Brothers Ford of Greenfield, Illinois, as the lowest
responsible bidder; and
WHEREAS, it is in the best interest of the City to place an order for and approve the
purchase of the two police vehicles in 2023 as itemized on Exhibit A attached hereto from Morrow
Brothers Ford of Greenfield, Illinois; and
WHEREAS, upon acquisition of the vehicles, each vehicle must be customized with
equipment to meet police department requirements at an approximate cost of $31,110 per vehicle
(including installation), which equipment shall be purchased from various vendors; and
WHEREAS, the vehicles will not be delivered until after May 1, 2023, therefore, will be
paid out of the Fiscal Year 2024 budget.
NOW, THEREFORE, BE IT RESOLVED by the Mayor and City Council of the United
City of Yorkville, Kendall County, Illinois:
Section 1: The foregoing recitals are hereby incorporated in this Resolution as the findings
of the Corporate Authorities.
Section 2: Pursuant the Act, the City Administrator is hereby authorized and directed to
proceed with the purchase of the police vehicles in 2023 as itemized on “Exhibit A” through
Morrow Brothers Ford, Greenfield, Illinois through the State of Illinois.
Section 3: The City Administrator is further authorized to purchase all equipment
required for each vehicle to conform it to the requirements of the police department at an
estimated cost of $31,110, including installation.
