City Council Minutes 2022 11-08-22MINUTES OF THE REGULAR MEETING OF THE CITY COUNCIL OF THE UNITED CITY OF YORKVILLE, KENDALL COUNTY, ILLINOIS, HELD IN THE CITY COUNCIL CHAMBERS, 800 GAME FARM ROAD ON TUESDAY, NOVEMBER 8, 2022 Mayor Purcell called the meeting to order at 6:00 p.m. and led the Council in the Pledge of Allegiance. Clerk's Note: Due to COVID-19, in accordance with Public Act 101-0640 and Gubernatorial Disaster Proclamation issued by Governor Pritzker pursuant to the powers vested in the Governor under the Illinois Emergency Management Act, the United City of Yorkville encouraged social distancing by allowing remote attendance to the City Council meeting. Members of the public were able to attend this meeting in person while practicing social distancing as well as being able to access the meeting remotely via Zoom which allowed for video, audio, and telephonic participation. A meeting notice was posted on the City's website on the agenda, minutes, and packets webpage with instructions regarding remote meeting access and a link was included for the public to participate in the meeting remotely: https://us02web.zoom.us/i/85783054575?pwd=Y2JXbkhacE5FWGMIOVdVTG5YcUZNdzO9. The Zoom meeting ID was 857 8305 4575. QUORUM A quorum was established. AMENDMENTS TO THE AGENDA None. PRESENTATIONS None. PUBLIC HEARINGS Tax Levy Estimate (CC 2022-44) Mayor Purcell opened the public hearing for the tax levy estimate. He asked if anyone wished to comment on the tax levy estimate. Upon hearing no public comments, Mayor Purcell then closed the public hearing. CITIZEN COMMENTS ON AGENDA ITEMS None. CONSENT AGENDA 1. PARK BOARD Yorkville Holiday Celebration Parks and Recreation Director Evans reported the Holiday Celebration Parade would take place on November 181h at Riverfront Park at 6:30 p.m., followed by the Tree Lighting Ceremony at 7:00 p.m. The Jingle Jog Fun Run is Saturday, November 19`h, at 2:30 p.m., followed by the Rudolph Run 5k at 4:00 p.m. There will also be a fireworks display on Saturday, November 19`h, at 6:30 p.m. at Countryside Parkway. Memorial Shelter Dedication — Rachel L. Wright Mayor Purcell shared that the Parks and Recreation department finalized the memorial shelter for the _ City's employee Rachel Wright who passed away earlier this year. The memorial shelter is located at Riverfront Park. (PZC 2022-19 & EDC 2022-60) Mayor Purcell entertained a motion to approve an Ordinance Approving the Rezoning to the B-3 General Business District of Certain Parcels Located at 8710 Route 71 and Repeal of Ordinance 2008-42 as it Applies to the Property (Restore Church, Inc.) and authorize the Mayor and City Clerk to execute. So moved by Alderman Transier; seconded by Alderman Plocher. Motion approved by a roll call vote.
