Discussion:
1.) Transworld Collection Agency - Nanninga would like to send 80
accounts to Transworld. They are a very productive collection
agency. The cost is $8.85 per account. Then there is a split if the
collection agency collects. Accounts that would be sent are hard to
collect on such as people that have move from the area. Bills are
usually four months past due before they would be considered.
2.) Sale Rt. 47 Property - Nanninga has had a second person say he
would be bringing a bid in by Friday. Dan told Nanninga by law the
City would not need to update the appraisal. The appraisal is two
years old. Spang does not feel the City should consider selling the
property without updating the appraisal. The City cannot sell the
property for less than 80 percent of the appraised value. Nanninga
will talk with appraiser and see if he will make a recommendation.

3.) Insurance - Nanninga has spoke with Magnuson and another
independent insurance agent from Plano. Nanninga told Magnuson
that the City would like to be presented with options. Epic, the
current insurance company that the City is using is going to raise the
rates to the City by 42 percent. Prochaska would like to have options
by the next Administration meeting.
4.) 1996 - 1997 Budget - Rec. Board and Library Board budgets are
missing. Rec. Board will be done next week. Rec. Board will be done
on March 7, 1996. Graff had found $25,000 he needed to add to
revenue, but had to raise his expenses. Nanninga is doing some
checking on Yorkville /Bristol Sanitary District. City would like to
request Bristol to pay their share of cost of the billing. Nanninga
would like to do a special census. Cost to do census is $14,000.
Graff is going to check with Oswego. Oswego just did a census.
Finance Expenditures - Group health insurance is $110,000, this

could be more or less. Contractual Services - budget might be a little
low. Dues - City pays dues to DuKane Valley Council but are not
really active with this. Dues for this Council is $300. Nanninga
would like to put that money into Contractual Services. Training and
Conferences $9500 budgeted. Most of this money goes for Municipal
League Conference. Amount covers seminars and lodging. Sppang
feels if the City is going to pay for seminars than they should be
attended. Police - Commander position has a stipend of $6100.
Training and Conference has been increased by almost 45 percent.
This increase is mainly because of Graff. He had been able to pay for
his college with grants. Graff is not eligible for grants at this time.
Graff only has four classes left. Most classes are taken at
Waubonsee. Waubonsee is very cost effective. When an Police
employee is hired there is a career development program set up with
goals. That is why Police officers are taking classes. The phone and
cellular phone line item is budgeted for $10,000. This is higher than
the whole City put together. The Police department is operating 168
hours per week. They currently use a private branch exchange which
is costly. Need to investigate other phone systems and options.
Nanninga will contact some phone companies. Streets & Alleys -
Temporary traffic light at Rt. 47 and Countryside. City has the
equipment to do this. City needs to do a 16 hour count. Turns have
to be manually counted. Equipment line item is 0. Prochaska does
not feel this is realistic. Street Maintenance increased to $50,000.
Ten street lights have been budgeted at $1200 each to finish
Countryside. Mayor Johnson would like the people living in the
cul -de -sac contacted before installing a street light in the cul -de -sac to
make sure they want a street light. Building & Zoning - Nanninga is
going to speak with Palmquist for an amount. Nanninga would like to
do a per meeting charge.
